April 11. Money order for 50l. to John Yeomans for one quarter to April 10 inst. on his allowance as Lieutenant Governor of Antigua: to be paid out of the Four and a Half per cent. Duty. Order Book VIII, p. 177.

April 11. J. Taylour to the Customs Commissioners enclosing the memorial [missing] of John Short, Accomptant General of the Customs and General Inspector and Adjuster of Damages on Wine and Tobacco in North Britain, praying some employment in the Customs here. The Lord Treasurer recommends you to present him for some place. Out Letters (General) XX, p. 167.
Same to the Auditors of Imprests. Application is made to my Lord Treasurer to order payment of 9,375l. to Monsieur Kreienberg [Christoph Friedrich Kreienberg, Resident from Brunswick Luneburg from November 1710] in South Sea Stock for so much due on the subsidy to the Elector of Hanover and Duke of Zelle. Monsieur Kreienberg has produced a warrant signed by the late King William directing the late Earl of Ranelagh, then Paymaster of the Forces, to pay the said sum to Baron Goertz [Friedrich Wilhelm freiherr von Görtz, Plenipotentiary from Brunswick Luneburg in June 1692, Special Envoy in May 1696 from same] out of any money in Ranelagh's hands for [Army] Contingents and the said Baron has signed his name on the back of that warrant "which might have served for an acquittance for the said 9,375l." I enclose the said warrant together with an authority from the said Elector to subscribe the said sum into the South Sea Company. Please inspect Ranelagh's accounts to see whether he has anywhere taken credit for [payment of] the said sum or any part of it. If not please draft a warrant to authorise payment of it in South Sea Stock to Kreienberg. Ibid., p. 169.
Warrant by Treasurer Oxford to Nehemiah Arnold, Paymaster of the Malt Lottery Tickets, to pay to John Montigny the principal and interest due on the Malt ticket No. 91M965 which has been in course of payment ever since November 1709, but that the edges being cut off it (the indent) doth not agree with the cheque book remaining in the custody of said Arnold.
Prefixing: said Arnold's report on said Montigny's petition. Petitioner received a year's interest on the 19th June 1707. The ticket agrees with the figures of the Cheque Book and I am of opinion it is a true ticket. Warrants not Relating to Money XXI, p. 393.
April 12. Same by same to Charles Cæsar, Treasurer of the Navy (in accordance with the Act of 9 Anne, c. 15, for making good Deficiencies), out of the sum of 133,833l. 0s. 3d. which was issued to you on April 11 inst. in tallies and orders on the Land Tax anno 1712 to assign and transfer to Robert Knight, Cashier to the South Sea Company, the sum of 127,811l. 9s. 6½d. in principal money of the said tallies and orders with all interest from the dates thereof: the said sum appearing to the Lord Treasurer to be the Deficiency of the fonds on the 25th March last towards answering or making good to the said Company the sum of 144,069l. 17s. 6d. for one fourth part then due to them as well on the 568,279l. 10s. 0d. per an. for interest as on the 8,000l. per an. for charges of management.
Prefixing: certificate by the Auditor of the Receipt of the said Deficiency as at March 25 last. The payments into the Exchequer from the Duties on Salt and Rock Salt (being some of the Duties mentioned in the abovesaid Act) from the commencement of the said Duties to March 25 last amount to 16,257l. 17s. 11½d., leaving a Deficiency of 127,811l. 9s. 6½d. as above. April 12. Same by same to Bernard Hutchins, Paymaster of the principal and interest of the 1,500,000l. Lottery anno 1711, to pay and apply as follows 51,970l. out of the 53,209l. 16s. 0½d. [sic] remaining in the Exchequer on Sept. 29 last arising out of the Rates and Duties granted by the Act [9 Anne, c. 6] for said Lottery (and which sum was directed to be issued to said Hutchins April 11 inst. [sic for April 12 as below]), viz. to answer the principal payable on the 3,000 tickets as well fortunate as unfortunate, of which the first three courses do consist, as by the annexed certificate; "upon the proprietors delivering up the said tickets themselves and giving receipts upon the backs thereof for the principal money to which every of the said tickets are entitled; taking care nevertheless that the payment of such of the said tickets being Benefits as the properties thereof have not been claimed and adjusted as was directed by the said Act in that behalf be respited, but the money payable on them be reserved in bank until the properties of such unclaimed tickets be adjusted in such manner as shall be prescribed in that behalf."
Appending: certificate dated 12 April 1711 (sic probably an erratum for 1712) by Chr. Tilson, N. Arnold, T. Cornwallis and H. Brent that the principal payable on the 3,000 tickets composing the first three courses of payment in said Lottery amount to 51,970l. as follows, viz. First Course (from 50001 to 51000), 24,310l. (being one of 12,000l., one of 500l., 60 of 50l. each, 159 of 20l. each and 833 of 10l. each); Second Course (from 53001 to 54000), 15,490l. (being one of 3,000l., one of 200l., four of 100l. each, 11 of 50l. each, 151 of 20l. each and 832 of 10l. each); Third Course (from 105001 to 106000), 12,170l. April 12. Same to same. The Lord Treasurer agrees to your memorial of this day proposing to apply 34,870l. 15s. 10½d. (whereof 25,010l. 3s. 9d. out of 1710 Land Tax tallies and orders and 9,860l. 12s. 1½d. out of tallies and orders on hops 1711 [i.e. on the Duties on hops granted by the Act 9 Anne, c. 13]) to satisfy the clearings to the Subject Troops in the Low Countries for 16 months to 1711 April 22 "so as the Officers may thereby be enabled to put themselves into a condition to take the field." The interest due on the said tallies and orders from the dates thereof to this day are to be computed as part of the said total. Ibid., p. 255.
Same to the Paymaster of the Transports to assign to the Bank of England 14,000l. in tallies and orders on Malt anno 1710 and out of the same [sic for out of the loan which the Bank will make to you thereupon] to defray the 13,984l. 18s. 6½d. which the Transports Commissioners are in immediate want of to defray the charge of freight and provisions of horses and men; and for clothing for recruiting the army in Flanders; and for two months' imprest to four ships taken up to carry a Regiment of Foot to the West Indies and bringing another back; and for transporting of clothing sent to Spain and Portugal; and for recruits to the West Indies; and also for a ship taken up for the service of the Africa Company and other incidents. As the Bank is to have 6 per cent. interest on the advance you are to take care that in your assignments upon the said orders (which were drawn without interest) you mention the day on which the interest is to commence; and the Lord Treasurer will give order to the Exchequer to pay same [said interest] accordingly. Same to Mr. Blathwaite. I have read to my Lord Treasurer your memorial of the 9th inst. concerning the office of Receiver of her Majesty's Casual Revenue in the Leeward Islands. You are to inform my Lord who was the last officer and his salary, with an estimate of the yearly amount of the revenue in his charge. Out Letters (General) XX, p. 168.
Treasury reference to the Customs Commissioners of the petition of William Grunsell, a watchman in extraordinary [of the Customs, London port], praying to be made a watchman in fee loco one _ How, lately deceased. Reference Book IX, p. 58.
Same to Mr. How [Paymaster of Guards and Garrisons] of the petition of Col. Alexander shewing that his Regiment in the Leeward Islands has received no subsistence since 1710 for want of regular musters being returned [and has received] only money on account, which has been chiefly applied to the raising of recruits and subsisting the recruiting Officers; that the Regiment is now called home and the Officers and soldiers have contracted large debts in those parts for want of regular remittance of their said subsistence; therefore praying money towards discharge of said debts, "it being the law of those Islands that all debts be discharged before any person be suffered to leave the place." April 14. J. Taylour (in the absence of the Treasury Secretaries) to the Commissioners for making out the Lottery orders of the Lottery anno 1711 [the 1,500,000l. Lottery under the Act 9 Anne, c. 6] to report on the memorial of Samuel Edwin, Usher of the Receipt, praying to furnish the stationery for said Lottery, as he had done for former years. Are his rates as cheap as others' rates? Out Letters (General) XX, p. 168.
April 14. J. Taylour (in the absence of the Treasury Secretaries) to the Victualling Commissioners enclosing the memorial [missing] of James Brydges, Paymaster of the Forces Abroad, representing that the Garrison of Gibraltar hath hitherto been paid their full subsistence without any deduction for provisions or otherwise whatsoever. In regard that the Parliament has represented that the expense of provisions of that Garrison ought to be borne by said Troops and the Navy reimbursed the same by a deduction out of their [the Garrison's] pay, my Lord Treasurer desires from you an account of the charge of the provisions furnished to the said Garrison until this time and what Regiments are chargeable therewith. Same to Mr. Burchett to lay before the Admiralty Lords the enclosed petition [missing] of William Penn, Proprietory and Governor of Pennsylvania, complaining (amongst other things) of the behaviour of one Capt. Gourdon of her Majesty's ship Loestaff in seizing and carrying away by force some French ships and their cargo which were seized by and in [to] the hands of the Civil power there: all to the end Mr. Penn may have right done him. Warrant by Treasurer Oxford to the Excise Commissioners to enlarge William Sharret from Newgate gaol in regard of his mean circumstances.
Prefixing: report by said Commissioners. He was appointed collector of Excise for the Isle of Wight in 1703, but did not find sufficient security, and withdrew himself with 800l. 14s. 0½d. of her Majesty's money. He was arrested in May 1705 and has lain in Newgate ever since. He has no effects and is aged. His debt is now reduced to 673l. 4s. 11½d. by an extent against John Temple of St. Giles in the Fields, one of his sureties. The said Temple has absconded, but we have extended some houses and small parcels of land of about the yearly value of 68l. which he was seized of and also the office of Register of the Diocese of Salisbury which he had for two lives and Levaries have been issued for levying the profits thereof: but several persons having laid claim to the said office, houses and lands on pretence of prior titles or conveyances from said Temple, we have exhibited a bill against them in the Exchequer which now depends. Same by same to same to pay Sir Isaac Newton 364l. 15s. 0d. without account for the purposes as in his report as follows [to wit for printing Flamsteed's _Observations_].
Prefixing: report by Sir Isaac Newton dated St. Martin's Street 1711–12 on the order of reference of Jan. 15 last, supra, p. 115. I have examined and audited the accounts mentioned in the memorial about printing Mr. Flamsteed's _Observations_and there is due to Mr. Churchill, the bookseller, for paper and printing 98l. 11s. 0d. and to the graver du Guernier [Louis Guernier] 51l. 10s. 0d. for graving the Mausoleum and four other plates and to the graver Vertue 30l. for graving the frontispiece, and there is a plate still to be graved which will cost 7l. 10s. 0d., and the rolling off and some other graving work contracted for by Dr. Halley comes to 7l. 4s. 0d. All these sums amount to 194l. 15s. 0d. And I am humbly of opinion that for reducing the second volume of Mr. Flamsteed's _Observations_ into the same form and method with the first volume and correcting his Catalogue of the fixed Stars by the observations and computing the places of 500 stars more from the observations for completing the Catalogue and for correcting the press and supervising the whole work Dr. Halley may deserve the sum of 150l., the performance being hard labour for the space of a year. And Mr. Catinaro, the printer, may deserve 20l. for designing what was to be graved. Ibid., pp. 493–4.

Same to Mr. Brydges [Paymaster of the Forces Abroad]. Your letter to my Lord Treasurer in reply to Lord Dartmouth's letter relating to the King of Portugal's subsidy does not state that matter fully to my Lord. Please inform yourself what pretensions or demands there are upon the said subsidy or assignments out of it not yet satisfied and what will remain to clear the subsidy from the last date of payment. "Since the writing of this my Lord is informed that the Portugal Troops in Catalonia have been clothed and the charge thereof was agreed to be defrayed out of the King of Portugal's subsidy. You will please therefore to make a particular enquiry concerning that matter." Ibid.

William Lowndes to the Auditors of Imprests and Comptrollers of [Army] Accounts. Capt. Wade, Commander of her Majesty's ship Adventure, has attended my Lord Treasurer and given him to understand how grossly the publique have been abused in the accounts of the expense of the Expedition to Canada and as an instance thereof hath laid before my Lord the enclosed papers [missing] by which it appears that in an account of sloopage and lighterage for his own ship a balance of 94l., which was allowed due to be paid by auditors appointed to examine and pass the same, was by the [said] Captain's care and integrity afterwards reduced by the very same auditors to 26l. 2s. 10d. Now the expense of this Expedition being under your examination and you having in your report about the bills drawn for the same acquainted my Lord that you would be careful to inspect the accounts which attended the said bills and [to] make your observations thereon, my Lord desires that in such observations you take particular notice of the persons who examined or passed the accounts of the said expenses and certify your objections to rates or prices to the Office concerned, to the end they may be watchful on the articles objected against when the accounts containing them come to be passed. Treasury reference to the Customs Commissioners of the petition of William Clutterbuck shewing that he had a warrant for the place of Searcher of Bristol port which was lodged in the custody of the Receiver General [and Cashier of the Customs] and the same being mislaid he is refused his pay for want of producing it. Same to William Borrett of the petition of William Ogdon [Ogden] for remission of his fine of 20 marks set on him at the Assizes at Kingston for assault, for which he has lain in the Marshalsea above 13 weeks; he being very poor. Ibid.

Royal warrant dormant dated St. James's to Spencer Compton to pay an additional 190l. per an. to Dr. Ralph Battle, the Queen's Sub-Almoner: to be for the use of Lady Frances Keightley: as from 1711 Xmas, during pleasure: to be as additional to the 210l. per an. paid to said Battle for the said lady in the present Establishment of the Queen's annual pensions or bounties. My Lord Treasurer has desired the Secretary at War to consult you about a method of reducing the Troops on the Establishment for Spain and Portugal in such manner as that the charge of those Troops may not exceed the sums voted for them by Parliament. April 17. C[hristopher] Tilson (in the absence of the Treasury Secretaries) to Mr. Watkins. My Lord Treasurer has received from Monsieur Bonet, the Prussian Minister residing here [André Louis Frédéric Bonet de St. Germain, Resident from the King of Prussia], an account by which he demands 146,166 guilders 9 stivers [as] in arrear to the Prussian Corps in the Netherlands for account of forage. Please examine the account enclosed [missing] of the said demand with the Treaties on which they are founded and authentic vouchers and report a state thereof to my Lord with your observations thereon. April 18. Treasurer Oxford to Earl Rivers and the Principal Officers of the Ordnance. The case of the Regiments who suffered shipwreck in the river of Canada, which her Majesty has been fully acquainted with, being so very particular and deplorable, her Majesty is pleased that the said Regiments shall be supplied out of the stores with firelocks, halberts and hammer hatchets in lieu of those that were lost, without making a charge upon them for the same. It is represented to me that the said things (with many other accoutrements belonging to 26 Companies of the said Regiments, Grenadiers included) were entirely lost, viz. 13 Companies of Lieut. Gen. Seymour's Regiment, six Companies of Col. Windresse's, three Companies of Col. Clayton's and 4 2/3 Companies of Col. Kane's. I desire you to give orders for issuing particulars as above out of the stores to the Colonels of the said Regiments not exceeding what is sufficient to arm 26 Companies.
