Wagstaffe's Estate.

L. 1a. AN Act for the Sale of certain Lands, Tenements, and Hereditaments, in the County of Warwicke, late Parcel of the Possessions of Timothy Wagstaffe Esquire, deceased, for and towards the Payment of his Debts, and raising Portions for his younger Children.

After long Debate, upon Questions of committing and ingrossing, rejected.

Petition against Sir W. Slingesby.

A Petition against Sir Wm. Slingesby, about a Jesuit, apprehended, and brought before him as a Justice of Peace, read. Respited, till Sir Wm. Slingesby return, being newly gone out; and the Serjeant now sent out to seek him in the Hall; and not being found there, the Serjeant sent for him to his House.

Papists.

Mr. Pymme reporteth from the Committee for Religion, that one Dormer, a Popish-Schoolmaster, abused Day, sent for him by Letters missive, at the House of Sir Jo. Tasboroughe. -

That Day forbeareth now to teach privately, and hath now given in his Licence for teaching, which he hath hitherto kept on foot. -

That Day, being Deputy to the Serjeant, was stricken by a Woman. The Committee thought fit, this be referred to some Justices of Peace, to examine it, and to bind her to her good Behaviour, if Cause. Thought fit to discharge Dormer. -

Reporteth one Mr. Cleydon, another Popish Schoolmaster, teaching at Southold in Suffolke; who hath Scholars, that come not to Church, but are Children of Popish Recusants; but himself cometh to Church, and hath divers other Scholars, Children of good Protestants.

Upon Question, Dormer discharged of any further Attendance.

The Examination of the Woman referred to Sir Ro. North, and Sir Jo. Rows; and they to bind her to the good Behaviour, if they find Cause.

For Cleydon; upon Question, to be sent for, to appear before the Committee for Religion.

Sheriff of Leicester.

A Petition from Sir H. Hastings, against Sir Thomas Hartopp, Knight, High Sheriff of the County of Leycester, read.

Upon Question, Sir Thomas Hartopp to be sent for by the Serjeant.

Arms.

L. 2a. An Act for making the Arms of this Kingdom more serviceable in time to come: - Committed to Sir Symon Weston, Captain Price, Sir G. Gerrard, Lord Percy, Sir Francis Barrington, Sir Edw. Hales, Lord Lambert, Sir Jo. Stradling, Mr. Cooke: And all, that will come, to have Voice: - Thursday next, Afternoon, in the Exchequer Chamber.

Petition against Sir W. Slingesby.

The Petition against Sir Wm. Slingesby (he being returned to the House) -

Sir Wm. stood up and acknowledged the Bringing of this Man unto him. - That he confessed he was a Jesuit ; but, that he had a Warrant. And the House resolved to hear no further of it, but the House satisfied with Sir Wm. Slingesby his Proceedings.

The grand Committee, concerning Mr. Cooke, to sit up on Wednesday next, at Nine of the Clock in the Morning.

Cloth Trade.

L. 3a. An Act for the better Venting of dyed, dressed. and mingled coloured Cloths, Kerseys, new Draperies, and other Manufactures made of Wool, into Parts beyond the Seas. -

Mr. Haynes tendereth a Proviso, ingrossed in Parchment, for the City of Exeter.

Mr. Bankes having, upon the second Reading of this Proviso, spoken to it, and the Proviso being thirdly read, he offered to stand up again, and speak; and was by divers interrupted, because he had spoken before: But Resolved by the House, That, upon a new Reading, he may speak again.

The Proviso being thrice read, after long Debate, the Proviso passed, and ordered to be annexed.

The Bill being amended in some Words, at the Table, the Bill passed.

Raleighe's Restitution.

L. 3a. AN Act for the Restitution in Blood of Carew Raleighe, Son of Sir Walter Raleighe Knight, late attainted of High Treason: - Upon Question, passed.

Clergymen not to be Justices.

L. 3a. An Act, that certain Clergymen shall not be Justices of the Peace.

After Debate, some Words added at the Board; and, upon Question passed.

Evils,Causes, and Remedies.

Mr. Wandesford reporteth from the Committee for Evils, Causes and Remedies. - The Evils reduced to Two Heads, viz. ......

The Causes, agreed upon, Ten :

1. The Increase of Papists, and Countenancing of them,

2. The not sufficiently Guarding ......

The Sub-committee brought in the Cause of the first Five Causes, with Reservation of Addition of other; Causes, or Proofs, as they should find them. -

For the 1st, the Countenancing of Papists; whatsoever the Opinion of the

Sub-committee, the grand Committee (by reason many were not satisfied) resolved, for the present, to decline the Question about this. -

For the 2d, the not Guarding of the Narrow Seas, and Coasts; this fixed by the Committee upon the Lord Admiral. -

So for the 3d, for Plurality of Offices; he being Lord Admiral, Lord Warden of the Five Ports, and Master of the Horse; which formerly several Rewards to several Men, of special Merit; and the Admiralty, and Wardenship of the Five Ports, not compatible. -

For the 4th likewise; a particular Instance of the Lord Roberts, buying his Honour for 10,000 l. The Money paid to the Lord Admiral's Servant: Affixed to that Head of Selling of Honour.

For the 5th, likewise fixed upon the Duke.

Evils; -

1. Upon Question, the Diminution of the Kingdom, in Strength and Honour, a general Evil, which we suffer under.

2. Upon Question, the Stoppage of Trade, at home and abroad, is another general Evil, which we suffer under, Causes: -

1. Upon Question, the Increase of Papists, and Countenancing of them, a Cause of the Evils, under which we suffer.

2. Upon Question, the not sufficiently Guarding of the Narrow Seas, sithence the Dissolution of the Treaties with Spayne, a Cause.

3. Upon Question, the Plurality of Offices in One Man's Hand, another Cause.

4. Upon Question, Sales of Honour in general, another Cause,

5. Upon Question, the Conferring of Honours upon such, for Maintenance of whom the King's Revenue exhausted, a Cause.

6. Upon Question, the Intercepting, and unnecessary Exhausting, and Misemploying, of the King's Revenue, a Cause.

7. Upon Question, the Putting to Sale of Officers, and Places of Judicature, a Cause.

8. Upon Question, the Delivery of our Ships to the French, which were employed against Rochell, a Cause.

9. Upon Question, the Impositions upon Commodities, native and foreign, without Assent in Parliament, a Cause.

10. Upon Question, the Question, concerning the Mis-employment of the Three Subsidies, and Three Fifteens, or the not Employing of it to the Four Ends mentioned in the [Act,] to be respited for further Consideration.

Upon Question, Wednesday Morning next, at Nine of the Clock, to consider of those Things reported from the Committee, which touch upon the Lord Admiral.

Upon Question, the Lord Admiral to have Notice given him of it.
