To relieve Creditors against Bankrupts.

Countess of Kildare's Bill. Expedit.

The Amendments on the Countess of Kildare's Bill were this Day read the Third Time; and thereupon the said Bill expedited.

Tonnage and Poundage.

Hodie 2a vice lecta est Billa, An Act for a Subsidy of Tonnage and Poundage.

And was referred to Committees: videlicet, (fn. 1)

Upon this Second Reading of the Bill, the Lord Treasurer made Declaration to the House, that, having perused and considered of the said Bill, he found some Omission or Imperfection in the same, meet to be reformed for His Majesty's Benefit and Service; and, to that End, it was moved, and Assented unto by the House, That a Conference might be had, by certain Com mittees of this House hereunder named, with a select Number of Committees of the Lower House: Whereupon a Message was sent, by Mr. Serjeant Crooke, Mr. Dr. Stanhope, and Mr. Dr. Hone, That their Lordships having found some Omission or Imperfection in the Bill, as is aforesaid (and nevertheless it was far from their Lordships to think it to proceed from any Coldness in Affection or Duty on their Parts); they therefore desired Conference with them, for Amendment of the Bill; for which Purpose, their Lordships had selected the Number of Thirty Committees, or thereabouts, of this House; and desired the Meeting to be To-morrow, the 19th of this Instant, by Two in the Afternoon, at the Outward Chamber, near the Parliament Presence. Unto this Message, the Lower House returned Answer, That they would give Meeting at the Time and Place prefixed; and that the Number of their Committees should be Sixty, or thereabouts.

Another Motion was made, and Assented unto, That, in this Conference, the Committees of the Lower House might be dealt with, to propound unto the said House their Lordships Desire and Expectation, that some Means may be by them considered of, for a Relief, or Subsidy, to be granted unto the King's Majesty, to supply His present Necessities.

By Occasion of naming the Committees for the Conference about the Bill for Tonnage and Poundage, the Question being renewed (which had been oftentimes before debated), Whether any of the Lords being absent should be named and admitted to be of a Committee or no; it was Agreed, and Resolved by the House, That an Order shall be entered in this Journal Book of the Parliament, That, from henceforth, no Member of this House whatsoever, being absent, shall be chosen or nominated to be of any Committee, unless the Bill or Cause of the Committee do concern any special Office, either of State or otherwise, under His Majesty; and, in such Case, though any of the Lords being such Officer be absent, he may be chosen to be of a Committee, and is to have Notice thereof given to him accordingly.

Adjourn.
