Grant to Master Simon de Fazanis, canon of Vercelli, of 40 marks a year at the Exchequer of London, until the king provide for him in an ecclesiastical benefice to the value of 70, 80 or 100 marks a year. By R. earl of Gloucester, W. earl of Albemarle, and J. Mansel.

Appointment of Master Richard de Gorono, king's clerk, as his proctor to appeal from Valescus, a Friar Minor, deputed by the apostolic see to be executor touching the restitution of Aymer, who pretends to be the [bishop] elect of Winchester, to that bishopric, to wit, to appeal by reason of the right of the king and the realm, because of certain grievances inflicted upon the king and the realm by the said Valescus in fact though he could not by right; and to appeal against the said Valescus proceeding further against the king and the realm or his subjects in the premises; saving the other appeals from the said Valescus put forward at the Apostolic See for the king and the realm.

Notification to A. the pope, of the appointment of the said Master Richard in the court of Rome to oppose himself for the king's interest and right against Stephen the nephew of the bishop of Palestrina having or even suing for the prebend of Fenton, which prebend the king has conferred upon Master John Mansel, king's clerk.

Vacated because John Mansel tore it up.

The like of the appointment of the said Master Richard as the king's proctor at the court of Rome, and specially to act in the appeals from the said Valescus made in the king's name at the Apostolic See in the said matter.

Master Finacus has like letters of his proctorship to &c.

Notification to the pope that the king has appointed the said Master Richard as his proctor to prosecute appeals from the said Valescus against Aymer, who pretends to be bishop of Winchester, and to oppose for the king, his realm, barons and men, the restitution of Aymer.

The said Richard and Master Robert Baro have like letters jointly.

Master Robert de Baro has such letters as the said Richard and Master Finacus have severally.

Notification to the pope that the king has appointed Master Anglus canon of Cambray and Master Robert de Baro to prosecute appeals against the restitution of Aymer to the said bishopric of Winchester.

Master Robert de Baro and Master Richard have like letters jointly.

Acknowledgment of the receipt from brother Peter Boucelli, treasurer of the Temple, Paris, of a loan of 2,800 pounds of Tours in money by tale, and promise to repay the same within a month of Easter next at the Temple, Paris; and if not, to pay his losses occasioned by the default, upon which he or his representative shall be believed.

Whereas Diritta Cambii, citizen and merchant of Florence, of the society of the Spilliati, was bound, in the name of himself and his fellows to pay for the king to Henry, archbishop of Embrun, before Whitsunday last 200 marks in the court of Rome, if the archbishop should be found there, for the expedition of the king's affairs, and if the archbishop should not be found there, he should pay nothing; the king grants that, if the said merchants can show before him by letters of the archbishop or other lawful means, before Midsummer next that they have paid the archbishop the money, the king shall be bound to repay the same to them; but if they cannot show this by then, the king shall not be bound to repay them and these letters shall be surrendered and be of no value.

Notification that for the repayment of a loan of 2800 pounds of Tours to the king by Peter treasurer of the house of the Temple, Paris, at Easter next at the said Temple, Peter Burdun, Adam Burdun, his brother, Nicholas Flemmeng, Robert Chaucon, Philip Chaucon, Louis, his brother, citizens of Paris, have constituted themselves for the king renderers and principal debtors to the treasurer, together with R. earl of Gloucester and Hertford, J. Mansell, treasurer of York, Giles de Argenten and Aubrey de Fiscannis.

The king therefore promises and is bound to free them from the said sum towards the said Master within the term and to make good all losses, interest and expenses incurred by them by default of payment of the money.

Appointment of Roger de Turk[elby] to make inquisition for what cause William de Pakenham brother of Thomas de Pakenham, who has withdrawn from the realm, has withdrawn from the same, to wit, whether for fear or for any charge or felony committed against the king's peace. The sheriff of Suffolk has been commanded to provide a jury.

Pardon, for the safety of the soul of Louis, first born son of the king of France, to Jordan son of Thomas son of Aubrey de Werminton of his outlawry for the death of Bartholomew le Plouman, servant of William Lungespe.

Pardon, for the like reason, to Geoffrey de Swerdeston for the death of William de Wrapelingham, whom he killed in self defence, for which he fled to church and abjured the realm, and of his said abjuration.

Appointment of Roger de Turk[elby] to enquire by what chance Richard de Colevile killed Maud his sister, to wit, whether by misadventure or by felony; and mandate to the sheriff of Lincoln to provide jurors. By K. and Giles de Argentein at the instance of Aubrey de Fiscampo for his parishioner.

Grant to Emery Bussell, burgess of St. Jean d' Angély, that he may take to England this year 200 tuns of his own wine quit of prise, saving the due and ancient prise.

Safe conduct, until Easter, for Pascasius bishop of Jaen, envoy of the king of Castile, with his household and things, coming to England.

The like for Garsias Petri, treasurer of Seville, envoy of that king.

Protection with clause, until Whitsunday, for Adam de la Forde, yeoman of the queen.

Notification that the king has received into his protection and guardianship throughout his power (posse) the burgesses of Limoges (Castelli Limovic') and he wills that throughout his land they may safely come and go by right customs, saving the liberty of the said burgesses.

Presentation of John de Wyneflod, chaplain, to the church of Cotes, directed to the bishop of Lincoln.

Feb. 3.

Signification to Thomas, archbishop of Tuam, of the royal assent to the election of Miles, archdeacon of Clonmacnois, to be bishop of Elphin.

Mandate to Stephen Lungespeye, justiciary of Ireland, that whereas in the late voidance of the church of Elphin the chapter of that church elected the said Thomas, their fellow-canon, to be bishop, he is to take his fealty and cause him to have seisin of the lands belonging to the bishopric in the king's hands, after first receiving from him letters patent of the dean and chapter that they will not draw this grace into a precedent to the king's prejudice.

This grace was granted to the said elect at the prayer of the archdeacon of Besansun, brother of G. de Genvill.

Afterwards the writ was surrendered and [it is] otherwise in the roll of England.

Presentation of Master Thomas de Wymondeham to the church of Chetinton void by the death of Richard Foliot, rector thereof, in the king's gift by reason of a third part of the manor of Chetinton with the chief messuage of the same manor and the advowson of the said church being in his hands; directed to the bishop of Hereford.

The first Wednesday of February. Arras.

Bond to Bartholomew Verder, burgess of Arras, in 1260 pounds of Paris payable 8 May next, lent to the king on the following pledges :—

A great garland with rubies and emeralds, and other garlands of the weight of 91/2 marks.

3 great 'afikans' of prise whereof two in the manner of a peacock (pohun) and the third with two loadstones (aamanz) of the weight of 76s. 5d.

9 brickles (fermons), great, with divers stones of the weight of 78s. 4d.

A great cape of gold of the weight of 6l. 17s.

A cup (hanap) of gold with a gold cover of the weight of 4l. 9s. 5d.

3 cups of gold without covers of the weight of 103s. 2d.

And if three months pass without payment the king shall pay 60 pounds, and 60 pounds for each succeeding three months, for foru more terms of three months, and if the king do not pay them, the said Bartholomew shall not be bound to return the said pledges, and may do his will of them.

And the said Bartholomew shall restore them sealed and marked (bulles) with the seals of the king, and of Aubrey de Fescamp and Peter de Wincestre, king's clerks. And he who is to fetch them, shall bear letters patent of the king or of his heirs or executors; together with the part of the chirograph. And if Bartholomew die before the term, his heirs and executors shall return the said pledges, in like manner. And for greater security the king has put his seal to that part of the chirograph which remains with Bartholomew, and he has put his seal to that part which remains with the king. French.

Charter granting to William Belet and his heirs free warren in his demesne lands in his manors of Marham and West Toftes, co. Norfolk; also of a market at Marham every Tuesday, and a fair there yearly on the eve, the day and the morrow of the Decollation of St. John the Baptist; and of a market at West Toftes every Tuesday, and a yearly fair there on the eve, day and morrow of St. Lawrence. Grant, for seven years, of the instance of Joan, queen of Spain and countess of Ponthieu, to the burgesses and merchants of that county, of the following liberty within the king's power, to wit, that neither they nor their goods shall be arrested for any debt whereof they are not sureties or principal debtors, unless the debtors are of their commune and power having wherewith to pay their debts, and the said burgesses and merchants have failed in justice to men of the king's power, and of this the king have reasonable proof; and that they shall not lose, for the trespasses or forfeitures of their servants their goods found in the hands of such servants or deposited by these in any place which they can show to be theirs; and also, if any die within the king's power, whether testate or intestate, the king will not confiscate the goods of the deceased, but his heirs shall have them entire, provided that sufficient knowledge or proof (fides) be had of such heir; and that they may come with their merchandize and stay in the king's land and power, doing the right due customs.

Appointment of Gilbert de Preston to enquire whether Thomas son of Simon le Frankeleyn of Borstall, who fled from England for a trespass of the king's forest of Bernewode, was outlawed for that or on account of some other cause or felony : the sheriff of Buckingham is to provide jurors.

Charter granting for ever to the burgesses and merchants of Bruges the same liberty as is granted above to those of the county of Ponthieu, with this additional clause, that, if at any time there be war between the king of the French or others and the king or his heirs, they shall have forty days notice to quit the country. Witnesses :—Giles, bishop of Salisbury, Roger, bishop of Coventry and Lichfield, Richard de Clare, earl of Gloucester and Hertford, John Mansel, treasurer of York, Imbert Pugeys, Imbert de Muntferand, Nicholas de Sancto Mauro, Ingram de Percy, Hugh de Dive, Ralph de Bakepuz, Alan Burnel, Walter de Burges, and others.

Appointment of Henry de Bathonia to enquire whether Geoffrey Cappe found William de Pulton in his house at Hampton Meysi with his wife in adultery, and William rushed upon Geoffrey with his knife drawn so that Geoffrey being unable to escape death otherwise, crushed William so strongly between his arms that he died, or whether he killed him by felony. The sheriff of Gloucester is to provide jurors.

May 9.

Acknowledgment of the delivery by Robert Doye and Richard le Botiler, servants of H. le Bygod, justicary of England, on Tuesday before St. Gregory, 44 Henry III, into the wardrobe to Aubrey de Fiscampo, and Peter de Wintonia, clerks of the wardrobe, of 1000l. which the said justiciary sent by them from his treasure of England.

Protection with clause, until Whitsunday, for Richard de la Rokele.

March 15. St. Omer.

Mandate to Hugh le Bygod, justiciary of England, to provide for the king's serjeants Master Thomas, king's surgeon, and Master Richard le Harpur, who have served the king long and have not yet had whereof to sustain themselves in his service, to provide for each of them in 7l. 10s. yearly of land of wards or escheats.

Protection with clause, until Michaelmas, for Michael de Fenes.

The like for John le Chaumberlang.

The like, until Midsummer, for John de Estruz, gone on pilgrimage to Santiago.

May 20.

Confirmation of a grant by R. bishop of Carlisle, and the prior and convent of that place, made with the assent of the mayor and burgesses of Newcastle on Tyne, to Christiana Umfred of a place of inclusion (locum inclusionis) in the churchyard of St. John's at Newcastle, for her to inhabit for life.

March 24. St. Omer.

Protection without clause, for seven years, for the brethren of the house of Radestan, co. Worcester.

Licence for Gerard, lord of Blaye, to let to farm his land of Norton for two years from Midsummer.

Pardon to William and Augustine, sons of John son of William de Dunwic and Augustin son of Andrew of the same town for the death of Edmund Brun and John Brun his brother of Dunwic, as it appears by inquisition made by Philip Basset and Roger de Turkeby that they killed them in self defence.

Each of them has a like letter with himself.

March 28. St. Omer.

Safe conduct for brother John de Manso and Peter le Breton, whom the king of France is sending on an embassage to Richard, king of Almain, the king's brother.

Appointment of Giles de Erdinton, as justice to take an assize which Walter de Cofton arrames before him against Richard, master of the hospital of St. Wolstan, Worcester, touching a dyke thrown down in Chadeleswich, co. Worcester.

Licence for the prior and convent of Cerne (de Cernel') to elect an abbot; Robert de Warham and Hugh de Maupudre, their fellow monks having brought the king letters patent of the chapter announcing the death of Richard their abbot.

April 5.

Appointment of Ralph Musard, William de Tracy, John le Brun, and John de Periton as justices to deliver the gaol of Gloucester; with mandate to the sheriff of Gloucester &c. on the morrow of the Invention &c.

Mandate requesting to the treasurer of the Temple, Paris, to deliver to Aubrey de Fiscampis, king's clerk, the 2800 pounds of Tours of the king's money which the said Aubrey lately left with them in a box sealed with his seal, as the king needs this money for urgent affairs.

Whereas the king lately received from Peter Bussel, treasurer of the Temple, Paris, a loan of 2,800 pounds of Tours, to be repaid within a month after Easter under the surety of R. earl of Gloucester and Hertford, J. Mansell, treasurer of York, Giles de Argentein and Aubrey de Fiscampis, whose letters patent for this are with the treasurer, and the said treasurer, at the instance of the king's sister M. queen of the French, has prorogued the term until a fortnight after Midsummer, the king promises to pay then without further delay.

April 7. St. Omer.

Protection directed to the constable of Dover and the bailiffs and barons of the Cinque Ports, for John de Aylly, John Maucreaunt, Arnulf de Boning and Hugh de Gamoinis, with the knights and serjeants whom they bring with them, to whom the king has granted licence, to come to England with horses and arms to R. earl of Gloucester.

Mandate to the bailiffs and barons of Hastings not to permit any knight, esquire, serjeant at arms, or even merchant with horses and arms or other things, who are not of the king's household, to enter the realm without his special licence; and to arrest any wishing to enter, until further order.

The like to the bailiffs and barons of Wynchelese, Hethe, Dovor, and Sandwich.

Whereas Edward the king's son has appointed a day to Reynold de Pontibus and Margaret his wife on the quinzaine of Easter at Bordeaux to have justice in a cause which they are moving before him touching the affair of Brugerac, the king, lest the said Edward should be negligent or remiss in this matter, and such negligence prejudice the king by reason of the cause being on that account taken to the trial (examen) of the king of France, the king empowers the bishop of Bazas, Bertram de Cardilak and William Reymundi Columb to take cognizance of the said cause, if necessary, and do justice in the king's place to the said Reynold and Margaret on a day which the said bishop, Bertram and William shall appoint.

Protection, until St. Peter's Chains, for Master Ralph de Fremingham, directed to the constable, bailiffs and barons of Dover.

Licence for the prior and convent of Malmesbury to elect an abbot, on Geoffrey Russel and Ralph de Keynesham, their fellow monks, coming to the king with letters patent of the chapter announcing the death of Geoffrey, their abbot.

To the archbishop of Tuam. Whereas Miles archdeacon of Clonmacnois was lately elected bishop of Elphin, no one protesting against or contradicting the said election, and the king signified to the archbishop of Tuam his assent thereto, so that after confirmation by the archbishop the justiciary might restore the temporalities to the elect; and whereas the dean, archdeacon, treasurer and provost of the said church afterwards presented to the king Thomas, abbot of Boyle (de Buellio), of the Cistercian order, as their elect by letters patent sealed with their seals and the common seals of their church, asserting that the election of the said archdeacon had been made without waiting for the king's letter of licence and had been quashed; the king gives his assent to the electon of the said abbot, although he might well hesitate in the interpretation of the said elections.

Pardon, at the instance of Ingram de Percy, to Thomas son of Hamo de Briseleg for the death of Richard Trilloc of the same town of Briseleg, as it appears by inquisition made by Roger de Thurkylby that he killed him in self defence.

Pardon, at the instance of Imbert Pugeys, the king's steward, to John de Somerton for the death of William le Poudre of Byllocby; as it appears by inquisition made by the said Roger, that he killed him in self defence.

Safe conduct for friar Walter of the order of Minors, the pope's nuncio, who is going to England on an embassage from the pope to the king of Almain; in going to England and returning to his own parts

Acknowledgment of the receipt from Bartholomew Verder, burgess of Arras, by the hand of Aubrey de Fiscampo, king's clerk, of the jewels which the king pawned with him when he was last in Arras.

The like from Louis, king of France, of 12,500 pounds of Tours in money by tale, to be deducted from the sum which the said Louis is bound to the king for the cost of knights, according to the form of the peace between them, and promise that the king will expend the same or a like sum in the service of God or the church or to the advantage of the realm, as he is held to do and is contained more fully in the said peace.

Notification to all persons that the king is sending H.bishop of London, John de Baylol, Robert Walerand and Geoffrey de Burleymunt to expound to them the king's state and pleasure and other affairs of his; and they are to place implicit trust in them in what they say on these matters, signifying to the king their good pleasure in regard to them.

Appointment of Roger de Turkelby to make inquisition in the county of Norfolk whether John le Chaumpeneys killed Roger le Wrche in self defence, and abjured the realm on account of, or for some other cause.

Notification to all bailiffs of ports in the land of Boulogne and others that the destrier which Henry the bearer is bringing belongs to John Mansel, treasurer of York; and request that they let him cross with it to England without impediment.

April 24. Dover.

Mandate to the constable of the castle of Dover, and the bailiffs and barons of the same port, to cause three destriers, seven breastplates, two pairs of steel spurs and four pairs of trappings for barded horses (co-operturar') which Simon de Monte Forti, earl of Leicester, caused to be brought into England and which lately by the king's order were arrested in that port, to be delivered to Ellis de Roffa, marshal of the king's horses, to take with the king to London, as he has enjoined on him.

April 20. Wissant.

Whereas the king received as a loan in his great need from the échevins and merchants of Ypres 500l. of new sterlings, which he promised to repay to them or their messenger bearing the king's letters patent which they have with letters obligatory of the queen made to them thereof, at London on this instant Sunday after the feast of the Apostles Philip and James, and John Mansel, king's clerk, treasurer of York, at his instance and command likewise, has become surety for the payment at the said day and place, as principal debtor, if the king should fail; the king will save him and his executors harmless in all that concerns such suretyship.

Request to all bailiffs of ports in the parts of Flanders and Boulogne and others to permit Henry de Kaleys, the bearer of these presents, who with the king's licence and will is bringing arms, horses and harness of John Mansel, treasurer of York, to England, to pass freely and without impediment.

Notification that Richard le Chaumberlang, serjeant of H. le Bygod, justiciary of England, on Wednesday after the quinzaine of Easter, delivered in the wardrobe at Wytsand to Peter de Wintonia, clerk of the wardrobe, of 1000l. which the justiciary sent by him to the king out of the king's treasure of England.

Signification to Giles, bishop of Salisbury, of the royal assent to the election of William de Colerne, monk of Malmesbury to be abbot of that place.

Pardon, at the instance of Cok Bretun of Dover, king's mariner, who has served the king well in divers crossings, to John son of William le Clerc of Cumbe for the death of Richard Norman and of any consequent outlawry.

Royal assent to the election of Philip, prior of Cerne, to be abbot of that place; and mandate to the bishop of Salisbury to do his part in this behalf.

April 24. Dover.

Mandate to the constable of the castle of Dover and the bailiffs and barons of that port (as above).

Presentation of Stephen de Huntingefeld to the church of Bromden, in the king's gift by reason of the voidance of the bishopric of Winchester; directed to the archbishop of Canterbury.
