Jan. 11. William Lowndes to Mr. Stawell et al., Commissioners for Inspecting the Accounts of the Armies in Spain and Portugal, enclosing a copy [missing] of those inquiries which Sir Isaac Newton exhibited to my Lord Treasurer concerning the 800,000 Mexico and Pillar dollars purchased by her Majesty and coined into two-ryal pieces for the Spanish service. Same to Mr. Cadogan ("delivered to Mr. Sloper [assistant of the Paymaster General of the Forces] to be directed and sent away [to Flanders] by this night's post"). It is thought necessary for the operation of the ensuing campaign on that side that a magazine of dry forage should be provided for enabling the Troops to take the field early in the spring. The Lord Treasurer has ordered the necessary remittances to go by this night's post to Amsterdam for her Majesty's proportion of the advance which is agreed to be made to the contractors who furnish those magazines. And Mr. Brydges has received my Lord's directions for the payment thereof as soon as the service requires it. The quantity which is thought sufficient for this purpose is 1,200,000 rations according to a particular state or estimate thereof made by Mr. Cardonel; which [quantity] is to be delivered by the Contractor at such places as the service may require, and as shall be agreed on in concert with the States General who are to be consulted therein.
As to what relates to her Majesty's [share] of this service my Lord recommends it to your care that nothing be wanting on our side for bringing it to a good issue, but as the States are equally concerned therein "you are to take your measures from thence as to the place of delivery and quantities."
As to the advance which was agreed to be made upon the magazine of winter forage, my Lord is not a little surprised to find this money has not been yet paid although the greatest part of it, viz. 20,000l., was ordered by him Oct. 12 last and was remitted accordingly. There was some delay in the beginning by reason that Mr. Sweet (as my Lord is informed) had not a sufficient voucher [authorisation] for the payment of it. But that difficulty being over and Mr. Sweet receiving Mr. Brydges' positive orders to pay the money in November last, upon the authority then produced him, it was never doubted till now but that the money was paid. Ibid.
Same to Mr. Popple concerning Brydger's complaint of abuses in cutting masts in New England woods. The Navy Commissioners have reported their advice thereon to the Lord Treasurer. Please lay same before the Commissioners for Trade, as also the enclosed letter [missing] "which I have lately received from Col. Dudley, Governor of New England, in relation to a complaint formerly made against the said Mr. Brydger." Out Letters (General) XX, p. 91.
Jan. 11. William Lowndes to James Brydges [Paymaster General of the Forces Abroad]. The Lord Treasurer has read your report relating to the demands of subsistence for Col. Feilding's Regiment. Out of what money may the sum which is wanting be paid ? Ibid.
Same to Mr. Wilcox. The Duke of Grafton has applied for confirmation of his grant of the office of Warden of Whittlewood Forest. What cautions or clauses do you think necessary to be inserted in such grant for the purpose of preserving the Queen's timber ? Ibid.
Same to the Navy Commissioners enclosing letters [missing] from Mr. Gillenbourg to Secretary St. John concerning the money demanded for the repair of a Swedish ship which was performed out of the stores and by the workmen of her Majesty's Yard at Portsmouth; as also a letter [missing] signifying the Queen's pleasure that the charge thereof should not fall on the owners of the vessel since the damage was not received whilst she was in their possession, but that her Majesty would take same upon herself. Please deliver up the bonds given by the correspondents of the Swedish subjects for payment of said charge. Ibid.
Warrant by Treasurer Oxford to the Customs Commissioners to insert on the Customs Establishment an allowance of 100l. per an. to Robert Shaw as Computer of the Duties on Plantation Goods.
Prefixing: report by said Commissioners on said Shaw's petition for same: said petition setting forth that upon settling the management and collection of the Subsidies and Impositions upon Plantation goods at the Custom House, London, in 1696 the computation of the Duties thereon was committed to Sir John Shaw (by Treasury warrant dated 18 Aug. 1696), the Collector Inwards, and 100l. per an. was inserted on the Establishment (by Treasury warrant dated 20 Oct. 1696) for William Waterson, who had charge of that business under Sir John Shaw, and petitioner served under said Waterson above 20 years and was appointed thereto by Sir John Shaw on Waterson's death. Hereon the Commissioners report that petitioner has the character of a diligent and sober man. Out Letters (Customs) XV, p. 389.
Same by same to the Queen's Remembrancer to supersede process of extent against John Rogers, late Receiver General of Land Tax for part of Co. Bucks, upon his paying into the Exchequer 1,800l. 17s. 8½d. and 249l. 16s. 3½d. to clear his accounts of the Land Tax and House Duties anno 1710; thereby to enable him to give security to the lender of the said moneys upon part of his estate at Lenborow, Co. Bucks.
Prefixing: report by the Taxes Commissioners on said Rogers' petition. He was indebted 1,738l. 4s. 1d. on Land Tax anno 1709 and 4,138l. on Land Tax anno 1710 and 249l. 16s. 3½d. on House Duties anno 1710, making in all 6,126l. 0s. 8½d. Since the extent issued against him, he has paid in 1,695l. and the supers on his account reduce the debt to 1,738l. 4s. 1d. for 1709 and 1,800l. 17s. 8½d. and 249l. 16s. 3½d. for 1710 as above. He is ready to mortgage the Lenborow estates as above and has extents in aid directed to the Sheriffs of Norwich and Norfolk for a debt of about 1,500l. Warrants not Relating to Money XXI, pp. 336–8.
Jan. 11. Same by same to the Clerk of the Pipe for a lease to William Wickman of the moiety of the meadow called Kirkstall Ings, alias Folly Foot Ings, heretofore the part of Mathew Usher and afterwards in the tenure of William Wardman and then of Mary Marshall and now of Henry Staynton, guardian for Anne Hill and Mary Hill, and situate near the water of the Wharfe in the parishes of Wighill and Thorp Arch within the county of the city of York.
And also the other moiety of the same, heretofore the part of Reynold Consett and by him sold to Mathew Usher, adjoining the water of the Wharfe, and also nigh to St. Ellen Farre or St. Ellen's Ford within the parish of Wighill and sometime in the possession of _ Stapleton, Esq., and afterwards of Richard Beane and now of Mary Ibbotson.

William Lowndes to Mr. Pym, Secretary to the South Sea Company. 1 received last night your account of the subscriptions for the use of the public and of the transfers [into South Sea Stock]; but the former is not attested by yourself and the latter is only in two gross sums. Please send me before night if possible a certificate with all the particulars as in my letter of yesterday, "it being impossible to finish the draft of the second privy seal without such account." Jan. 12. Same to James Brydges of the petition of the Earl of Stair and Gen. Ross shewing that Parliament granted 1,205l. 11s. 3½d. to reimburse the like charge their Captains paid out of their subsistence for forage in the 1710 campaign; which they reserved as a part of their recruiting fund without which they are not able to recruit their Troops: therefore praying payment thereof so that no time may be lost in their recruiting. Warrant by Treasurer Oxford to the Barons of the Exchequer. Scotland, to pay the Civil List of Scotland for 1711 Xmas quarter to a total of 5,004l. 14s. 2¾d.

Jan. 15. William Lowndes to Charles, Lord Halifax, Auditor of the Receipt. By the Act of last Session [9 Anne, c. 16] for the Two Millions the receipts from the Duties on hides and stamps as therein before 29 Sept. 1711 should be applicable to the payment of the 2,602,200l. therein mentioned and from that date for the term of 32 years the yearly sum of 186,670l. of the receipts therefrom is appropriated to pay the remainder of said 2,602,200l. and the interest thereon quarterly, beginning with Xmas, as per the accounts of the receipts for each preceding quarter. The Lord Treasurer desires you to send him the certificates of the receipts before Sept. 29 last from the Duties so applicable and likewise from 1711 Xmas quarter and so quarterly for the future. Thomas Harley to Sir Isaac Newton. The enclosed memorial [missing] has been presented to the Lord Treasurer for 200l. remaining to complete the charge of printing and publishing a book called [Flamsteed's] 'Historia Celestis' which was begun and carried on at the expense of his late Royal Highness the Prince of Denmark, to the time of his death; and for giving a gratuity to Dr. Hally [Edmund Halley] for his great pains and service therein. The Lord Treasurer desires you to examine and audit the account therein mentioned and to report what sums you think fit to order for the said purposes. Ibid., p. 97.

(1) a letter from Col. Hunter, Governor of New York, dated 10 Aug. 1711, with advice of sundry bills drawn on the late Treasury Lords for the service of the said Expedition. (2) A same from same dated 12 Sept. 1711 advising more bills drawn on the Lord Treasurer and enclosing an account of sundries bought for the service of the Expedition. (3) A memorial in the name of Sir Samuell Garrard and Thomas Scot for payment of 148l. for grocery and other utensils provided and delivered on board the Reward hospital ship for the service of the Expedition.
As to this last my Lord Treasury desires enquiry to be made "what are become of the stores so delivered" and the reasonableness of the prices. [None of the above papers are here entered.] Ibid., p. 98.
Treasury reference to the Customs Commissioners of the petition of Dean Cock of London, merchant, who is bound with Robert Dennis, William Arnold and Samuell Oakly for 2,425l. 15s. 0d. for Duties on tobacco, praying stay of prosecution, the said Dennis being become a bankrupt and his collateral surety Cornelius Denn being unable to make satisfaction. Warrant by Treasurer Oxford to the Queen's Remembrancer for enlarging from Newgate prison John Gerrard, a surety of George Newell and Joseph Newell, sureties of George Dixon, late Receiver General of Taxes for Co. Letters patent by same constituting and appointing William Fytche to be Comptroller of the Two Millions Lottery, as by the Act of last Session, 9 Anne, c. 16, with the fee or salary of 500l. per an. as from Xmas 1711. Thomas Harley to the Revenue Commissioners in Ireland to report on the petition of Abraham White with the favourable reports of the Barons of the Exchequer of Ireland and the Attorney General [of Ireland] thereupon as transmitted to Treasurer Oxford by the Duke of Ormonde, Lord Lieutenant of Ireland, April 5 last; the petition praying a reduction of the quit rent on the farm or lands called Aghavanna in the Barony of Ballynicor [Ballinacor], Co. Wicklow, heretofore the estate of Sir Laurence Esmond, but purchased by the petitioner; all by reason that the said lands are altogether coarse, barren, mountainous and insolvent lands.
