Navigation and Fishing in America.

Hodie 3^a vice lecta est Billa, An Act for the Maintenance and Increase of Shipping and Navigation, and for the freer Liberty of Fishing and Fishing Voyages, to be made and performed in and upon the Seas, Sea-coasts, and Places of Newfoundland, Virginia, New-England, and other the Seas, Sea-coasts, and Parts of America.

Put to the Question, and Expedited.

This Bill was first reported by the Earl of Westmerland as fit to pass.

Making Arms serviceable.

The Lord Steward reported the Bill of Arms, which was re-committed, as fit to pass, with some small Amendments in the Proviso formerly reported to the House.

Ditto.

Raleigh's Restitution in Blood.

The Lord President reported the Bill for Restitution of Carew Raleigh fit to pass, with some few Amendments, and one Proviso.

Collections for the Poor in the late Infection.

Upon the Reading of the Petition of the Churchwardens, &c. of St. Margarett's in Westm. who humbly desire some Portion out of the Public Collections made for Relief of the Poor, in this late Infection, towards their Satisfaction and Disengagement for Monies which they had disbursed aforehand, according to their Lordships Direction from Oxon; the Lords Committees for Privileges, &c. are to consider of this Petition, at such Time as they shall meet, and to consider also of an Allotment for London, Westm. and all the Places adjoining, according to the Order made at Oxford.

L. Arundell committed to the Tower by the King.

The Earl of Arundell being committed by the King to The Tower, sitting the Parliament; the House was moved, To take the same into their Consideration; and so to proceed therein, as they might give no just Offence unto His Majesty, and yet preserve the Privilege of Parliament.

The Lord Keeper thereupon signified to the House, That he was commanded to deliver this Message from His Majesty unto their Lordships: videlicet,

Message from the King.

"That the Earl of Arundell was restrained for a Misdemeanor, which was Personal unto His Majesty, and lay in the proper Knowledge of His Majesty, and had no Relation to Matters of Parliament."

Whereupon the House was put into a Committee.

And being resumed;

Privileges.

The Lords Sub-committees for Privileges, &c. were appointed to search for Precedents, concerning the Commitment of a Peer of this Realm, during the Time of Parliament.

And the Lord Chief Justice, Mr. Justice Dodderidge, and Mr. Justice Yelverton, to attend their Lordships.

To meet when they please, and to report (when they are ready for it) what their Lordships think fit unto the Consideration of the House.

Sir Thomas Munson.

Whereas Yesterday, upon the Motion of the Earl of Clare, a Committee was appointed, to consider of the Report made unto this House, 28th of May 1624; touching the Damages which the Earl of Midd. should re-pay unto Sir Thomas Munson, and what is fit to be done thereon; the said Earl of Clare did this Day signify unto the House, That, upon Search of the Journal Book of that Year, he found an Order there entered, concerning the same, dated 29th of May, Anno eodem 1624, which was read.

Whereupon it is this Day Ordered, That the said Sir Thomas Munson shall either exhibit his Petition unto His Majesty, for Relief against the said Earl of Midd. or exhibit his Bill in the Chancery against the said Earl; and the Lord Keeper (according as the Equity of the Cause shall require) shall order what Recompence the said Earl shall pay unto the said Sir Thomas Munson, for the said Six Baronets, and for the said Suit to compound with the Tenants of Wakefeild, promised unto him by the said Earl upon a Bargain.
