By charter of Edward I., confirmed by Edward II. and the king, a grant was made to the burgesses of Great Yarmouth that all kinds of merchandise brought into their port in ships or boats or otherwise should be unloaded at the said town of Great Yarmouth and not elsewhere within the port and should be sold there without forestalling or abbrochment; and, on account of certain hindrances put by colour of this charter in the way of ships meaning to come to the towns of Little Yarmouth and Gorleston, there has been a plea between John of Brittany, earl of Richmond, and his men and tenants of the latter towns of the one part, and the burgesses of Great Yarmouth of the other part, in divers courts of the king and in Parliament. In this plea, it has been adjudged by the king and council that the earl, his men and tenants, their heirs and successors, shall be allowed, at will, to load and unload their own ships at the said towns of Little Yarmouth and Gorleston and there to expose for sale and otherwise make their profit of their goods and merchandise, paying there to the king's deputies all customs due thereon, notwithstanding a submission made by some of the towns of Little Yarmouth and Gorleston and of the burgesses of Great Yarmouth to some of the council to put an end to the matter between the parties, an ordinance thereon made by the said councillors or the said charter of Edward I., on condition that their ships be loaded with wools, hides and wool-fells, whereon the great customs ought to be given, only at the place within the port where the king's trone and cocket seal are. Also it is the intention of the king and council that the said charter to the burgesses of Great Yarmouth is not by that judgment to be restrained in the case of others but to be of force towards all other persons, native or alien, saving the right of the citizens of London and Norwich, the barons of the Cinque Ports and of any others holding charters of an earlier date. Also the men and tenants of Little Yarmouth and Gorleston are forbidden under a heavy penalty to attract to their town in any way the ships of others, to trade in the water of the aforesaid port with any persons restrained by the aforesaid charter, or to hinder the said burgesses from the exercise of their charter towards others. Also it is forbidden to both parties, under a heavy penalty, to attempt anything contrary to the said judgment as contained in the record and process thereof remaining in the Chancery. Lest the said judgment, which has been made for the peace of the parties and the maintenance of justice, should at any future time be called in question, the king has thought fit that it should be attested by the tenour of these presents.

Exemplification, at the request of John Spryngere, of a writ to the sheriffs of London, dated 25 August, 15 Edward II., as follows. On complaint by Aymer de Insula, citizen of Bordeaux, and Arnold de Dosynghon, citizen of Bazas, king's merchants, that a ship called the Good Ship of Strode, freighted by them at Bordeaux with 86 tuns and 25 pipes of wine to trade with in the realm, had been forcibly taken on the sea coast near the island of Thanet, and the cargo carried away, the king directed the sheriff of Kent to make inquisition touching all the circumstances of the taking of the same, on return of which inquisition it appeared that John Crabbe and other men of Flanders had taken away the wine, the value whereof was 788l. sterling, namely, 8l. for each tun, and 4l. for each pipe, at the Downs on the said coast, as the ship was making for the port of London, with the ship and furniture thereof, chests, beds, and other small goods of John Spryngere, owner of the ship, worth 210 marks, that 43 tuns and 13 pipes of the wine belonged to the said Aymer, 43 tuns and 12 pipes, to the said Arnold, and the rest of the goods to the said John and the mariners of the ship, as John Dosinghon, brother and attorney of Arnold, acknowledged before the council. On this, the king willing to indemnify Arnold for the wine valued at 392l. and for 100 marks of costs, directed goods of men of the dominion of the count of Flanders to that amount to be arrested until Arnold should be fully satisfied, or until further orders, but the execution of this order has been delayed at the request of the said count to allow of treaty in the matter between the council and his messengers until the present Parliament. As, however, these latter have now voluntarily withdrawn and returned to their own land, the sheriffs are without any further delay to execute the said order to the extent of 92l., certifying the king of what goods they arrest, what their value, and whose they are. The king has directed the sheriff of Norfolk and Suffolk to arrest in like manner goods to the amount of the balance of 366l. 13s. 4d. required to make up the full indemnity.

Aug. 2. Hanley.

Assignment to John de Pulteneye, mayor of London, and Geoffrey le Botiller of 1,528l. 9s. 2d. out of the customs of the ports of Southampton and London under the following circumstances. Edward I., at the time of his war with the French king, became bound, by letters of divers captains and ministers of his in Aquitaine, to the commonalties, inhabitants, and merchants of Blaine, St. Sever, St. Quiterie, Bone Garde, Sordes, La Batude, Petreforade, Puilhon, and Herba Favera, in divers great sums for loans from them for his service; and, for satisfaction of these sums, he granted an assignment of certain customs in England to be received by attorneys or proctors of the towns until the whole debt was satisfied, and that, in the interval, these should have custody of one part of the cocket seal at the respective ports wherein such customs were received and each of them should receive from him 6d. daily of the customs so long as he should stay at the port for the collection. The debt not having been paid off in the lifetime of the said king, Edward II. made a like assignment of customs towards the payment of it; and Edward III., after he assumed the governance of the realm, assigned for the said purpose, first, the whole of the issues of the old customs of the port of Southampton, and, afterwards, a moiety of these, and both the late king and the present king renewed to the proctors the grant of the custody of the cocket seal, but one of these only was to receive the grant of 6d. daily at the port of collection. These particulars will be found more fully in previous letters patent.

By an account touching the present state of the debt which has been taken at the Exchequer with the proctors representing the various towns, it has been found that there still remains due a balance of 3,056l. 18s. 4d., and on Peter de Porruto, proctor of St. Sever, Peter de Petris, proctor of Blaine, and Oliver de Burdeux, one of the two proctors of Bone Garde, La Batude, Pulion, and Petreforade, with John Brccas, executor of the will of the other proctor, Reymund Guillelmi de Fabrica, who had been empowered to receive the money on behalf of the towns, having offered to release the whole debt and to surrender the letters obligatory on receipt of a certain sum, the said John de Pulteneye and Geoffrey le Botiller, at the request of the chancellor, the treasurer, and others of the council, satisfied for the king the sum required, being 1,528l. 9s. 2d., as appears by a certificate of the treasurer and barons of the Exchequer, which has been sent into the Chancery. For their satisfaction in respect of the sum advanced by them, they are to receive 1,000l. out of the old customs of the port of Southampton from now, and 528l. 9s. 2d. out of the new customs in the port of London from the time when queen Isabella shall have received a sum already assigned to her from the latter custom, and they or their attorney shall have the custody of one part of the cocket seal at Southampton so long as they are in receipt of the said customs in that port. If their attorney has the custody, he shall be allowed 6d. daily out of the customs for his expenses, to be reduced to 3d. daily should he at any time be the controller of customs there. By bill of the Treasurer.

Mandate in pursuance to the collectors of the old customs in the port of Southampton, and of the new custom in the port of London. Et erat clausa.

Mandate in pursuance to the treasurer and chamberlains. Et erat clausa.
