William Lowndes to the Navy Commissioners. It is represented to the Lord Treasurer by the Commissioners for Sick and Wounded that it will be of great service and encouragement to the undertakers for the Hospitals of [at] the great ports to be paid one year further, whereby they may be brought equal with the [undertakers in the] small ports. Please assign 10,000l. to Thomas Savery, the Treasurer for Sick and Wounded, out of Land Tax tallies and orders anno 1709 in the Navy Treasurer's hands as imprest for said services. The Lord Treasurer agrees that 5 per cent. interest shall commence thereon “from the date of their being so assigned” [probably means from the date of their assignment by Savery to the undertakers]. “This payment his Lordship was induced to direct because [of the assurance given him that] the Commissioners for Sick and Wounded are to take care that the said tallies and orders be not disposed of [in a manner] so as to be discounted to the prejudice of the public credit.” Hereof 6,000l. is to be charged to the head of Wages and 4,000l. to the head of Victualling. July 1. Same to the Customs Commissioners. Notwithstanding his repeated orders about hastening the arrears of the Duties on Coals granted 1698 and 1703 [granted by the Act 9 Wm. III, c. 13, and continued by 1 Anne, St. 2, c. 4] the Lord Treasurer finds that loans remain unsatisfied thereon, at great interest. What is the cause of the delay of clearing the registers of the said loans “since his Lordship understood that the warrant which he signed to you 24th June 1708 [sic for 24 Nov. 1708, see supra, Calendar of Treasury Books, Vol. XXII, p. 446] was to have been effectual for that purpose.”

Same to same of the petiiton of John Bowen, once a tidesman London port, setting forth his discovery of certain frauds long practised in the late Norway Office for which 38 merchants and masters of ships have been prosecuted: but he being soon after imprisoned by misfortune, had not the opportunity to manifest his said service and so has only received 30l. reward. Same to Mr. Brydges, Paymaster General of the Forces Abroad, and Mr. Walpole, Secretary at War, of the petition of Capt. David Sutton shewing that being posted 2d Captain in Brigadier Macartney's Regiment he was ordered to the north to raise men pursuant to Act of Parliament [6 Anne, c. 45, clauses 3 and 18] “which was to give 4l. to each volunteer and 6d. a day”: that he raised 70 men in six weeks whereof 60 were volunteers: for which work petitioner is 100l. out of pocket: therefore praying relief. Warrant by Treasurer Godolphin to the Secretary at War to prepare a royal warrant for paying 139l. 1s. 3d. to Robert Sisterson, chirurgeon, of Tinmouth [Tynemouth] for medicines and attendance on the sick and wounded men of the Company of Invalids at Tinmouth between July 1699 and Jan. 1701–2.
Prefixing: report by J. How and R. Walpole on said Sisterson's petition. By letter dated 1695 June 12 George Clarke, then acting as Secretary at War, leave was given to Col. July 1. Treasurer Godolphin to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Lady Blaney, relict of William Lord Blaney, shewing that by appointment of Wm. III. her said husband acted as Governor of Sligo from 1 April 1693 to 1695 but never received any pay or reward: therefore praying some allowance in compassion for her circumstances. The Lord Treasurer has yours of June 27 last new style from Turin enclosing a copy of General Stanhope's letter to you of June 16 from Barcelona wherein he acquaints you that no money is come to the Army by the Lisbon Fleet and therefore desires you to send up 30,000l. by the ship that brought you his letter and to make provision for at least 50 or 60,000l. more. My Lord Treasurer is very well assured that (notwithstanding Mr. Stanhope might not have notice of it when he wrote his letter) a considerable sum of money for the Army was actually arrived with the Fleet: and though his Lordship doth very much approve of the great care you always take to supply the Army in Spain in any emergency and will see that the bills you have drawn for that purpose shall be duly accepted and paid yet he is fully persuaded you need not draw any more bills than what you shall have done before receipt hereof. Treasury reference to the Stamps Commissioners of the petition of John Wyatt of London bookseller, a surety of Anthony Boys late a distributor of stamped paper and under prosecution for same: praying that a statement may be made of said Boys' debt and of the comparative ability of all his sureties, petitioner having a wife and six small children to maintain. July 6. Same to the Customs Commissioners of the petition of Alexander Ouchterlony and William Levingston for leave to compound a seizure of Galicia wines that paid Duty at Leith in Scotland but are seized as French wines on arrival at London: the petitioners being the purchasers and not the importers of said wine it will be difficult for them to prove viva voce the growth thereof.
