Paper concerning the State of the Borders.

A Paper offered to the House by Sir Edwyn Sandys, intituled, A Request. from the Right honourable the Earl of Cumberland, the Lord Bishop of Durham, Sir William Selby, and others, to the honourable House of the Commons.

Which was read, as followeth :

AMONGST many other Blessings enjoyed by his Majesty's most happy Entrance, his glorious Care to civilize the late Borders hath not been the least: For effecting whereof, his Highness hath neither spared his own princely Care for Direction, his Treasure, nor the Service of his Ministers; which hath brought forth a peaceable and quiet Estate to these Parts with good Hope of Continuance, if the Course now in Execution be not interrupted.

The Punishment of Murderers, Thieves, and Robbers, is One principal Effect of the Commission ; which is now done by justicing Offenders in the Country where the Offence is committed : Which Manner of Proceeding, because we understand that divers of your grave and honourable House do distaste, thinking it more just and indifferent, that every Offender, not taken with the Mainor, should receive Trial in his own Country; which we, for very important Reasons, under your honourable Favours, do take to be unserviceable for the Rooting out of Theft, and of apparent and especial Disadvantage to England; we have thought it our Parts, and in our own Names, and in the Names of the Gentlemen and Freeholders of Northumberland and Cumberland, whom this Matter chiefly concerneth (the far greater Part whereof, we do assure ourselves, are of our Opinion) to offer unto your grave and judicious Considerations the good Estate of these Parts ; and do pray you, with a brotherly Care, and Fellow-feeling of our Case, being Members with you of the same Kingdom, to be careful, in your Wisdoms and Charities, either not to mislike the present Form of Proceedings, whereof so great Good hath ensued ; or else to provide us a better Way instead thereof, quick in Execution, and such as may disappoint Offenders of all Escapes, Shifts, and Subterfuges.

This Request, upon the Reading, was conceived to be against a former Order, resolved, upon Question, in the House; yet was it left to the great Committee to consider of it.
