Thursday, June 3. Present:—Mr. Jenyns, Lord Greville, Mr. Gascoyne, Lord Garlies.

The Earl of Dartmouth, one of His Majesty's principal Secretaries of State, attends.

Newfoundland.

The draught of a report to the Lords of the Committee of Council upon the petition for a grant of mines in Newfoundland and Labrador having been prepared pursuant to order, was approved, transcribed and signed.

fo. 112.

New Hampshire.

Read a petition of Peter Livius, Esquire, praying for a copy of the report of the Board to His Majesty upon the complaint exhibited by him against the Governor of New Hampshire.

Ordered, that the Secretary do acquaint Mr. Livius that their Lordships will consider his request.

St. John's.

Read a letter from the Governor of the Island of St. John, dated November 27th, 1772, containing observations upon the memorial of the Lord Advocate of Scotland, praying for a grant of three small islands adjoining to the lots of land occupied by his Lordship.

fo. 113.

The Lord Advocate attends, and it was ordered, that the draught of a representation to His Majesty should be prepared, recommending that His Majesty's Orders may be sent to the Governor of St. John's to grant the said islands to his Lordship, reserving a quit rent of four shillings the hundred acres.

Plantations General.

The draught of a representation to His Majesty with the draught of an additional instruction to His Majesty's Governors in America, respecting the future disposal of His Majesty's lands in America, having been prepared pursuant to order, was approved, transcribed and signed.

New York.

Their Lordships took into consideration the several orders of reference of papers relative to the Canadian claims to lands on Lake Champlain, and made some progress therein.

East Florida.

Their Lordships also made some further progress in the consideration of Mr. Gordon's claim to lands in East Florida.

South Carolina, Nova Scotia.

The Earl of Dartmouth notified to the Board His Majesty's appointment of Lord William Campbell to be Governor of South Carolina, in the room of Lord Charles Greville Montagu, and of Francis Legge, Esquire, to be Governor of Nova Scotia, in the room of Lord William Campbell, and signified His Majesty's commands, that this Board do prepare and lay before His Majesty in Council draughts of Commissions and instructions for the said Governors.

Ordered, that the draughts of Commissions and of instructions be accordingly prepared.

Tuesday, June 8. Present:— Mr. Jenyns, Mr. Gascoyne, Lord Greville.

New York.

Their Lordships took into consideration the reference of Colonel Bradstreet's petition, praying a confirmation by grant from the Crown of a tract of land in New York purchased by him of the Indians, which reference is mentioned in the minutes of the 23rd of March last.

New York.

Ordered, that the draught of a report to the Lords of the Committee of Council for Plantation affairs be prepared on the subject matter of the said reference.

East Florida.

fo. 116.

Their Lordships made a further progress in the consideration of Mr. Gordon's claim to lands in East Florida, and it was ordered, that the draught of a report to the Lords of the Committee of Council thereupon should be prepared.

New York.

Their Lordships took into consideration the several orders of reference respecting the claims of Monsieur Lotbinière and others to land on Lake Champlain, together with the motion made by the agent for New York to be heard by his Counsel against the confirmation of any titles to lands in New York derived from grants made by the Governor of Canada, and it was ordered, that the Secretary do write to the agent, desiring him to signify in whose behalf and upon what question he wishes to be heard.

Thursday, June 10. Present:—Mr. Jenyns, Mr. Gascoyne, Lord Robert Spencer, Lord Greville.

The Earl of Dartmouth, one of His Majesty's principal Secretaries of State, attends.

South Carolina, Nova Scotia.

Their Lordships read and approved draughts of Commissions for the Governors of South Carolina and Nova Scotia prepared pursuant to order, and representations to His Majesty with the said draughts were signed.

Leeward Islands, St. Christopher's.

Read a letter to the Secretary from John Estridge, Esquire, one of the Council of St. Christopher's now in England, signifying, that his health will not permit him to return to that Island, and submitting to their Lordships to recommend to His Majesty to appoint such person to be of the Council in his room as they shall think fit.

Antigua.

Read a letter to the Secretary from Edward Otto Bayer, Esquire, one of the Council of Antigua now resident here, stating the circumstances of a suit in Chancery in which he is involved, but signifying his intention of returning to that Island in a few months.

Nevis, St. Christopher's.

The Secretary at the same time acquainted their Lordships, that Messrs. Vanderpoole and Ottley, two of the Members of His Majesty's Council in the Leeward Islands, who were supposed to have been resident in England, were found upon enquiry to have returned to those Islands some time since.

Dominica.

Their Lordships considered several applications of persons interested in leases of lands in the Island of Dominica, for their Lordships' approbation and allowance of assignments of the said leases to British subjects, and it was ordered, that the Secretary should certify their Lordships' approbation of such assignments, vizt.:
Assignment by Marie Angelique Gayard Rullier of a lease of twenty two acres of cleared land in the Island of Dominica to any British subject.
Assignment by Michael Superville of a lease of thirteen acres of cleared land in the Island of Dominica to Alexander McAllister and William Millar.
Assignment by Guillaume La Roche and Jean Baptist La Roche of a lease of twenty acres of cleared land and twelve acres of woodland in the Island of Dominica to Pierre Payard and Jean Baptist Payard.

Monday, June 14. Present:—Mr. Jenyns, Mr. Gascoyne, Lord Robert Spencer.

East Florida.

The Earl of Dartmouth signified to the Board His Majesty's appointment of Patrick Tonyn, Esquire, to be Governor of East Florida, in the room of James Grant, Esquire, and signified His Majesty's pleasure, that this Board do prepare and lay before His Majesty in Council the draught of a Commission for the said Governor, and also draughts of the usual instructions.

The draught of a Commission, appointing Patrick Tonyn, Esquire, to be Governor of East Florida, having been accordingly prepared, was approved, and a representation to His Majesty thereupon was signed.

St. John's.

The draught of a report to the Lords of the Committee of Council upon Mr. Gordon's case, relative to his claim to lands in East Florida, having been prepared pursuant to order, was approved, transcribed and signed; as was also a representation to His Majesty upon the application of the Lord Advocate of Scotland for a grant of three small islands adjacent to the Island of St. John.

Massachusetts.

Read an Order of the King in Council, dated May 19th, 1773, referring to the Board, for their consideration and report, an Act passed in Massachusets Bay in February, 1773, to regulate the sale of goods at public vendue, etc.

Ordered, that the abovementioned Act be referred to Mr. Jackson for his opinion thereupon in point of law.

New York.

Read a memorial of Joseph Hickey to the Board, praying that he may be heard by Counsel in support of an Act passed in New York in 1772, for dividing and setting apart such land in the Patent of Wawayanda, etc., if it shall be judged necessary.

Trade, Naples.

Read a letter from Isaac Jamineau, Esquire, Consul General, and the British Factory at Naples, dated March 30th, 1773, relative to the Tribunal of Commerce being empowered to act in all affairs of foreigners in the same manner as a Judge Delegate would do.

Grenada.

fo. 123.

Read a letter from John Greg, Esquire, Secretary to the Commissioners for the sale of lands in the Ceded Islands, to the Board, dated March 1st, 1773, relative to great number of forfeitures occasioned by many purchasers not paying the 20 per cent deposit, whereby the sale became void.

Bermuda.

Read a letter from George James Bruere, Esquire, Governor of the Bermuda Islands, to the Board, dated December 6th, 1772, in answer to one from their Lordships respecting a clause proposed to be inserted in all future draughts of Commissions to Governors, with regard to the custody of idiots and lunaticks.

St. John's.

Read a memorial of Lieutenant Governor Desbrisay to the Board, stating his services, and praying to be recommended to the King for such a salary, as Lieutenant Governor of St. John's, out of the surplus of the quitrents of the said Island, as His Majesty shall think fit, to support the growing exigencies of a numerous family.

Their Lordships, upon consideration of the abovementioned memorial, did not think fit to comply with what the memorialist requests.

New Hampshire.

Their Lordships took into further consideration Mr. Livius's memorial, praying for a copy of the Board's representation to His Majesty upon the complaint exhibited by him against Governor Wentworth, and it was ordered, that the Secretary should acquaint Mr. Livius, that their Lordships do not think fit to comply therewith.

Proprieties, Pennsylvania.

The Secretary laid before the Board a certificate from the Office of Remembrancer of His Majesty's Exchequer, that security had been given in the said Office for John Penn's due execution of his office of Deputy Governor of Pennsylvania, pursuant to a warrant of the Lords of the Treasury in that behalf; whereupon their Lordships read and considered a draught of instructions for the said Deputy Governor, prepared pursuant to order, and the said draught having been approved, a representation to His Majesty thereupon was signed.

Monday, June 28. Present:—Mr. Gascoyne, Lord Robert Spencer.

New York.

Read a letter to the Secretary from Mr. Burke, agent for the Province of New York, in answer to one wrote to him by the Board's order on the 8th instant, desiring to be informed on what he wishes to be heard in respect of the claims, under Canadian grants, to lands on Lake Champlain.

Ordered, that Mr. Burke be desired to attend the Board on Thursday next, and that notice be given to Mr. Jackson to attend at the same time.

fo. 127.

Jamaica.

The Secretary laid before the Board draughts of General instructions and of those relating to the laws of trade prepared, pursuant to order, for Sir Basil Keith, Governor of Jamaica, and the said draughts having been approved, it was ordered, that the draught of a representation to His Majesty thereupon should be prepared.

Virginia.

The Secretary laid before the Board the Journals of the House of Burgesses of Virginia in their late session of Assembly, respecting the appointment of a Committee of Enquiry into the Acts and Proceedings of the Parliament and ministry of Great Britain touching the Colonies, and also of correspondence with the other Colonies thereupon; and the resolution of the said House of Burgesses being taken into consideration, it was ordered, that the draught of a representation to His Majesty thereupon should be prepared.

New Hampshire.

The Secretary also laid before the Board the Journals of the Assembly of New Hampshire, containing a vote for the payment of a sum of money to the Governor for extraordinary services, and it was ordered, that the draught of a representation to His Majesty thereupon should be prepared.

Their Lordships read and considered fifteen Acts passed in the Province of New Hampshire in January and June, 1772, together with Mr. Jackson's report thereupon.

Massachusetts.

Their Lordships also read and considered twenty six Acts passed in the Province of Massachusets Bay in July, 1772, together with Mr. Jackson's report thereupon.

fo. 129.

New York.

Their Lordships also read and considered several Acts passed in the Province of New York in 1772, together with Mr. Jackson's report thereupon, and it was ordered, that the draught of a representation to His Majesty should be prepared, proposing that two of the said Acts may be disallowed, vizt.:
An Act more effectually to prevent private Lotteries.
An Act to prevent infections distempers in the Counties therein mentioned.

Bahamas.

Their Lordships also read and considered several Laws passed in the Bahama Islands in December, 1770, together with Mr. Jackson's report thereupon, and it was ordered, that the draught of a representation to His Majesty should be prepared, proposing that one of the said Acts may be disallowed, vizt.:

An Act for regulating the proceedings on attachments issuing out of the Courts of Judicature within these Islands.

Ordered, that the draught of a letter to the Governor of the Bahama Islands, containing observations and directions upon two other of the said Laws be prepared.
