Friday, June 11. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Barbados.

Read a letter from Sir Thomas Robinson, Governor, dated April 23rd, with a postcript of the 8th of May last, giving an account of the arrival of a French fleet in those parts, which has thrown the Island into great consternation, and the steps he has taken for the defence thereof, with an appendix, containing several papers referred to, in his said letter.

Ordered that copies of the said letters and papers be prepared, and the draught of a letter to his Grace the Duke of Newcastle, for enclosing the same.

Massachusetts.

Read two letters from Mr. Shirley, Governor of the Massachusets Bay, dated Boston, March 27th, 1745. The first relating to the expedition intended against the French at Cape Breton; the other, dated Boston, April 4th, 1745, giving an account of what passed between himself and Commodore Warren, in relation to the said expedition against Cape Breton.

Jamaica.

Read three letters from Mr. Trelawney, Governor of Jamaica, the first dated December 22nd, 1744, mentioning the discovery of a conspiracy of several head negroes, and upon some doubts started as to the power of the magistrate to try them; his calling an Assembly to explain the Act that appoints the tryal of negroes; referring likewise to the minutes of Council, relating to his suspension of Mr. Isaac Gale, whom he had appointed a member of that Board; the two others, dated March 30th, 1745,— one in answer to the Board's letter of the 19th July, 1744, desiring his opinion concerning the petition of Messrs. Philp and Perrin about Royal Mines, and inclosing an extract of the minutes of Council of the 2nd February last, upon that subject. The other, transmitting the following minutes of Council, Assembly, and Acts passed there the 21st December, 1744, viz.:—

Ordered that the Secretary write to Mr. Sharpe, agent for Jamaica, desiring his attendance at the Board to–morrow sen' night [Wednesday, 19th instant], in order to have some discourse with him on the subject of the above petition.

Massachusetts.

The Board took into consideration the draught of a report upon nine Acts, passed in the Massachusets Bay in October, 1741, and January, 1741–2, ordered by the minutes of Tuesday last, and directed the Secretary to write to Mr. Kilby, agent for the said province, to attend them on Thursday next [Thursday, the 20th].

Barbados.

The draught of a letter to his Grace the Duke of Newcastle, for inclosing copies of Sir Thomas Robinson's letter, and of the papers thereto annexed, having been prepared, as ordered by the minutes of yesterday, was laid before the Board, agreed to, transcribed and signed.

Read a letter from Sir Thomas Robinson, Governor of Barbados, dated March 24th, 1744–5, relating to a cartell settled with the French General of Martinique for the exchange of prisoners, the present state of the Council and of the fortifications, to the encouragement of privateers, and illegal trade carried on from Ireland to the French Charribee Islands.

New Jersey.

Read a letter from Mr. Morris, Governor of New Jersey, dated Kingsbury, January 28th, 1744–5, relating to the obstinacy of the Assembly, paper Bills of Credit, the present state of the Council in that province, and transmitting the following public papers, viz.:—

The speeches of Governor Morris to the Assembly of New Jersey at Burlington, the 22nd June, 1744, with their address and message to him; and some observations from the votes of the said Assembly.

Thursday, June 13. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Massachusetts.

Mr. Kilby, agent for the Massachusets Bay, attending, as desired by the minutes of Tuesday last, the Board, after some discourse had with him on the subject of an Act, passed in that province, in October, 1741, to encourage men to enlist themselves in the Province Snow, and more effectually to guard the sea coast during the war with Spain, took again into consideration the draught of a report upon nine Acts, passed in the Massachusets, ordered by the minutes of the 26th of May, and having gone through the same, agreed thereto, and ordered it to be transcribed.

New Jersey.

Read a letter from Mr. Morris, Governor of New Jersey, dated Kingsbury, February 1st, 1744–5, inclosing a copy of his letter to Mr. Partridge, the agent, desiring the confirmation of two Councillors whom he has sworn in, and recommending four new ones to supply the present vacancies.

Ordered that a draught of a representation to their Excellencies the Lords Justices be prepared, proposing Edward Antill, James Hude, Andrew Johnston, Peter Kimboll, John Coxe and Thomas Leonard, Esquires, to supply the vacancies in the Council of New Jersey, occasioned by the deaths of Fenwick Lyell, Peter Baynton, and Archibald Home, Esquires, and by the resignations of Cornelius Van Horn, John Schuyler and John Wells, Esquires, the two first being not able on account of their private affairs, and the other being by age and infirmities incapacitated to attend the service of the Board, and having accordingly desired leave to resign their seats there.

Wednesday, June 19. Present:—Lord Monson, Colonel Bladen, Mr. Plumer, Mr. Leveson Gower.

Jamaica.

Mr. Sharpe, agent for Jamaica, attending (as desired by the minutes of the 11th instant), the Board had some discourse with him upon the subject of Messrs. Philp and Perrin's petition about Royal Mines in the Island of Jamaica; and the further consideration of the said petition was referred to another opportunity.

Barbados.

At the same time, the Board, after some discourse had with Mr. Sharpe, agent likewise for the Island of Barbados, in relation to the present state of the Council there; ordered the draught of a representation to the Lords Justices to be prepared, recommending James Carter and William Barwick, Esquires, to be appointed of the Council in that Island, in the room of Charles Dunbar and Thomas Harrison, Esquires.

New Jersey.

At the same time, ordered likewise that letters be writ to Richard Salter and Abel Dottin, Esquires, to acquaint them that Sir Thomas Robinson, Governor of Barbados, has represented to the Board that there is not a sufficient number of Councillors resident in the said Island, to carry on the business there; and praying that others may be appointed in the room of those that are absent; and that the two above–mentioned gentlemen be desired to let the Board know if their intentions are to return to the said Island, and how soon.

The draught of a representation to the Lord Justices, having been prepared, as ordered by the minutes of the 13th instant, proposing Edward Antill, James Hude, and Andrew Johnston, Esquires, to supply the vacancies in the Council of New Jersey, by the deaths of Messrs. Lyell, Baynton and Hume, was agreed to, transcribed and signed.

Ordered that the draught of another representation to the Lords Justices be prepared, proposing Peter Kimboll, John Coxe and Thomas Leonard, Esquires, to be Councillors of New Jersey, in the room of Cornelius Van Horn, John Schuyler and John Wells, Esquires, who have desired leave to resign their places at that Board, the two former on account of their private affairs, and the latter by reason of his great age and infirmities.

Masschusetts.

The draught of a report to the Lords of the Committee of Council, upon nine Acts, passed in the province of the Massachusets Bay, in October, 1741, and January, 1741–2, having been transcribed, as ordered by the preceding minute, was laid before the Board and signed.

Barbados.

The draught of a representation to the Lords Justices, recommending James Carter and William Barwick, Esquires, to be of the Council in the Island of Barbados, ordered by the minutes of yesterday, having been prepared and laid before the Board, the same was agreed to, transcribed and signed.

New Jersey.

The draught of another representation to the Lords of Justices, recommending Peter Kimboll, John Coxe and Thomas Leonard, Esquires, to be of the Council of New Jersey, ordered likewise by the preceding minutes, having been prepared, was laid before the Board, agreed to and signed.

Wednesday, June 26. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Pitt, Mr. Leveson Gower.

Barbados.

Mr. Dottin, to whom the Secretary wrote the 20th instant, by order of the Board, attending, acquainted them, that he designed to return to Barbados as soon as his private affairs would give him leave, which he hoped, would be soon.

Leeward Islands.

Read a letter from General Mathew, Governor of the Leeward Islands, dated at St. Christophers, April 22nd, 1745, transmitting the following public papers, viz.:—
Minutes of Council of Montserrat, from the 1st of October to the 17th of November, 1744.
Three Acts, passed at Antigua, in November, 1744, February and March, 1744–5.
Two Acts, passed at Nevis, the 18th of April, 1745.

South Carolina.

The draught of an answer to the several letters received from Mr. Glen, Governor of South Carolina, since the Board's last to him, having been prepared, was laid before the Board, agreed to and ordered to be transcribed.

North Carolina.

The draught of a letter to Mr. Johnston, Governor of North Carolina, having been prepared, was laid before the Board, agreed to and ordered to be transcribed.

Leeward Islands.

The draught of an answer to the several letters received from General Mathew, Governor of Leeward Islands, since the Board's last to him, having been prepared, was laid before them, agreed to, and ordered to be transcribed.

Thursday, June 27. Present:—Lord Monson, Colonel Bladen, Mr. Brudenell, Mr. Plumer, Mr. Leveson Gower.

Barbados.

Read a letter from Mr. Salter, one of the Council of Barbados, dated the 22nd instant (in answer to one wrote him by order, the 20th instant), acquainting the Board, that he is detained in England by his indisposition, but he hopes for their lordships' indulgence for two years longer, when, he believes, he shall be able to return to Barbados.

Miscellanies.

Upon the vacancy of a clerkship, by Mr. Pownall's being appointed solicitor and clerk of the reports, in the room of Mr. Popple, promoted to the Government of the Bermuda Islands, Mr. Ashe recommended Mr. Silas Bradbury to supply the said vacancy, and he was accordingly approved of by the Board, and admitted.

Virginia.

The draught of an answer to the several letters received from the Lieutenant Governor of Virginia, since the Board's last letter to him, having been prepared and laid before the Board, was agreed to, transcribed and signed.

North Carolina.

The draught of a letter to Mr. Johnston, Governor of North Carolina, ordered by yesterday's minutes to be transcribed, was laid before the Board and signed.

Jamaica.

The draught of an answer to the several letters received from Mr. Trelawney, Governor of Jamaica, since the Board's last to him, was laid before the Board, agreed to and ordered to be transcribed.

South Carolina.

The draught of a letter to Mr. Glen, Governor of South Carolina, ordered to be transcribed by yesterday's minute, was laid before the Board and signed.

Leeward Islands.

The draught of a letter to General Mathew, Governor of the Leeward Islands, ordered to be transcribed by yesterday's minutes, was laid before the Board and signed.

Barbados.

Ordered that an extract be made of so much of Sir Thomas Robinson's letter of the 24th of March last, as relates to the cannon and other stores of war wanted in the Island of Barbados; and that the draught of a letter be prepared, for transmitting the same, to his Grace the Duke of Newcastle.

The draught of a letter to Mr. Trelawney, Governor of Jamaica, ordered to be transcribed by yesterday's minutes, was laid before the Board and signed.

New York.

The draught of a letter to Mr. Clinton, Governor of New York, on the subject of an Act passed there (of which complaint was made by the Moravians, as mentioned in the minutes of the 15th of May last), having been prepared, was laid before the Board, agreed to and signed.

New Jersey.

The draught of an answer to the several letters received from Mr. Morris, Governor of New Jersey since the Board's last to him, having been laid before the Board, was agreed to and ordered to be transcribed.

Barbados.

The draught of a letter to his Grace the Duke of Newcastle, ordered by yesterday's minutes, was laid before the Board, agreed to, transcribed and signed.
