Same [to the King's officers of the Customs]. In consequence of abuses committed by deputies of patent officers in the Customs entrusted with deputations for seizures all such patent officers in the ports of England and Wales are forthwith to revoke all such deputations (save deputies of officers in any port or creek) and in future to give no such deputations for seizure of any goods. The Customs Commissioners are to empower whom they shall think fit for such seizures. Similarly for all farmers of any of the petty branches of the Customs to revoke all their deputations for seizures, and for the Customs Commissioners to issue deputations for same in their place. Same to forbid ships coming from America unlading in Ireland. On complaint of several masters of ships who, contrary to their bond given in the Plantations often unlade in some part of Ireland under false and borrowed names to avoid the penalty of their bonds: it is ordered that all patent officers of the Customs in Ireland shall forthwith seize any ship arriving in any port of Ireland from any of the Plantations in America and detain same till further direction from us. Mar. 2 Treasury subscription of a docquet dated 1671–2, Jan., of a warrant requiring Sir Thomas Trevor to assign to Richard Sherwin. John Lawrence and Bartholomew Fillingham (as in trust for His Majesty) all his interest in all the lands, &c., granted to his father. Sir Thomas Trevor, and others by King James or Charles I., in trust for Charles I. when Prince of Wales: also to require said Trevor to assign to the Trustees for sale of Fee Farms all his interest in the several rents reserved upon any assignment made by the lessees in trust of the premises and now vested in him as executor to his said father. The Treasury Lords to the Customs Commissioners to deliver to Richard Nicholls a seizure of wine and herring out of the ship "John," of Leith, John Gillis master, in the Thames, "as if they had been imported in an English bottom." Warrants Early XLIII p. 222.
Same to same. All brandies and vinegar imported from Jersey and Guernsey and made of French wines, shall pay the duty. Mr. Hebden, Collector at Colchester, is to keep a horse and have 10l. a year allowed for it. The two tidesmen at Sunderland are to be made boatmen with an allowance of 5l. each. Ibid, p. 223.
Mar. 3 Royal warrant for a privy seal to allow to Lord Willoughby, Capt. General and Chief Governor of Barbados, on his account for the year ending 1668, April 30, the following items, viz. 302, 780lbs. of Muscovado sugars paid as salaries to the Customs officers [of Barbados]; 2,500lbs. of same paid to Capt. William Poole for a wherry bought of him for His Majesty's service; 216, 912lbs. of same paid to Sir Tobias Bridge and the regiment there under his command; and 616,067lbs. of same paid to Jeremy Eggington and William Bate for provisions and disbursements in the time of the late Lord Willoughby, as certified by John Gate, book-keeper to said Eggington, and by Robert Murry and John Walton, servants and book-keepers to said Bate: and to rectify a mistake of 12,000 gallons of molasses brought to accompt instead of 1,200 gallons as testified by Col. Lewis Morice, the planter who shipped the said 1,200 gallons, whereby the charge will be lessened by 32,400lbs. of Muscovado sugar: the Auditor not being able to pass said items as no receipts or musters to vouch them are forthcoming though they were according to the establishments. The Treasury Lords to the Customs Commissioners to employ William Butts, John Burges and William Holland, three of the landwaiters in Bristol port, as landcarriage men there; they keeping their deputations as landwaiters: there being a necessity of landcarriage men in said port and more than a sufficiency of landwaiters. The Treasury Lords to the Customs Commissioners to give direction in the several ports for all ships whatsoever to be freely permitted to trade to any part of France, notwithstanding the late order in Council for a general embargo: this liberty having been directed by His Majesty, "and accordingly His Royal Highness, the Lord High Admiral, will give orders to his several vice-admirals and other officers of the Admiralty not to interrupt the said trade." March 4 The Treasury Lords to Robert Hancock and all others concerned. The park of Gamlingay, co. Cambridge, is seized by the sheriff for the King for arrears of Customs farm rent due from Sir John Jacob, deceased, which debt is not yet satisfied. It appears by affidavit of the 2nd inst. of Sir John Jacob that said Hancock has entered upon said park and cut timber there and proceeds daily herein, and this before any amoveas manus has issued out of the Exchequer to remove the King from the possession of said park. Said Hancock and his agents are hereby to cease from same till the King's hand be by due course of law amoved. Warrants Early XLIII. p. 231.

Treasury warrant to the Commissioners for Wine Licences to continue to pay to Samuel Amy (their clerk of the bonds and licences) the 30l. and to Edward Thomas, doorkeeper, 10l. per an., granted to Michaelmas last as additional salary for extraordinary pains. Ibid.
Money warrant for 1,500l. to Sir William Godolphin, ambassador in Spain, for his equipage, and 910l. for three months' ordinary of 10l. a day. Ibid, p. 65.

Treasury warrant to the King's Remembrancer, &c., to forbear process till the end of Easter term next on any supers set by the Receivers General of the Aids and One month's and Eleven months' tax upon several high collectors and subcollectors; the Treasury Lords having written to the Commissioners [of Aids] for the several counties concerned requesting them to meet together and examine in whose hands said moneys remain and to use their endeavours for getting same in, either by collecting, levying, or reassessing same, as the case may be. March 5 Letter as above from the Treasury to the Commissioners of the Aids for the county and city of Chester concerning the supers set in the account of Nathaniel Booth, Receiver of Aids, &c., for said county. on the mayor and commonalty of the city of Chester for 628l. 0s. 9d. Request them to proceed as above in order to get said money in and to pay it to Thomas Hale, first secondary in the King's Remembrancer's office, for the acquittance and registering whereof there will be only a shilling charge, but if the whole sum be not so paid there will be a necessity of passing a particular account in the Exchequer: and if you fail hereof process will issue against you or against said mayor and commonalty, as the case shall require. Appending:—Copy of an order of the Exchequer Court, dated 1670, Nov. 29. The Court being informed this day by Mr. North, of Counsel with His Majesty, that several in supers are set in several accounts of the Receivers of the Aids, &c., upon High Collectors, amounting in the whole to above 9,000l., whereupon distringas have been awarded on which nichils have been returned this term, it is therefore ordered that distringas do issue against the Commissioners of Aids for the counties concerned.

Treasury warrant to same as Commissioners of the Retrospect of the late Wine Act to deliver up to the following persons, Vintners of London, their bonds for decayed wines on payment by them of moneys justly due for said wines: viz. William Clifton, Francis Jefferies, John Wilson, Richard Cloudsly. Thomas Cox, Geo. Twyne, John Cooper, Joseph Walbanck. John Worrell, William Dodds, Stephen Lock. Edward Batty. March 7 Same for allowing 2,971l. 12s. 0d. in account to Edward Smith. Robt. Carr and Abraham Wilkinson, sureties of the late Farmers of Hearth-money for Suffolk, for three years from 1666, Lady Day: the said duty having been farmed by Robert Carr and Thomas King and said Smith, Carr and Wilkinson became bound with said King for payment of the rent, but finding that King failed in the payment of his collection they ordered the sub-collectors not to pay any more moneys to him, but King afterwards obtained a letter from Sir Geo. Downing, then Secretary to the Treasury, to pay their collections to him, and thereupon said King is alleged to have received about 3,000l. although said King was absolutely discharged of his said farm by said farmers in June, 1667, and said letter was not obtained from Sir Geo. Downing until Aug. 30 following: whereupon said Smith has deposed on oath before the Barons of the Exchequer that he and his said partners have been thereby damnified 2,971l. 12s. 0d. Treasury warrant to Philip Packer, Paymaster of the Works. We find it necessary for the carrying on of the Works for this year that the 8,000l. due to the Works on the privy seal of 1668, Sept. 18, should be only issued upon your books dated from Jan. 1 last to Dec. 31 next. You are therefore to pay out of said sum only such accounts as shall be dated from Jan. 1 last, notwithstanding the orders of your office for paying in course and the usual way of passing your accounts according to the imprests of the Exchequer. The extract for Amounderness is not yet returned, but by those that are it appears that no quarter can come to so little as 750l., and we cannot suppose that the payment of the residue from the county can be so slack. March 30 The Treasury Lords to the Customs Commissioners. It is represented to us that there are many vessels at Newcastle and other ports outward bound, stopped by the embargo and other accidents, which [vessels] have paid the duty of their ladings. The said goods are to be permitted to be shipped out on any other ships as have freedom to go out, or the value of said duty is to be allowed on the shipping out of other goods. We approve your draft letter to the officers of the outports for securing the Customs of Prizes, with the addition that the Collectors keep separate accounts of the Customs of Prize goods. "Considering the present state of affaires wee doe think it very fit for the encouragement and security of the English merchants that they have liberty to take cocquetts in the name of strangers and accordingly wee desire you to permit the same."
We cannot allow the Collectors in the outports to return their moneys in bills at two months. You are to keep the parcel of silks seized till Custom be paid.

The Treasury Lords to the principal officers and Commissioners of the Navy. By our letter of the 17th Feb. last we did not intend to restrain you from applying the moneys for this year's action to such uses as should be necessary for the service besides wages to seamen, the yards and victualler, as by yours of the 9th inst. you imply. The chief end of our said letter was to inform you of His Majesty's commands that none of this year's money should be paid upon naval bills dated or relating to service done before Dec. 18 last. According to that rule we do not find that any of the particulars contained in yours of the 9th are of that nature, but many of them are matters that are within the charge of the present year and others which do not wholly require present supplies of money. So that, admitting all those services to be provided for as occasion shall require, we are of opinion that of the money which is to be supplied to the Navy for this year considerable sums will remain at the end of the year for replenishing the stores and repairing the Navy for next year. March 30 Report to the King from the Treasury Lords concerning the manors of Petersham and Ham, co. Surrey. The quit rents of the copyhold tenants amount to 9l. 8s. 7d. per an.: the fines whereof are arbitrable and with other casual profits are valued in the Parliamentary survey at 65l. per an.: but the Surveyor General of Crown Lands takes this to be much more than ever they did or are like to produce. The steward's fee is 3l. 13s. 4d. per an. Part of the demesne has been granted to Sir Lyonell Talmach and his heirs in fee at 25s. 0½d. and the residue to Sir Robert Murray for 61 years from 1666 at 16l. 9s. 0d. per an. The said manors were in the time of King James demised to Sir Thomas Gorges, William Murray (afterwards Earl of Dysart) and John Latch by three leases successively at the rent of 16l. 9s. 0d., the last of which leases expired in 1666. According to the present state of the manor and demesnes the rents now payable to the King are 27l. 2s. 7½d., being 10l. 13s. 7½d. more than was reserved by the aforesaid leases. The Earl of Lauderdale, a person of great merit and place about your Majesty, has married one of the heirs of the said Earl of Dysart (to whom the interest of the rest is come) and has pretensions to a grant of said manors in fee farm under the aforesaid rents of 16l. 9s. 0d. per an. upon the following grounds, viz., that in 1641 her father petitioned the late King, showing that His Majesty had enclosed within his new park near Richmond the greatest part of the commons, lands and woods of said manor, then in lease to said petitioner, whereby they were much impaired in value, and that the Queen and her Trustees had surrendered same as part of her jointure for other lands in recompense thereof. Thereupon the King, by Sir Henry Vane, one of his principal secretaries, ordered the Treasury Lords to compound with petitioner and grant him a new lease. Since the Restoration the co-heirs of said petitioner have petitioned for the grant intended to their father, further showing that the exchange in the Queen's jointure was at their father's charge, and that further, he lost the tithes of the lands, woods and commons taken in by the abovesaid enclosure. By report of May, 1662, the Surveyor General of Crown Lands certified that said surrender was procured and passed at said Murray's own charge and that he was a principal assistant in making said park and a great sufferer thereby, being then lessee of said manors and owner of the rectory impropriate of Kingston, both which were impaired thereby, and for which he never received any satisfaction, as others in like condition did, "and doth remember that the said Murry was willing his said late Majesty should enclose within the said park some of the gleab land of the said rectory and some of the coppice woods, parcel of the said manors, and within the said lease, and about 745 acres, parcel of the commons or waste ground of the said manor and divers other parcels of land tythable to the said rectory, which could not legally have been done without his consent and assistance therein: and thinks that His Majesty did give a stipend of 12l. per an. to the vicar of Kingston in recompense of the abatement of his tithes by enclosing of lands of that parish within the said park." Warrant under the royal sign manual to the Attorney or Solicitor General to prepare a bill for the great seal for a grant of the annuity of 600l. per an. to William Earl of Kinnoul and his heirs for five years from Sept. 29 last, and at the expiry of said term for 1,000l. per an. to him and his heirs for ever, to be paid out of the 4½ per cent. duty in the Barbados and Leeward Islands or out of the Exchequer, if said 4½ per cent. duty prove insufficient: the said Earl first executing a surrender of the letters patent entitling him to, or under which he claims, the propriety of Barbados and the Caribbee Islands or any of them, and of all other his claims and pretences whatsoever thereunto: the said Earl having agreed to surrender his letters patent, and thereupon an order of Council having been made, dated 1663, June 13, for 500l. a year to him for the seven ensuing years and at the end of said term 1,000l. per an. for ever; notwithstanding which no part of the said payments have hitherto been made good to him by reason of the great debts which have been contracted for our service in the West Indies upon the said revenue of 4½ per cent., and the necessary disposition of same to public uses: we not thinking fit in the present state of our revenue to direct payment of any part of said arrears direct as above, intending "to give some further directions not only for the paying (in some convenient time) the arrears of the said yearly sum of 500l. for seven years, but also for satisfaction of what hath since grown due to him of the 1,000l. per an., as also of the 400l. per an., part of the said 1,000l. per an. which shall be detained from him for the [above] said five years." March — Warrant under the Royal sign manual to the Governor of Barbados. By letters patent of 1670, Sep. 9, the duty of 4½ per cent. of all the dead commodities of the growth and product of said island was demised to Robert Spencer, Sir Charles Wheeler, John Strode and George Marsh [as farmers thereof]. Notice hereof has been given, nevertheless the officers, civil and military, of said island have shown so great neglect in aiding said farmers that many have been encouraged to defraud them, so that sundry commodities have been shipped from said island without cocquets given or entries made, and several ships have been allowed to depart without clearing, and when complaint has been made hereof no redress has been given. For redress hereof you are strictly commanded to assist said Farmers and to enquire into such abuses, and henceforth no sugars are to be permitted to be water borne till they be first brought to a Custom House where the King's beams and weights are, unless they take a licence from said Farmers to carry same by water before entry made. All ships coming to said island before they are allowed to trade are to give bond to make due entry in a Custom House there of their lading from said island. and no ship is to have her despatch till she be cleared and the Customs paid. Further the said Farmers are to be forthwith made Justices and Justices of the Peace in said island and you are to proceed with caution in all complaints against the Farmers' servants and, in all cases not prejudicial to the persons concerned, to transmit the matter and complaint fully examined into England to the Treasury Lords to be examined and determined; for said Farmers have given bond to answer in England any miscarriages of their officers.
