Selling Lands in Lincolne, &c.

AN ingrossed Bill from the Lords, intituled, An Act for the vesting several Manors, Lands, and Rents, in the Counties of Lincolne, Berkes, and Devon, in Trustees, to be sold, for the Buying of other Manors and Lands, to be settled for the same, or the like Uses, as those to be sold are now settled, was read the Second time.

Resolved, That the Bill be committed to Mr. Clarke, Lord Bellamount, Sir Robert Davers, Sir Francis Massam, Sir Math. Andrews, Sir John Banckes, Sir Tho. Haslerigg, Sir R. Hart, Mr. Hawtry, Mr. Colt, Mr. Ryder, Mr. Beddingfeild, Mr. Bickerstaffe, Mr. Goldwell, Lord Castleton, Sir John Moreton, Mr. How, Mr. Brewer, Mr. Hutchinson, Mr. Biddolph, Mr. England, Mr. Felton, Sir Tho. Grantham's Estate.

An ingrossed Bill from the Lords, intituled, An Act for enabling Vincent Grantham, Esquire, to lease Part of his Manor of Galthoe in Lincolnshire, for the raising Monies to pay Portions and Debts charged thereon, was read the Second time.

Resolved, That the Bill be committed to Lord Castleton, Sir Tho. Lee, Sir Wm. Yorke, Mr. Beake, Sir Edward Hussey, Mr. England, Sir Wm. Ellis, Mr. Fuller, Mr. Hyde, Mr. Harley, Mr. Fenwick, Sir John Moreton, Mr. Sherrard, Sir Wm. Strickland, Mr. Bromley, Mr. Waller, Mr. Dyot, Mr. Christy, Sir John Bowles, Sir John Key, Sir Tho. Darcy, Sir Mich. Wentworth, Sir Fran. Massam, Sir Mi. Wharton, Mr. Hampden, Mr. Tankred, Mr. Chaplyn, Sir Jos. Williamson, Sir Tho. Fountaine's Estate.

Ordered, That the ingrossed Bill from the Lords, intituled, An Act for divesting the Manors and Lordships of Bushwood and Lapworth, and several other Lands, Temements, and Hereditaments, in the County of Warwick, out of Andrew Fountaine, Esquire, and vesting the same in Trustees, for raising and paying a Debt due upon a Mortgage thereof, taken in the Name of the said Andrew Fountaine, be read upon Friday Morning next.

Causes in Chancery.

Ordered, That the ingrossed Bill from the Lords, intituled, An Act for the better Reviewing of Causes in Chancery, and other Courts of Equity, be read upon Friday Morning next, after Eleven a Clock.

Apprehending Highwaymen.

A Bill for the Encouragement of such as shall take and apprehend Highwaymen, was read the First time.

Resolved, That the Bill be read a Second time.

Sugar Trade.

A Petition of the Merchants, Planters, and Traders to, and interested in, their Majesties Sugar Plantations of Nervis, Mountserratt, Antegoe, St. Christopher's, and Jamaica, and greatest Part of Barbadoes, who all import Muscovado Brown Sugar not clayed, was read; setting forth, That the Petitioners having many and great Losses in the present War; and being, by Act of Navigation, enjoined bring their Sugars to this Kingdom; which they do with very great Hazard and Charges, both of Freight and Insurance (and, after That, have a very low Market for the same; which is chiefly occasioned by the Refiners lying under such great Encouragements by the Importing of clayed Sugar and Melasses, together with a very high Duty upon Low Wines, drawn from Melasses made in England, above that made from Corn; that thereby they are disabled to buy their Sugars, but at such Rates, as makes them Losers by them: That, hearing of a Petition of the Refiners lying before this House for some Relief; and that the Relief they crave is a Drawback on their White Sugars, when exported; and that they meet with Opposition therein, through the Suggestions of some Persons, that it would be against the Interest of the Plantations in general to grant it to them; they crave Leave to acquaint this House, That they cannot apprehend it to be any Prejudice; but, as it may enable the Refiners to continue their Works, will be a very great Relief and Help to the Plantations: And that a Drawback on their White Sugars, equal to what the Sugar Clayer hath, will, as they humbly conceive, as it helps them, be beneficial to the Sugar Plantations in general, and to the English Navigation: And humbly praying (inasmuch as their Market or Sale of Sugars here at home depends upon the Support of the Refining of Sugar in England; and that a Drawback, equal to what the Clayer hath, is that which will help them, That this House will take it into their serious Consideration; and grant them Relief in that, or any other such Ways as . . the House should seem meet.

Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Consideration of the said Petition of the Refiners of Sugar in England, is referred.

Ordered, That the Barbadoes Planters be heard before the said Committee, touching the Matter of the said Petition.

Supply Bill; Poll Tax.

Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider of the Bill for a Quarterly Poll.

Mr. Speaker left the Chair.

Mr. Solicitor General took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Solicitor General reported from the said Committee, That they had made a considerable Progress in the Bill; and that they had directed him to move the House, That they may have Leave to sit again.

Resolved, That this House will, upon Friday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the said Bill; and nothing to intervene.

Irish Forfeitures.

Ordered, That all Committees be adjourned; except the Committee appointed to receive Proposals for raising Monies upon the forfeited Estates in Ireland, and to inquire into the Proposal of the forfeited Estates there.

Ordered, That Mr. Arnold be added to that Committee.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
