1. An Act for the Explanation of a Branch of a Statute, made in the Third Year of the Reign of our late Sovereign Lord King James, intituled, An Act for the better discovering and repressing of Popish Recusants.

2. An Act for the Maintenance and Increase of Shipping and Navigation, and for the freer Liberty of Fishing and Fishing Voyages to be made and performed, in and upon the Seas, Sea-coasts, and Places, in Newfoundland, Virginia, New-England, and other the Seas, Seacoasts, and Parts of America.

3. An Act for the Establishing and Confirmation of the Foundation of the Hospital of King James, founded in Charter-house, in the County of Midd. at the humble Petition, and only Costs and Charges, of Thomas Sutton, Esquire, and of the Possessions thereof.

4. An Act for the Sale of the Manor of Barrington, and other Lands, in Barrington and elsewhere, within the County of Somersett, being the Inheritance of Arthure Farewell, an Infant, and in Ward to His Majesty.

Committee for the Safety and Defence of the Kingdom.

The House being moved, That the Committees appointed for the Defence and Safety of the Kingdom might meet to consider thereof; the Lord Keeper signified, That his Majesty takes special Notice of this Committee, with great Approbation thereof; and hath commanded him to give their Lordships all, very hearty Thanks for their Zeal herein to His Honour, and the Safeguard of the Realm; and doth desire them to proceed with all Alacrity and Speed.

Report from the Committee.

The Lords, being returned from this Committee, reported to the House, That the Master of the Ordnance had related unto them the great Want of Powder in the Land, which their Lordships think fit to be provided.

And also, That the said Committee think it fit that these Particulars be offered to the Consideration of the House of Commons: videlicet,

1. That one Fleet be presently set out against the King of Spaine, to annoy him, and to prevent the Invasion of this Kingdom.

2. That another Fleet be set out, to defend our own Coasts, and the Merchants from Pirates.

3. The maintaining of the Armies under the King of Denmarke and Count Mansfeild.

And also to relate unto the Commons the present Estate of this Kingdom, and the Confederates thereof.

Hereupon the House Resolved, That they would conclude nothing herein of themselves, but at a Conference advise thereof with the House of Commons.

Message to the H. C. for a Conference touching the Safety of the Kingdom.

Whereupon a Message was sent to the Commons, for a present Meeting, in the Painted Chamber, about Matters of great Importance, with a Committee of Forty of their Lordships, and a proportionable Number of theirs.

The Messengers were,

Answered: That the Commons have taken this into their Consideration, and will return Answer by Messengers of their own.

Answer.

Afterwards the Commons returned this Answer, by Sir Robert Nanton and others: videlicet, That the House of Commons will attend this Meeting, either this Afternoon, or To-morrow Morning.

Answered: The Lords desire this Meeting to be at Three of the Clock in the Afternoon, in the Painted Chamber; and, for that there may be Occasion for the Committees of each to resort to their House, therefore the Lords will fit this Afternoon, and desire the House of Commons to fit also.

And shortly after the said Messengers returned, That the House of Commons will fit this Afternoon, and meet their Lordships with their Committee, as is desired.

Managers for the Conference.

Agreed, That, at this Meeting, the Lord Archbishop of Cant. the Lord Duke of Buck. the Lord Chamberlain, and the Earl of Carlile, shall make the Relation (agreed on) unto the Commons.

The Lords Committees for Defence of the Kingdom, etc. being returned from the Meeting with the Commons, reported, That they had related unto the Commons the Cause of this their Meeting, in such Manner as was here agreed on this Morning.

And they promised to make Report thereof unto their House.
