Countess of Huntingdon's Privilege:-- Brown and Walker, who arrested her, to be heard by Counsel.

The Earl of Berks reported from the Committee of Privileges, "That their Lordships of the Committee have met Twice upon the Business referred to them by this House, in the Case of the Violation of the Privilege of the Peerage of this Kingdom, in the Arrest lately committed on the Person of the Countess Dowager of Huntington; and whilst they were considering of Precedents, being informed that Mr. John Browne and Mr. William Walker were then attending their Lordships at the Door, in Custody, that they might be heard by Counsel, the Lords of the Committee have thought sit to know the Pleasure of the House, whether, or no, Counsel shall be admitted in this Case."

The House, upon Consideration hereof, ordered to hear the Counsel of the said Mr. Browne and Mr. Walker, at this Bar, To-morrow Morning.

Bill for more effectual Conviction of Popish Recusants.

The House was adjourned into a Committee, to proceed in the further Consideration of the Bill for the more effectual Conviction and Prosecution of Popish Recusants.

But can go no further at this Time, in regard they have given Directions to the Lord Chief Justice of the Common Pleas to word a Clause, and to bring it to the Committee at their next Meeting: Therefore the Committee desires the House to appoint when they shall meet again, to proceed in that Bill.

And the House appointed To-morrow Morning for that Purpose.

Order to prevent Stoppages in the Streets leading to the Parliament House.

Whereas Complaint is made unto this House, "That there is such Interruption by Hackney Coaches, Carts, and Drays, in Kingstrecte, and the Passage through The New Pallace Yard in Westminster, that the Lords and others are frequently hundered from coming to Parliament (to the Disservice of the King and Kingdom and Inconvenience of the Members of Parliament passing to and from the Houses of Parliament):"

It is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Lord Steward of His Majesty's Household, as he is High Steward of the City of Westminster, or his Deputy, together with the Justices of Peace of the said City, shall, by their Care and Directions to the Constables within the said Limits, take special Order, That no empty Hackney Coach be suffered to make any Stay between Whitehall and the Passage to The Old Pallace Yard in Westminster aforesaid, from Nine of the Clock in the Forenoon, till Two in the Afternoon of the same Day, during the Sitting of this Parliament; and that no Carriages by Carts or Drays be permitted to pass through the said Streets and Passages, between the Hours aforesaid, during the Sitting of this Parliament: And herein a special Care is to be taken by the said Justices and Constables, as the contrary will be answered to this House.

Browne and Walker, who arrested the Count, of Huntingdon, to be heard by Counsel.

Upon Report made by the Earl of Berks, from the Lords Committees appointed to consider of the Privileges of the Peers of this Kingdom, "That Mr. John Browne and Mr. William Walker, being in the Custody of the Gentleman Usher of the Black Rod, for causing the Countess Dowager of Huntington to be arrested and imprisoned contrary to the Privilege of the Peerage, prayed that they might be heard before their Lordships at the Committee by their Counsel; upon which the Committee desired the Directions of this House, whether Counsel shall be admitted in this Case:"

It is thereupon ORDERED, That the said John Browne and William Walker shall be heard, by their Counsel, at the Bar of this House, To-morrow, being the 24th of this Instant March, at Ten of the Clock in the Forenoon.
