Jan 10 Warrant from Treasurer Southampton and Lord Ashley to Thomas Warner, Sergeant at Arms, to arrest Richard Moore, of _.brewer. Henry Greene. of Brentford ("Brandford"), attorney at law, and Charles Blackmore. of Epping. co. Essex. innkeeper, for very much abusing several officers of the Excise. Jan. 10 Warrant from Treasurer Southampton to Alderman Backwell to deliver into the custody of Stephen Fox, Esq., so many boxes of the Dunkirk money as will make 3,702l. 1s. 4d., being for the pay of the regiment of guards under Thomas Lord Wentworth for two months: which said boxes are to be deposited until so much other money be coined to pay off the said sum. and then the said boxes to be returned into the Tower again. Warrant from Treasurer Southampton to Alderman Backwell to deliver to Sir Charles Berkley one box of the Dunkirk money to be deposited by said Berk ey as security for a loan of 1,000l. to be borrowed by him for the service of the Privy Purse. Ibid, pp. 66–7.
Jan. 13 Same from same to the Receipt to levy a tally of assignment purporting the payment of 300l. into the Receipt by John Searle, of Buckerell, co. Devon. being moneys remaining in his hand for sequestrations in that county unaccounted for: said Searle having in accordance with the King's command paid said money to Edmond Windham, to whom the King had made a grant of same. Warrant from Treasurer Southampton to the Customs Farmers to pursue the former warrant directed to them as Customs Commissioners for the payment of 10s. a day to Lord Belasyse as Governor of Hull and 8d. a day each for 20 soldiers. Ibid.
Jan. 14 Warrant by Lord Treasurer Southampton and Lord Ashley to Edw. Backwell and the Mint Officers to deliver boxes of the Dunkirk money sufficient to secure 20,000l. to be lent to the Cofferer of the Household by said Backwell, Alderman Meynell and Robert Vyner. Early Entry Book IV. p. 67.
Same from same to the Solicitor General. "The Excise being now farmed and the Sub-Commissioners of most counties discharged and many arrears lying out and such as cannot well bee got in without much care and time and the Sub-Commissioners having several pretences for the charges now in collecting the same, upon consideration of the whole with the present Commissioners of the Excise wee are of opinion it may bee for His Majesties service to compound for those arrears and to authorise perticuler persons to collect the same." Therefore authorise him to draw a Privy Seal to enable the Treasurer and Under Treasurer of the Exchequer to compound for said arrears grown due from 1660, D c. 25 to 1662, Sept. 28. Jan. 15 Treasurer Southampton to the Attorney General to hasten the bill for the present patent for the farm of the Customs, omitting therefrom the name of Sir Job Harby, having desired of the King in respect of his great age that his accompts may be stated and perfected between him and his partners, the former Farmers of Customs, and that what is due to him may be paid him out of that assignment which His Majesty has declared shall be made for paying off the whole debt of the former farm: said Harby having received from the King a testimony of his former services with a very great esteem. Jan. 20 Warrant from Treasurer Southampton to the Receipt to levy tallies to a total of 439l. 10s. 0d. in favour of Sir Edward de Carteret and Jo. Money warrant, dormant, for the several annuities to Lady Phillip Ashley of 266l., as granted by letters patent of 1662, Aug. 22, to Sir Anthony Ashley and Dame Phillipp his wife; and of 50l. to said Dame Phillipp Ashley by same letters patent the said Lady Phillipp Ashley being now the wife of Carew Raleigh, Esq., and surviving. Jan. 23 Warrant from Treasurer Southampton to the Receipt for tallies to be struck upon Gervas Bennet for 200l., being so much remaining in his hands of public moneys received upon the sale of Lichfield Cathedral, and for 79l.6s. 1d. upon thomas _,collector of the three Western rapes of the county of Suffolk for decimations. Governor of Guernsey, for the pay of 80 men of said garrison for eight months from 1662, April 19, to Nov. 29: same being exclusive of the old garrison of said island, which is alleged to be only 20 common men, the pay of the said old garrison being hereafter intended to be deducted from the establishment for the garrison of said island. Jan. 26 Treasurer Southampton and Lord Ashley to the Justices of Peace and the sheriff of the county of York. The Farmers of the Excise have complained to the Treasury that they find the people in some parts of co. Yorks, especially in the North Riding, not only refractory and averse from payment of the duty but very abusive to the officers. and letters from the officers show that the people are very much encouraged herein from the discountenancing of the officers by the Sheriff and Justices of Peace. Desire them to afford all assistance to the farmers of the duty, "otherwise we shall be necessitated as well for our owne discharge as their reliefe to represent the busines to the [Privy] Councill." Jan.26 Money warrant, dormant, for the wages and fee of 12d. a day and 26s. 8d. for a livery to Edward Swift, appointed by letters patent of 1661–2, Feb. 14, Keeper of His Majesty's game in and about the Palace of Westminster. Early Entry Book IV. p. 83.
Warrant from Treasurer Southampton to the Clerk of the Signet for a warrant to enable John, Bishop of Worcester, to pay his First Fruits of 944l. 17s. 6 ¾d. by four yearly instalments and on his own security. Ibid.
Same from same to the Receipt to cause tallies of assignment to be from time to time levied on Sir George Benyon, Francis Finch, Nathaniel Manton and Edward Wingate, Excise Commissioners, for payment of the 2d. out of every 20s. that shall be paid into the Receipt by Sir John Robinson and his fellow lessees, detailed, on the Farm of the Excise of London, Westminster, Southwark, Middlesex and Surrey. "That is to say for the allowance of the said two pence in the pound unto the said Commissioners out of such monies as shalbe receaved by them of the Excise of the other counties; or otherwise to strike tallies of assignement from time to time" on the said farmers. Treasurer Southampton and Lord Ashley to Sir Christopher Clapham, one of the Justices of Peace of co. Lincoln, forwarding affidavits for his perusal (and to be commanicated to Francis Wingfeild, another of the Justices of the said county) to "show you what cause wee had to have had recourse to some extremity in vindication of His Majesties revenue which layes under our charge. But having receaved your letter and having very good inclinations to beleive better of you wee declyned sending for you by a messenger, which had been our duty to have done." Jan. 27 Warrant from Treasurer Southampton to the Receipt for tallies to be levied to discharge the Earl of Sandwich of the following sums received and expended by him in his capacities as admiral of the Fleet to bring over the Queen from Portugul and as Ambassador Extraordinary thither, viz.: 31,534 crusadoes expended upon the accompt of that embassy and 2,110 crusadoes allowed to merchants and others employed in the service at Portugal, so as there yet remains 24,916 crusadoes for which he stands still accomptable, which three last sums His Majesty is pleased by a Privy Seal of Dec. 31 last to allow to the said Earl in recompence of his charges, &c., in that service. Nolan a parcel of pieces of eight of about 100l. sterling, which he brought with him on his return from Flanders, being his pay, he having served the Duke of York in his regiment, and afterwards the King of Spain, and having been driven into Appledore by a storm on his return.
