The Earl of Shaftesbury reported from the Lords Committees, to whom the Bill, intituled, "An Act for more effectually repairing the Road leading from Boroughbridge, in the County of York, to the City of Durham; and for making and maintaining certain Deviations therein," was committed; "That they had considered the said Bill, and examined the Allegations thereof, which were found to be true; and that the Committee had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Macqueen to enter into a Recogce on Hill's & Sinclair's Appeal.

The House being moved, "That John Macqueen of Little George Street, Westminster, Gentleman, may be permitted to enter into a Recognizance for James Hill and Alexander Sinclair, and others, on account of their Appeal depending in this House:"

The same was agreed to; and Ordered accordingly.

Caversham Inclosure Bill.

A Message was brought from the House of Commons, by Mr. Harcourt and others;

With a Bill, intituled, "An Act for inclosing Lands in the Parish of Caversham, in the County of Oxford;" to which they desire the Concurrence of this House.

Mansfield, &c. Roads Bill.

A Message was brought from the House of Commons, by Mr. Lumley and others;

With a Bill, intituled, "An Act for more effectually repairing and improving the Road leading from the Alfreton Turnpike Road near Mansfield, through Tibshelf and Morton, to the Nottingham Turnpike Road near Tansley, and other Roads connected therewith, in the Counties of Nottingham and Derby;" to which they desire the Concurrence of this House.

Islington Church Rates Bill.

A Message was brought from the House of Commons, by Sir William Folkes and others;

With a Bill, intituled, "An Act to equalize the Ecclesiastical Burthens of the Parish of Saint Mary, Islington, in the County of Middlesex; for partially altering the Application of the Rents and Profits of the Stone Fields Estate within the said Parish; for letting the Pews in the Parish Church of Saint Mary, Islington, and the Chapel of Ease thereto; and for other Purposes connected therewith;" to which they desire the Concurrence of this House.

The said Three Bills were, severally, read the First Time.

Accounts delivered:

The House being informed, "That Mr. Peck, from the Commissioners for the Reduction of the National Debt, attended;"

He was called in; and delivered at the Bar, pursuant to the Directions of an Act of Parliament,

Bank Annuities, &c. paid to Comrs for Reduction of National Debt:

"An Account of the gross Amount of all Bank Annuities and Long Annuities, and any other Annuities for Terms of Years, transferred, and of all Sums of Money paid, to the Commissioners for the Reduction of the National Debt, and the gross Amount of Annuities for Lives and for Terms of Years which have been granted for the same under the Provisions of the Act of the 10th George 4th, c. 24, within the Year ending on the 5th January 1832:"

Education, (Ireland,) Petitions against proposed Plan of: (Wellington:) Chester:

Upon reading the Petition of the Inhabitants of Wellington and its Vicinity, in the County of Somerset, whose Names are thereunto subscribed:

And also, Upon reading the Petition of the Inhabitants of Chester and its Vicinity, whose Names are thereunto subscribed; severally praying, "That their Lordships will be pleased to take that most important Matter, the Education of the Poor of Ireland, into Consideration, and to provide that all Grants of Public Money for National Education in Ireland be applied only in support of Systems of Instruction which are founded upon the entire Word of God, and which encourage the free and general Use of the Holy Scriptures amongst all Descriptions of Persons; and further to provide that in the Application of such Money no unholy Compromise be made with the Church of Rome, and no Support or Countenance whatever given to those who would substitute a Part for the Whole of God's Word, or who would teach for Doctrines the Commandments of Men:"

Upon reading the Petition of the Clergy, Land Owners and other Inhabitants of the Parish of Bruera, in the County Palatine of Chester, whose Names are thereunto subscribed; praying their Lordships "to provide that all Grants of Public Money for National Education in the Sister Country be applied only to the Support of such Systems of Instruction as are founded upon the entire Word of God, so that no unholy Compromise be made with the Church of Rome, and no Support or Countenance whatever given to those who would teach for Doctrines the Commandments of Men:"

Upon reading the Petition of the Ministers, Elders, Churchwardens and other Members of the Presbyterian Congregation of Drumquin, and the Established Church of the Parish of Langfield and County Tyrone, whose Names are thereunto subscribed; praying, "That if their Lordships be pleased to patronize any Plan of Education of the Poor of Ireland, it may be one which embraces as its Basis the Scriptures complete and unmutilated, will proceed upon Divine Authority, and to which the Petitioners can render a conscientious Approval; but should the Difficulties in the Way of such a System be pronounced insurmountable, then that their Lordships may be pleased to abstain from all Legislative Interference, leaving the Choice of Teachers and Books in the Hands of Parents, to whom the all-wise God has primarily committed the Trust, and the ordinary Support of Schools to Parents who are able to pay; and in the Case of the really poor, to the voluntary Contributions of the Friends of Education:"

Monaghan:

Upon reading the Petition of the Inhabitants of Monaghan, in the County of Monaghan, and its Vicinity, whose Names are thereunto subscribed; expressing their decided Disapproval of any System of National Education avowedly founded upon the Exclusion of a Portion of the Holy Bible from the ordinary Course of School Instruction, and which professes to separate the Moral and Religious Training of the youthful Mind from the free and unrestricted Perusal of the Word of God; and praying their Lordships, "That the Aid and Countenance of Government may be speedily restored to those valuable Societies which have so long laboured in the Field of National Education with steady and increasing Success, and which the Petitioners know from Experience to be the best adapted to the Moral and Spiritual Wants of the People of Ireland:"

Granshaw:

Upon reading the Petition of the Members of the Congregation of Granshaw, in the County of Down, in Ireland, under the Inspection of the Presbyterian Synod of Ireland, denominated Seceders, and others in their Vicinity, whose Names are thereunto subscribed; praying, "That their Lordships will not sanction any Measure for educating the Poor of Ireland that may deprive Parents of Control in the Education of their Children, or deny to any the unrestricted Use of the Sacred Scriptures in National Education:"

Upon reading the Petition of the Clergy of various Denominations, and Protestant Laymen, residing in Drum and its Vicinity, Parish of Currin and County of Monaghan, whose Names are thereunto subscribed; praying their Lordships, "That no Legislative Measures may be enacted, and no Parliamentary Aid afforded to any System of Education of the Poor of Ireland, inconsistent with the great and distinguishing Principles of the Christian Faith, namely, that the whole Word of God shall be the only acknowledged Standard of National Education:"

Tobacco (Ireland) Bill:

The Order of the Day being read for the Third Reading of the Bill, intituled, "An Act to provide for the Sale, Manufacture and Consumption of Tobacco grown in Ireland before the First Day of January One thousand eight hundred and thirty-two;"

The said Bill was accordingly read the Third Time.

Then the following Amendments were made to the said Bill:

Anatomy, Petition from Blackburn respecting the Study of.

Upon reading the Petition of the Inhabitants of the Town of Blackburn and its Vicinity, in the County Palatine of Lancaster, whose Names are thereunto subscribed; praying their Lordships "not to pass the Bill for facilitating the Study of Anatomy in its present odious and objectionable Form; and that their Lordships will be pleased to pass an Act for the Purpose of effectually putting a Stop to the disgraceful Practice of robbing the Churchyards of the Dead, and the still more monstrous Deeds of Horror which have been perpetrated by murdering Human Beings in cold Blood, for the Purpose of disposing of them for Dissection; and also that all Medical Men and Anatomists be made accountable by Law for all dead Bodies which may illegally come into their Possession:"

Dublin Coal Trade Bill reported:

The House (according to Order) was adjourned during Pleasure, and put into a Committee upon the Bill, intituled, "An Act to repeal several Acts of the Parliament of Ireland imposing Restrictions upon the Coal Trade, and to regulate the same."

After some Time, the House was resumed:

And The Earl of Shaftesbury reported from the Committee, "That they had gone through the Bill, and directed him to report the same to the House, without any Amendment."

Slave Trade, Account of Vessels employed in suppressing, Ordered.

Ordered, That there be laid before this House, "An Account of the Number of Vessels belonging to Spain, Portugal, the Netherlands and Brazil, which have been employed in each Year under the several Treaties with those Powers, under special Instructions for the Suppression of the Slave Trade."

Criminal Offenders, Statements respecting, delivered.

The Lord Melbourne laid before the House, pursuant to an Address to His Majesty of Monday last,

"A Statement of the Number of Persons charged with Criminal Offences who were committed to the different Gaols in England and Wales, for Trial at the Assizes and Sessions held for the several Counties, Cities, Towns and Liberties therein, during the last Twenty-one Years; distinguishing the Numbers in each Year: A similar Statement of the Number committed in each County in each of the Three last Seven Years: A similar Statement of the Number convicted, sentenced, acquitted, &c. &c: And a similar Statement of the Number convicted of Crimes for which they received Sentence of Death, and the Number thereof who were executed."

West India Produce, Petition from Belfast for Reduction of Duty on.

Upon reading the Petition of the Proprietors of Estates, Mortgagees, Merchants and others interested in the British West India Colonies, (at present residing in the Town of Belfast, in Ireland,) whose Names are thereunto subscribed; praying their Lordships "for a Reduction of Duty on the Produce of the West India Colonies, but more especially on the Article of Sugar; and further, that their Lordships will not permit Foreign Sugar to be either used in England, or refined there for Exportation:"

Upon reading the Petition of The United Company of Merchants of England trading to the East Indies, under their Common Seal; taking notice of a Bill depending in this House, intituled, "An Act for providing for the Discharge of a Claim in respect of Monies advanced by the late James Hodges Esquire on Security of the Lands of the late Zemindar of Nozeed and Mustaphanagur, in the District of Fort Saint George, in the East Indies, now under the Government of The Honorable the East India Company;" and praying their Lordships, "That they may be heard by their Counsel against so much of the same as affects their Rights and Interests, and that they may be permitted to adduce Evidence against the same:"

Upon reading the Petition of the Inhabitants of the United Parishes of Moyanna and Stradbally and the Vicinity, in the Queen's County, Ireland, whose Names are thereunto subscribed; praying their Lordships "totally to abolish the Tithe System in Ireland, because the Petitioners receive not the Semblance of any valuable Consideration in return:"
