Treasury reference to the Trustees for Circulating Exchequer Bills of the petition of William Van Leute (Lute) shewing that in April 1701 be subscribed 100l. towards circulating Exchequer Bills upon a contract then on foot at 5 per cent.; and he accordingly deposited 50l. with the said Trustees: that the contract was afterwards carried on at 3 per cent. and being then out of town petitioner believed his deposit would lye good for that subscription but found himself shut out and the said 50l. has ever since remained with the Trustees: therefore praying relief. Royal warrant dated Kensington to the Clerk of the Signet for a privy seal for making allowances to Charles Fox, in his account as late Paymaster of the Forces Abroad, for items as follows for which warrants are wanting viz., to a total of 663,667l. 11s. 11d.: whereof 504,471l. 19s. 9¼d. was for her Majesty's proportion of the pay and extraordinaries of the Foreign Forces according to the Establishment of same but without the production of muster rolls, which payments therefore cannot be allowed without particular royal warrant: the extraordinaries of waggon money, forage, levy money, transports and other incidents appearing by acquittances to have been paid pursuant to the Establishments [but only] upon authentic certificates that the States General have paid the like sums for their moiety of the said payments: and likewise for the 7499l. 19s. 10¾d. paid to the Duke of Marlborough for Contingencies without account or super therefor and by him paid away for such services for which no vouchers were or could properly be taken: and likewise for 77,646l. 6s. 5¼d. paid to the King of Denmark, Landgrave of Hesse, Elector of Treves and the Circle of Swabia pursuant to Treaties with them and acquittances are brought for the same which ought to be allowed: and likewise for 2000l. paid to Sir William Robinson, being so much paid by him to Bartholomew Vanhomrigh in Ireland for the charge of transporting the Regiments of Col. Stanhope to Holland for which vouchers have been produced and ought to be allowed: and likewise for 13,723l. 7s. 0d. paid to the King of Portugal for the Queen's proportion of the ordinary pay of the Forces to be maintained by that Crown from 1703 Nov. 1 to Dec. 31 following, pursuant to the Treaty in that behalf dated 1703 May 16, and the payment of which is acknowledged by ambassador John Methuen and Thomas Morrice and ought to be allowed: and likewise 18,503l. 11s. 0d. remitted to said John Methuen for horses bought for remounting the Horse and Dragoons sent to Portugal which item is to be set in super on said Methuen: and likewise for 32,043l. 6s. 8¼d. claimed for loss by exchange on remittances to Holland and Portugal which sum is agreed: and likewise 5,134l. 14s. 3¼d. for Exchequer fees and 93l. 5s. 6d. for the charge of privy seals and 251l. 1s. 4d. for the charge of repairs to the said Fox's Office and 2300l. paid to the Duke of Marlborough to pay Foreign Troops in consideration of their pretensions for sick and wounded men: the Queen being well satisfied with the truth and justness of the said payments and that same are in accordance with the relative Treaties and Establishments and acquittances of the parties who received the same: all the said payments are therefore to be hereby allowed: certain of them being more particularly as follows viz.:

Royal warrant dated St. James's to Edward Nicholas to pay 100l. per an. pension to Margaret Townsend, widow of Thomas Townsend late Clerk of the Great Wardrobe: in consideration of his long and faithful services and of his low and mean condition: to date as from 1706 Xmas. Same to the Attorney or Solicitor General for a great seal for a fresh grant to William Petyt (upon surrender) of the office of Keeper of the Records in the Tower to which he was appointed by a royal sign manual of 1689 July 25 confirmed for life by patents of 5 Wm. III and 1 Anne: with the annuity, fee or salary of 500l. per an. in respect thereof: the present grant to be during pleasure and to commence from 1706 Xmas. Ibid., p. 148.
Same to same for a same for a privy seal to release and discharge to William Tompson Esq. the arrears of a mistaken rent of 55l. 11s. 4d. per an. for the manor of Humbleton, Flinton, Preston, Danthorp, Easternwick [Elsternwick] and Fitling in co. Yorks. granted to William Whitmore and Edward Sawyer 1635–6 Jan. 12 and the scite of the Castle of Scarborough granted by James I to John, then Earl of Holderness 1623 Sept. 20: which premises by mesne conveyances came to Stephen Thompson and William Thompson Esqrs. and in the re-grant by Charles II of the first named premises to the said Thompsons (on their surrender of the scite of the said Castle) the said fee farm rents of 55l. 11s. 4d. were reduced to 40s.: whereas the reserved rent was only one entire rent of 54l. 3s. 8d. and the same hath been falsely recited in the said grant of Charles II and that by the said mistake the said intended reduction and abatement is void, whereby the said William Thompson is chargeable with the great arrear of the said rent of 54l. 3s. 8d. per an. February 24. Treasury reference to the Comptrollers of Army Accounts of the petition of Col. Wade for payment of 258l. 19s. 4d. which was paid “for some clothing in his Regiment,” it being extremely in debt by reason of several losses of men taken into France and [lost] in the great storm and by the charges of raising recruits for Portugal “for every man of which 3l. was paid though the allowance was but 40l.; by which and other losses this Regiment is unable to bear this charge.” Reference Book VIII, p. 266.
Feb. 25. William Lowndes to—Norton Esq. Your proposal relating to Bere Forest has been referred to the Surveyor General of Woods and he advises the felling of the 300 trees which appear to be very much wanted for the Navy.
