Warrant from Treasurer Southampton to the Customs Farmers to pay 18l. to Thomas Greene, one of the messengers of the Chamber, for 108 days' attendance on the Customs Farmers at 3s. 4d. a day: and to continue said allowance in future. With like warrant for the like amount for attending the Lord Treasurer for same time. Ibid.
Same from same to the Clerk of the Signet attending, for a Privy Seal in the terms of a draft prefixed, for 260l. to Nathaniel Moyle for himself and the other children of Lieut. Col. Moyle, who left a considerable command under the States General to serve the late King, in which service he was slain: the said money being due to be paid into the Exchequer of the Duchy of Cornwall for a fine payable by Thomas Hendy on a contract for a small tenement in the parish of West Anthony. Money warrant, dormant, for 20l. per an. to Richard Aldworth for the office of one of the seven auditors of the Exchequer Court, as by letters patent of 1642–3, Feb. 10, granting same to him in reversion, and he leing now entitled owing to the death of Thomas Brinley. Ibid, p. 171.
Money warrant for 329l. to Elizabeth Dew, widow of Arthur Dew, who in 1643 furnished 1,000 coats for soldiers of the English Army in Ireland, for which he received an order for 491l., which, however, remained unsatisfied: said 329l. to be by tally upon Thomas Carlesse, collector within the county of Hereford of the assessments raised for the relief of Ireland. April 6 Same from same to same to observe a clause granted to the New England Company to transport annually [from England to New England] 1,000l. [in foreign coin]. Ibid, X. p. 190.
Prefixing:—Said clause, viz., as granted in the Charter of Incorporation for propagating the Gospel among the heathen natives in New England and the parts adjacent in America, dated 1661–2, Feb. 7, as follows, viz., "and that a supply of forreigne coyne or monyes according to the abilities of the said Company and their successors may not be wanting to be employed for and towards the ends and purposes aforesaid we? doe ... grant free licence ... to the said Company by direction from time to time of the Governor and any five or more of the said Company" to ship any quantity or quality of Spanish or other foreign silver coin not exceeding 1,000l. per an. free of Custom on due entry in the Custom House of all details of said shipment.

April 9 Warrant from Treasurer Southampton to the Customs Farmers to observe the warrant of 1661, Oct. 11, ut supra p. 293, for payment of Lord [Robartes of] Truro's fee as Lord Privy Seal. Early Entry Book III. p. 2.
April 10 Same from same to the Receipt for tallies on the Customs Farmers for 1,535l. 16s. 0d. for two months to the 21st ult., for the garrison of Hull: and 262l. 5s. 4d. for the like for the garrison of Scarborough. Ibid, IV. p. 175.

April 13 Commission from Treasurer Southampton constituting Francis Hodges and John Lawrence, gent., to be Solicitors of Excise to prosecute the multitude of suits depending in the Exchequer against debtors for Excise and arrears of Excise in the hands of farmers, sub-commissioners, merchants and other persons: with the salary of 100l. per an. each. Money warrant for 17,500l. to Thomas Povie for the first three months' pay to Feb. 4 last of the city, port and garrison of Tangier, of which he is appointed Receiver; as by the Privy Seal of the 3rd inst. directing a payment of 69,398l. 15s. 0d. and a further 601l. 5s. 0d. to him yearly, designed for the pay of said garrison, for raising or building a mole or harbour at the said city and repairing the cast e and fortifications and other incidents: first three months' pay to begin from 1662, Nov. 4. Same from same to the Receipt for the Tenths of certain dioceses, detailed, in separate amounts and to a total of 8,020l. to be assigned to the Master of the Great Wardrobe: 3,000l. April 15 Royal sign manual to the Earl of Southampton and Lord Ashley "Whereas our very important and pressing occasions forced us to give you order to make use of much more of our Dunkirke money then at first we intended, soe as of the French money carryed into our Mint if our servant Stephen Fox Esqr. Paymaster of our Guards be paid out of the same the last 35,000l. we formerly ordered him, there will not remaine 100,000l. stirling, whereupon you intended to have charged upon himselfe towards the payment of that summe 35,000l., 11,300l. and odd pound which he received by vertue of our letters patents in sterling money here in London as part of the Dunkirk money; which money for divers considerations leading us thereunto wee resolving he shall retaine in his owne hands till wee shall otherwise order the same we require you though it doe breake into the summe of 100,000l. which wee determined should have bin made up out of the French money carryed into our Mint to be coyned there, that you order him the said summe of eleven thousand three hundred and odd pounds out of the same and that you permit him to retain the money before mentioned, by him received, untill wee shall signifie our further pleasure therein." Same, dormant, for the wages and fee of 40l per an. to John Clement, appointed by letters patent dated 1662. Dec. 4, one of His Majesty's musicians in ordinary loco William Lawes, deceased: with arrears thereon from 1660, June 24. Ibid, p. 182.
Treasurer Southampton to [? the Justices of Peace of co. ] complaining of the order issued concerning the payment of the Excise. "We were much disturbed with it finding it soe distant from those professions you made to us when you parted from hence: for as we were very willing you should have a care the farmers governed themselves by the act, soe wee could not suppose you would have given countenance to divert the payment from the farmers with whom in His Majesties behalfe the contract was made." Enjoins the withdrawal of the warrant thereupon on account of the prejudice which will otherwise attend it. Ibid, XI. p. 242.

April 16 Warrant from Treasurer Southampton to the Receipt for tallies to be levied on the Receivers of the Voluntary Present in co. Durham for 1,045l. 2s. 6d., being so much paid by them to Viscount Mansfield towards providing robes for the Coronation. (Warrant cancelled, seeinfra. p. 519, under date 1663, April 30.) April 17 Same from same [to the Commissioners at Weavers' Hall] to restore to His Majesty's footmen a box marked C.R. containing two dozen of hair hats for said footmen, same having been seized by the Weavers? Hall people from the house of Mr. Allen, the King's tailor, Dec. 27 last. Ibid, X p. 192
Same from same directing that the farm of the Excise of co. Rutland be re-assumed from Samuell Gibson and granted to Alexander Noell and John Cary for 2 ½ years from Lady Day last at 500l. per an. with the like covenants, &c., as in Gibson's case. Prefixing:—Memorial of the 13th inst. from the Excise Commissioners representing that said Gibson, to whom said farm was let for three years at 1,000l. per an. rent, has prayed the discharge of said farm as he cannot possibly raise the said rent, and that he cannot possibly hold it without being ruined: and proposing to accept the offer as above from said Noell (who was formerly recommended by the Justices of Peace of Rutland as a fit person for said farm) and Mr. Cary, whom said Noell prays to be joined with him in said farm.
April 20 Money warrant for 472l. 5s. 4d. to Christopher Lord Hatton, for the pay of the garrison of Guernsey for four months from Nov. 29 last. Ibid, IV. p. 217.
Treasurer Southampton to [? the Justices of Peace of Bristol, Gloucester or Somerset] concerning the petition from the farmers of the Excise of Bristol. with the representation of frauds and abuses practised by brewers and others who ought to pay Excise, "and that yourselves who ought to have beene assistant to them [the farmers] in the peaceable levying and recovering of the same have not onely neglected and refused to give them assistance but suffered tumults to be raised upon them in executing their office and rescueing distresses when made." As these complaints are of so high a nature transmits them herewith for examination before other course be taken. Expects every assistance to be afforded to the farmers in recovering their just dues. April 21 Money warrant for 50l. to Sir Anthony Jackson as royal bounty for services, &c. Ibid, IV. p. 190.

April 24 Warrant from Treasurer Southampton to the Customs Farmers to discharge a seizure of a parcel of sugar imported by Thomas King, merchant, and of the ship bringing same from Hamburg in Germany. Ibid, X. p. 194.
Prefixing:—Note of said King's petition and report thereon from the Customs Farmers.
April 28 Circular warrant from Treasurer Southampton to the Customs officers in the various ports to permit an officer deputed by the Fellowship of the Merchants Adventurers of England to have a place in the Custom House of each said port among the clerks there, to which officer the merchants and others, whether freemen of the said fellowship or not, that shall enter any clothes or other woollen commodities shall present and exhibit a bill of entry of same over and above the number of the bills formerly used, without which bill so to be presented no entry of any such goods shall be allowed or pass, "and you shall not suffer any cocquet, certificate or other warrant for any cloth, kersies, perpetuanoes, stockings or other English woollen commodities neither for Germany or the Low Countries nor for any other place or port whatsoever to pass as sufficient for the shipping of such goods unless the same be signed by such officer so appointed": the said officer to have power to take bond of the merchant or the master of the ship for due discharge as by the cocquet, and for sufficient certificates thereof; said bonds, &c., being made and taken by said officer without any charge to the merchant or the parties entering or bound: all in view of the letters patent granted 1660–1, Jan. 1, renewing to the said fellowship their ancient charters and privileges, and in view further of the royal proclamation of 1662. May 14 giving liberty to all the King's subjects from the 20th of the said May to the 25th Decr. following to transport out of the kingdom all woollen manufactures whatsoever to any port or place beyond the seas lying within the limits and bounds of the said Merchant Adventurers patent, except Dordrecht and Hamburg, which liberty His Majesty then declared to be no more but as a temporary dispensation: and in view finally of the royal proclamation of the 8th inst., declaring the said proclamation of 1662, May 14, and all licences and liberties thereby granted for a temporary essay and trial to be expired, determined and void, and further declaring His Majesty's pleasure concerning the due execution and observance of the charters of the said fellowship in future. Warrant from same to the Receipt for tallies to be struck for 1,603l. on the Excise and Customs for six months' pay for the garrison of Plymouth, 1662, Oct. 3, to 1662–3, March 19. Ibid, IV. p. 194.

April 28 Warrant from Treasurer Southampton to Beavis Lloyd, Receiver General of His Majesty's revenues in co. Brecknock, to pay to the Earl of Carbery the fee of 40 marks per an. for his office of Governor of the haven, port, creeks, roads and harbours of Milford, as by the letters patent of 1643, Nov. 17. [?] Money warrant, dormant, for the fee of 12d. a day to Henry Redman for his office of keeper of His Majesty's game of hares, pheasants and partridges within Waltham Forest, as by letters patent of 1660, Sept. 1. Ibid, p. 196.
April 29 Warrant from Treasurer Southampton to the Receipt to cause a tally of assignment to be levied upon the receiver of the Duchy of Cornwall for 160l., being a fine payable to the King by William Lockyer upon a copy of a small living in the manor of Widcombe, which the King has granted to Edward Evans as royal bounty. Money warrant for 500l. to Sir Henry Bennet, late Keeper of the Privy Purse, for the acquitting and discharging of several debts charged upon the Privy Purse during his attendance in that service Ibid.
Same for 5,000l. to Lawrence Hyde for one year's allowance to Lady Day next for the offices or places of Gentleman and Master of the Robes, as by the letters patent of 1662, August 21. Ibid, p. 200.

April 30 Warrant from Treasurer Southampton to the Customs Farmers to pay 11l. 6s. 8d. to John Reeve, son of John Reeve. deceased, late messenger attending Treasurer Southampton, being his fee from Sept. 29 last to Dec. 7 last when he died. Early Entry Book IV. p. 213.
Same from same to the Customs officers and the farmers of the duty of 5s. a ton on French ships, to forbear demanding said duty from certain French vessels now in the road before Plymouth, in which are 1?200 soldiers attending an occasion to pass to the service of Portugal. Ibid, X. p. 193.
Prefixing:—Signification by Secretary Bennet of the King's pleasure that the said vessels should be furnished with provisions and well treated there, and particularly that the above duty be not exacted.
Same from same to same to discharge the seizure of the ship "Pallace" of Flushing, Anthony Vanacker, of Flushing, owner, seized in London port for having in its lading one bale of julep ("jollip"). Ibid, pp. 195–6.
