Nov. 16. William Lowndes to the Excise Commissioners to deliver to Sir Francis Winnington the sheep and horses mentioned in his bill of sale from Thomas Ellis junr. Out Letters (General) XVI, p. 162.
Same to the Earl of Jersey enclosing the Customs Commissioners' presentment [missing] touching a tidesman of Poole who is fined and imprisoned in France. Ibid.
Same to the Earl of Montague. It is the King's pleasure that as often as any emptions are to be made or any new work to be performed in the Office of the Great Wardrobe an estimate thereof be first laid before the Treasury Lords expressing the works in their several kinds and the particular charges thereof. (The like letter to the Earl of Portland with regard to works to be done in the King's Gardens. The like letter to the [Principal] Officers of the Works with regard to works to be done by them.) Same to the Hudson Bay Company. My Lords have laid before the King the case of your Company touching the goods taken from the French in York Fort alias Fort Bourbon. Treasury warrant to the Customs Commissioners to pay to Thomas Wolstenholme, Collector of Minehead, a moiety of the 68l. 4s. 0d. representing a seizure of 62 guineas: the forfeiture accruing entirely to the King but the order in Council of 1696 June 25 having promised a reward of a moiety to seizers of coins of the realm attempted to be exported. Treasury reference to the Customs Commissioners of the petition of Samuell Rickards shewing that he gave bond with Edward Parsons for tobacco Duties and, the said Parsons failing, there is an extent out against petitioner for Duty owing by Parsons: but petitioner after being a considerable trader is reduced by losses and unable to pay: therefore praying that a small composition be accepted. Same to the Earl of Ranelagh and Mr. Blathwayte of the petition of John Jewett, Lieutenant in Col. Mordaunt's Regiment, shewing that in 1693 he was Second Lieutenant to Capt. Richard Py's Company of Grenadiers and pursuant to the then Establishment received full Lieutenant's pay: but in 1698 the Regiment being put on Marine Establishment "and no more Grenadiers allowed of in Marines" he fell under ensign's subsistence and half-pay until 1699 June 24 though at the same time [he] had six First Lieutenants younger than himself in the Regiment: therefore praying the same justice with Lieutenant Cole of Colt's Regiment "in ordering him his arrear of subsistence and half-pay." The Treasury Lords to the Lords Justices of Ireland. We have laid before the King your reasons for your lease to Mr. Hassett and Mr. Rogers of Lord Kinmure's forfeited estate. It is the King's pleasure that you cause Hassett and Rogers to agree to an increase of their rents suitable to the value of the premises. In case of their non compliance you are to acquaint us.
Appending: report and statement of opinion by the Attorney and Solicitor General England on the abovesaid lease to Hassett and Rogers advising that the same be set aside for several badges of fraud in obtaining the same. Out Letters (Ireland) VIII, pp. 41–2.
Nov. 22. Royal warrant to same to distribute and dispose the sum of 173l. 17s. 9d. as royal bounty among such of the soldiers of the foreign troops disbanded in Ireland as shall desire to settle themselves in Ireland: the said sum being the remainder of the 800l. which by royal sign manual of April 20 last was ordered to be distributed among such of the said foreign troops there to be disbanded as should desire to transport themselves to foreign parts; of which sum there has been so distributed the sum of 626l. 2s. 2¾d. Nov. 23. Same to same approving the payments of subsistence money made to three English Regiments of Foot (Brigadier Fairfax's, Col. Colenbine's and Sir Bevill Granville's) and to the five French Regiments (Earl of Galway's Regiment of Horse, Marquis de Miremont's Regiment of Dragoons and the Regiments of Foot of Major Gen. La Meloniére, the Earl of Lifford and Brigadier Belcastell) according to the musters and numbers from the days of landing in Ireland as follows viz. the first three in the usual manner and according to the allowances to other Regiments of Foot in Ireland and to the five others according to their numbers upon landing; to wit Regiment of Horse of nine Troops of 49 men each; Regiment of Dragoons of eight Troops of 49 men each, La Meloniere's 25 serjeants 26 corporals 13 drummers 456 private men the servants included; Earl of Lifford's 26 serjeants 26 corporals 10 drummers 417 private men, Belcastle's 27 serjeants, 27 corporals, 14 drummers 428 private men: and likewise 66 and 161 Reformed officers incorporated in the Regiment of Horse and Regiments of Foot respectively "the exigency of the service requiring the [payment of] same immediately upon their landing" and same now requires the approbation of a royal warrant. Ibid., p. 44.
Same to same for letters patent to pass the great seal of Ireland for a grant to James Roch of the forfeited estates as follows to him and his heirs &c. for ever in free and common socage: he having been at great charges to support the King's title and his own interest in some forfeited estates granted to him for his services in Londonderry; and by reason of making no benefit thereof he is reduced to deplorable circumstances.
Appending: schedule of lands hereby granted, being forfeited lands of And. Murrogh of Ballentary in the barony of Barrimore Co. Cork (to wit Lackanbehy 74 acres, Ballyglissane 111 acres, Consane 170 acres, Buninagh 128 acres, Ballyda 187 acres) and in the Barony of Lune Co. Meath (to wit Kildalky and Milestown 586 acres and part of Bracknaugh 39 acres) the total clear yearly value being 95l. 14s. 4d. Ibid., p. 45–6.
Same to same to detain and stop in the hands of the Receiver General of Revenue, Ireland a moiety of the money collected or to be collected pursuant to the patent of 1697–8 Jan. 12 which directed that the sum of 8000l. (part of 9000l. granted by Charles II to the late Earl of Orrery) should be applotted on the estates of several Roman Catholics to be collected therefrom and paid to Lionel, Earl of Orrery: it being now asserted by Charles Boyle, brother of said Lionel, that he is entitled to a moiety thereof. Nov. 23. Treasury warrant to the Surveyor General of Crown Lands for a particular of the capital messuage and scite of the manor of Says Court in Deptford and another piece of land and other premises as below all in order to a lease to John Evelyn Esq.
Prefixing: report dated 1691–2 Feb. 24 by William Taylor, deputy auditor [sic for Deputy Surveyor] on the petition of said Evelyn for same. The said messuage was granted to petitioner 1663 May 27 for 99 years at 2l. 2s. 6d. per an. rent and without fine as of the king's special favour; the king having promised him the inheritance of the premises; which were at that time valued by Sir Charles Harbord at 124l. 10s. 0d. per an. In 1663 Charles II granted to Sir Richard Brown Bart. a close or parcel of land called Westbroomfeild with several other parcels belonging to the said manor which grant was renewed on surrender 1671–2 Jan. 31 and is now vested in petitioner. These were valued in 1663 by Sir Charles Harbord at 316l. per an. The other piece of land is a ditch containing about half an acre already in lease to him. Nov. 24. William Lowndes to Mr. Rowe and Mr. Bridges to insert a clause in the deed of trust which you are to execute of the extended estate of Mr. Hinde (now to be granted to you for the benefit of the late Hearthmoney Contractors) that out of the profits of said estate Mr. Auditor Done as assignee of his father-in-law Sir Thomas Griffith may be enabled to receive the money due to him on the said Hinde's bonds in proportion with the said Contractors; it appearing that said Griffith was received into copartnership with the said contractors for an eighth part, his share being 10,000l. according to the articles but thereof he was only repaid 5000l. and was prevailed with by the partners to accept Mr. Hinde's bonds (who was then their cashier) for the remainder of his money. Treasury warrant to the Surveyor General for a particular of the pasture or marshland called Cow Pasture alias Gosdales in Poynton Co. Lincoln in order to a lease thereof to Eliz. Sandys.
Prefixing: said Surveyor General's report on the petition of Penelope Washington, one of the daughters of Col. Washington deceased. Charles II granted 1672 May 24 to Sir John Packington et al as trustees for petitioner and her three sisters Elizabeth, Katherine and Mary the above premises containing 126 acres. Mrs. Elizabeth Sandys is mother and executrix of Penelope the petitioner now deceased. Warrants not Relating to Money XVI, pp. 304–5.

Nov. 27. Treasury reference to the Agents for Taxes of the petition of Augustine Briggs late Receiver General of Taxes for part of Norfolk, shewing that he has had great losses by remitting money, the fall of guineas and paying soldiers' quarters &c. therefore praying time for getting in his debts and an allowance for his extraordinary charges. Nov. 27. Treasury reference to the Customs Commissioners of the petition of the master and owners of the Eaton frigate shewing that same is detained from proceeding on her voyage to China by reason of a seizure lately made by one Maddocks of 500l. of English money and 18 silver plates on presumption that same was intended for transportation whereas it was for river pay to the seamen and to buy fresh provisions for passengers and the plates were for the particular use of the President for China going on board her: therefore praying discharge of the seizure. Same to the Surveyor General of Crown Lands of the petition of Richard Topham for a grant of the farm house in Datchet Lane in Windsor with some outhouses thereto belonging and certain parcels of land which were part of Sir Richard May's lease of Underore farm and also part of a close lately purchased from James Pereman all which are in the King's hands and are no ways enclosed within the Park wall at Windsor nor employed in the King's service: all in consideration of his conveying to the King the reversion of Mrs. Dee's land. Nov. 28. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Emanuel Scroop How, one of the Grooms of the Bedchamber, of the office of Lieutenant or Keeper of the Forest and Chase of Alice Holt and Woolmer in Co. Southampton: for 45 years in reversion of the existing term therein which was granted to William Legg: with special power to the Trustees for Fee Farms to convey to such person as they think fit the annual rent of 31l. 2s. 11d. (mentioned in the constat below) as in trust for the grantee for defraying the fees salaries and wages to the underkeepers in the said forests during said term.

Same to the Attorney or Solicitor General for a great seal for a grant to Richard Cull gent. of the several manors of Rosedale Co. Yorks.; and Barton, Barrow, Gouxhill, Hogsthorp and Crowland Co. Lincoln: for 99 years in reversion of the death of the Queen Dowager (concurrent with any terms granted by her therein): at the yearly rent of 13s. 4d.: all which premises are valued at 552l. 15s. 8d. per an. by the Surveyor General during the continuance of the Queen Dowager's interest therein and thereafter are computed at 2964l. 16s. 10d. per an.
Appending: two particulars of the premises detailing the various rents and state of the demesnes and history of the title made out by Deputy Auditor Robert Hewitt: and memorandum by same and ratal by the Surveyor General of Crown Lands: (the manor of Rosedale consists of 39 farms the reversion whereof is valued at 1690l.; the improvement thereof I estimate at 2310l. The manor of Hogsthorp consists of divers farms lands the reversion whereof is valued at 820l. 2s. 9d. and the improvement thereof at 1026l. The rents of the manor of Barton-upon-Humber are 81l. 5s. 8d. per an. and the reversion [of the improvement thereof] is valued at 1056l. 13s. 8d. and 180l. for the improved value of the ferry and lands there. The rents of Barrow are 108l. 14s. 10d.: the improvement valued at 1413l. 12s. 10d. and 624l. for the demesnes. The rents of Gouxhill are 29l. 13s. 10d.: the improvement valued at 385l. 19s. 10d. and 402l. for the demesnes and 98l. 3s. 9d. for the perquisites of Court. Total 6106l. 12s. 10d.) Treasury warrant to Edward Hyldeyard, steward of his Majesty's manor of Richmond, to grant licence to Sir James Butler to let all or part of his copyhold estate within said manor for 41 years on paying a fine of 41s. all ut supra p. 180: Samuel Travers, the Surveyor General of Crown Lands, having on the said Butler's petition reported that he sees no inconveniency in granting such a licence to the petitioner; but that it may be rather [a means] to preserve and improve the lands and that 'tis a favour generally allowed by Lords of Manors to their tenants and that he has not observed above 12d. a year paid for such a liberty.
