Tuesday, October 25. Present:—Mr. Gascoyne, Mr. Keene, Lord Robert Spencer, Mr. Greville.

The Earl of Dartmouth, one of his Majesty's principal Secretaries of State, attends.

Plantations General.

The Secretary laid before the Board duplicates of several letters and papers received by the Earl of Dartmouth from the Governors of his Majesty's colonies in America; also Laws and Journals of the Councils and Assemblies of several of the colonies, and other publick papers, received since the last meeting of the Board.

Ordered, that the said letters and papers be placed in the books of the several classes to which they belong, in order to be referred to as occasion may require.

Their lordships took into consideration the state of his Majesty's Councils in several of the plantations, and representations to his Majesty were signed, recommending several persons to be appointed of the said Councils, vizt.
Barbados.
John Best, Esquire, to be of the Council of Barbados, in the room of Edward Jordan, Esquire, who has resigned.
Nova Scotia.
John Creighton, Esquire, to be appointed of the Council of Nova Scotia, in the room of Joseph Guerish, Esquire, deceased.
New Hampshire.
Ruhannah Cutter, Esquire, to be of the Council of New Hampshire, in the room of Daniel Peirce, Esquire, deceased.
New York.
James Jauncey, Esquire, to be of the Council of New York, in the room of Sir William Johnson, Baronet, deceased.
South Carolina.
William Gregory, Esquire, to be of the Council of South Carolina.
Montserrat.

The Reverend Henry Robert Duckworth to be of the Council of Montserrat.

Grenada.

The Earl of Dartmouth laid before the Board an extract of a letter to his Lordship from the Governor of Grenada, desiring instructions upon a difficulty which had occurred respecting the admission into the Council there of Frederick Corsar, Esquire, who, though named in the King's instructions to the said Governor, had remained absent from the island more than two years without the King's leave, and his Lordship signified his Majesty's command, that the Board should take the case into their consideration, and represent their opinion upon it.

Their lordships, upon consideration of the said letter, were of opinion, that Mr. Corsar should be admitted into the Council in the rank in which he stood in the King's instructions, and Lord Dartmouth was requested to submit their humble opinion to his Majesty.

Their lordships read and considered two Laws passed in the islands of Grenada, the one in May, 1772, for establishing Courts, the other in June, 1774, for altering and explaining the first mentioned Act, together with Mr. Jackson's report thereupon, and the extract of a letter to Lord Dartmouth from Governor Leyborne relative thereto.

Ordered, that the said Acts be laid before the Board on Monday next, and that the agent for the Island have notice to attend.

Massachusetts.

Their lordships then read and considered twenty Acts passed in the province of Massachusets Bay in February and March, 1774, together with Mr. Jackson's report thereupon, and it was ordered, that the draught of a report to the Lords of the Committee of Council upon the said Laws should be prepared.

Monday, October 31. Present:—Mr. Gascoyne, Mr. Keene, Lord Robert Spencer, Mr. Greville.

Grenada.

Their lordships took into further consideration the Grenada Laws, mentioned in the minutes of Tuesday last, and the agent attending and desiring to be heard by his Counsel in support of the said Laws, it was agreed that he should be heard by his Counsel on Saturday next; and the Secretary was ordered to give notice thereof to the merchants of London interested in and trading to the island of Grenada.

Georgia.

Their Lordships read and considered sixteen Laws passed in the colony of Georgia in September, 1773, together with Mr. Jackson's report thereupon, and it was ordered, that the draught of a representation to his Majesty should be prepared upon three of the said Laws, the titles of which are as follows, vizt.
An Act for the settling and ascertaining the fees to be taken by the several publick officers and persons hereinafter named.
An Act to enforce the payment of the arrears of taxes due in this province from persons holding or claiming to hold lands by virtue of and under grants signed by the Governor of South Carolina in the year of our Lord 1763.
An Act to oblige masters of vessels and other transient persons importing negroes and other slaves, goods, wares and merchandizes, to pay tax for the same, and to compel the persons directed to receive the same to give security for the due performance of their office, and for monies that may be received by them by virtue of any Act of this province.
