Nov. 2 Navy Comrs. Adm. Com. As Mr. Pett intimates that the Vanguard, one of the 40 ships intended for sea, is not sheathed, and is so leaky that she will require docking, think the Unicorn will be more fit, as she carries her ordnance much better. With order for her fitting out accordingly. 13, 14

Navy Comrs Mr. Maplesdon's accounts agree with Mr. Turner's in London. and although there are some receipts wanting, yet as no one complains of non-payment, and he has made some very good bargains [of timber] and been very honest in his duties, there need be no delay in passing his accounts. 15

Nov. 3 Capt. Fras. Willoughby, Portsmouth. Navy Comrs Asks the various prices of masts, as there are many in a vessel in the harbour which may be had, and are much wanted. The storekeeper wants 500 yards of red cotton. With a note of prices of masts enclosed. 34, 35
" " " " " Particulars of ships in hand, and officers and men required for them. Mustered 127 men on the Marston Moor, and will turn over 40 from the Gainsborough and Advice, and more will be obtained by pressing and from other ships. Spoke to the captain about the complaints against the master, but he excused him by taking the blame upon himself; as the service requires such expedition, it would damage it to be too particular. Sends a demand for extra stores, and asks how far to comply with it, and what necessary money is to be allowed for sick and wounded. Ordered several of Gen. Blake's squadron to be careened, but as they are much eaten, they will require sheathing. Several of the inhabitants and traders of Guernsey and Jersey, hearing of the difference with Spain, desire a convoy for their vessels, as they have property of great value on board, the loss of which would be their undoing. With examination of Thos. Burges, boatswain of the yard, respecting junk, hawsers, and spikes, formerly belonging to the Sovereign and Resolution, seized by him in a passage boat at Portsmouth. Also deposition of John Moore, of Gillingham, blacksmith, that the iron work seized was bought at a sale ordered by the Navy Commissioners, although he also bought some from the officers of the Resolution, Triumph, and James. On further examination, 1st Jan. 1655–56, admits that the iron work seized is the same he bought of the latter persons. 36–38

As the ropemaker will soon have to discharge his men for want of hemp, and as cordage is now 45s. a cwt., asks a speedy supply; also an order for stores. 46

" " Rich. Wye, surgeon Adm. Com. Certificate that Robt. Erridge, yeoman in the Unicorn, when at the pay-house in Chatham, was beaten and wounded by some of the company, for which they are now in confinement; Erridge having since recovered, suggests that 20s. should be deducted from the pay of each of the offenders, and paid to him as compensation for the injuries received and loss of time. 48
" 6 Edm. Thomson, Greyhound, Downs. Navy Comrs Has been convoying ships to and from the Maas in Holland, but on account of the insufficiency of his pilot, was obliged to give 10 guilders to another to convoy his ships in. 49

Petition for an order to the Navy Commissioners for payment of the freight of goods from Gravesend to Barbadoes, and for 5l. a day demurrage for the time the ship was detained in going from Barbadoes to Jamaica to discharge her lading, contrary to agreement. Various stores are required, which may be had on reasonable terms for ready money, or upon the personal security of the purveyors; but otherwise only upon such extraordinary terms as would be both dishonorable and unprofitable to the State. Ask order therein, as one of the State's purveyors complains of having been lately arrested on the Exchange for a debt of the State. 55

Sedgwick, 26 Aug.; remained 12 days to water and refit, and then sailed to St. Christopher's for men and news of Gen. Penn's fleet; but neither expectations being answered, proceeded for St. Domingo, Cape Tibron, and Jamaica, where they met Adm. Goodson looking out for them. 67

The boatswain of the Indian is a drunkard and disobedient, and might have split the captain's head with an axe, but for the interference of the master. 68

" " Phineas Pett, Chatham. Robt. Blackborne. Could not wait on him owing to the fitting out of the ships, but hopes on Capt. Taylor's arrival to procure 3 or 4 days' liberty. Has 4 ships graved, and is in hand with the Bear, and nearly 100 men entered, but if the Commissioners expect such a sudden dispatch of all the ships, they must add 60 more shipwrights and 40 caulkers; the Triumph would take 220 men for a month, there being now 200 shipwrights at work on her. Hopes if he has found any of the great carpenters false in their trust, he will remove them. Recommends several. Wants the draft of the 2nd rate ship by the bearer. 71

Asks if they can supply any hemp, otherwise will have to purchase more cordage; has bought 10 tons at 42s. per ton, and is not likely to obtain any more at that price. Desires a press warrant for 50 more caulkers, and sends the name of two to whom the press officer is to apply for assistance in getting them. 73
Nov. 10 Capt. Fras. Willoughby, Portsmouth. Adm. Com. Concerning the officers of the Dragon, hears that the clerk of the check is an able man, but officers generally forbear reporting lest they should be accounted informers, so that their testimony is often of little value. Has desired the captains to inform their men that if they stay they shall be immediately entered, as also to persuade them to come down in 2 or 3 weeks, but little will be done unless they are paid. The Portsmouth and Tiger requiring to be victualled cannot act as convoys, but the Gainsborough and Advice may. The Dartmouth has sailed for the Downs, but has had 4 men drowned by the upsetting of her boat. The same day an explosion occurred on the Kent, through the yeoman of the powder room dropping a spark from a candle; he was much injured, 3 or 4 planks started, and a bulk head or two blown down; has examined the business, and sends the depositions of Rich. Fullaway, the yeoman, Wm. Wilson, and Thos. Briant. Recommends Mr. March for the place of lieutenant in the Newberry or Jersey, and Robt. Neate as purser for the Cardiff. The Marston Moor will sail on Monday. The ketch has gone from Cowes for New England with the Hopewell pink. Wants a warrant to press shipwrights, caulkers, &c. All the ships that came home from the Straits with Gen. Blake ought to be sheathed, as also those going southward. 74–76

" Met the ordnance officers at Deptford, and set out a piece of ground which may be made fit to receive 4 or 500 guns and cartridges at a small cost; put the ships there in a way for a quick dispatch, and, perceiving neglect, told all the officers to look after their respective charges, and when they saw a flag on any ship, to repair thither and lend assistance. Desires a survey of the Crow and 4 others, as they will be more expense than profit. If there is much ice this winter it will prove very hazardous to the ships there. 78

As there has not been such stowage room left in the Indian as was ordered, notice should be sent to the Lion and other ships fitting out, so as to prevent such mistakes for the future; they are proceeding with the fitting out and victualling of the ships, and have entered more labourers, but want seamen to rig. Sends examinations taken by himself and Capt. Smith in Rogers' business. With order for the stowage room in the Indian as requested. 99, 100

Staddon, ropemaker at Blackwall, who says that he bought the same of Scott for 30l., and Jeremy Monk, Scott's servant, helped to get the cable by night into a boat. " " Jas. Abelson Navy Comrs Sends some warrants and desires order therein, as on account of hastening the Mermaid to sea, neither himself nor the officers can attend them. 106
" " Robt. Blackborne, Whitehall. " The Admiralty Commissioners desire they will make some allowance to the bearers for apprehending [Rich.] Hall, and as an encouragement to further service. 107
" " Major N. Bourne, Navy Office. Adm. Com. Had arranged for more stowage room in the Indian before receiving their letter. Finding an excess in the boatswain's stores, gave the captain a warrant to return a new cable and several coils of rope; more care is required in apportioning stores, there being much waste in that particular, and especially when cordage is so high. There are 150 men on board; expects her full complement by the time she arrives in the Downs; but the boatswain is a drowsy, idle fellow. Called at Woolwich on the way home to quicken the despatch of the ships in the docks there, and desires an order for their sheathing. 108
" " Navy Comrs. " Send up Rich. Hall, waterman, with his examination, for receiving a new coil of rope out of the Indian in the Hope, which he offered to sell at Woolwich; he says he gave 20s. for it, and will be hanged rather than confess of whom he purchased it; desire he may be made an example of, or there will be no hopes of redress. If men will venture to sell away such necessary provisions when engaged upon so long a voyage, what can be expected from them when they have other and better opportunities? In all similar discoveries, none of the commanders or other officers are so far guilty as to give any information, whereas if they were diligent and faithful, they might sometimes attain it. 109,110

Durant, of Canterbury, intimating that he has signed a bond with Mr. Wilkes, jurat of Sandwich, as security for Martin Simond, as purser of the Bear; his father was a godly man and good preacher. Recommends Mr. Lightfoot, late steward of the Naseby, for employment. Captains Wilkes and Dare have arrived to join their ships. 113, 114

" 15 " " " Sends list of ships appointed for the southward, and asks how many are to be sheathed at Portsmouth, that provision may be made, but the want of money will be the chief obstruction; it seems strange to all he treats with that they have to wait 8 or 9 months for it, and that many of their bills are yet unpaid. The Marston Moor has sailed and the Gainsborough and Advice are in the Roads, but they want men, and press warrants to obtain them. 116
" " " " Navy Comrs Is sorry the new rope-house is likely to remain useless; although he bought a parcel of cordage at 42s. per cwt., is not likely to buy any more under 45s. Is well supplied with masts, save a few of particular sizes which can be had at a cheap rate; desires order to purchase them. A surgeon should be sent down for the Cardiff. Has received order from the Admiralty Commissioners for sheathing the ships from the Straits, as also some others, and will want 6 or 8,000 deals and 10 or 12 tons of hair. Noted that he is to buy the masts, and that a surgeon will be sent down speedily. 117

As the ship and his accounts were lost, know no other way than to charge what is thought reasonable to the account of the ship in general, and if he falls short of his expectations, he has only himself to blame for not sending up former accounts. 141,142
