The Right Honourable William Pitt, Esquire, Paymaster General of his Majesty's forces and the Right Honourable Henry Fox, Esquire, Secretary at War, being present, their lordships took into further consideration Mr. Shirley's report upon the state of Mr. Clinton's accounts of expenses on the intended expedition against Canada and made a further progress therein.

The Right Honourable William Pitt, Paymaster General of his Majesty's forces, and the Right Honourable Henry Fox, his Majesty's Secretary at War, attending, their lordships made a further progress in the consideration of Mr. Shirley's report upon Mr. Clinton's accounts on the intended expedition to Canada.
Read a letter from Mr. West, Secretary to the Lords of the Treasury, dated the 31st of February, 1749–50, [sic] inclosing a memorial of Benjamin Avery, agent for Connecticut, to their lordships, praying payment of £8,825 6s. 6d. sterling, for expenses on account of the expedition intended against Canada; also a memorial of Elisha Williams, attorney to Martin Kellogg, employed by the Colony of Connecticut to pilot the fleet intended for the said expedition, praying payment of £259 17s. 6d. for his service and expenses; referring the said memorials and accounts to this Board to examine and state with the other demands of the like nature.

The draught of a report to both Houses of Parliament, in pursuance of a letter from his Grace the Duke of Bedford, inclosing an address of the House of Lords, that his Majesty would give directions to this Board to prepare and lay before both Houses a scheme for the better securing, extending and carrying on the trade to Africa, having been prepared, pursuant to the minutes of the 18th of last month, was laid before the Board, agreed to, transcribed and signed.
Newfoundland.
The draught of instructions for Francis William Drake, Esquire, Governor of Newfoundland, having been prepared, pursuant to the minutes of the 20th of last month, was laid before the Board and agreed to, and a representation to his Majesty thereupon together with a letter to his Grace the Duke of Bedford inclosing the same, were signed.

The Right Honourable William Pitt, Paymaster General of his Majesty's forces attending, their lordships made a further progress in the consideration of the accounts relative to the intended expedition against Canada.
Read a letter from the Duke of Bedford, dated the 31st January, 1749–50, transmitting the memorials of Sir William Pepperell, Baronet, and Brigadier Waldo, and also the memorial of the American officers detained at Louisbourg, after the reduction of that place; and signifying his Majesty's pleasure that this Board do take their respective cases into consideration with those others relating to expenses incurred on American services now before the Board, in order for the consideration of Parliament.
Ordered that the draught of a letter to his Grace the Duke of Bedford be prepared in answer thereto.
Miscellanies.
The Secretary laid before the Board an account of the incidental charges of this office, from Lady Day, 1749, to Midsummer following, amounting to five hundred, thirty pounds, eighteen shillings; and a letter to the Lords of the Treasury desiring payment thereof, and of the salaries due to the Secretary and under officers in the service of this Board for the same time, was agreed to and signed.

Read a memorial of the merchants of Bristol and Liverpool, dated the 12th of February, 1749–50, praying their lordships to give orders that the books and papers to support their schemes for a regulation of the African Trade, that have been laid before the Board, may be delivered to the memorialists, they being obliged to return the said books and papers to several merchants, the respective owners thereof.
Ordered that the papers mentioned in the said memorial be delivered to them.
Thursday, February 15. Present:—Earl of Halifax, Mr. Grenville, Lord Dupplin, Mr. Townshend.
Nova Scotia.
Their lordships took into consideration the letters and papers last received from Colonel Cornwallis, mentioned in the minutes of the 9th of last month, and ordered the draught of a letter in answer thereto to be prepared.
New York.
Mr. Cathewood, Secretary to Mr. Clinton, Governor of New York attending, laid before the Board a letter from Mr. Clinton to him, acquainting him that Mr. Livingston, one of the Council of the said province, was lately dead there.
Ordered that the draught of a representation to his Majesty be prepared, proposing that William Johnson, Esquire, may be appointed of the said Council in the room of Mr. Livingston.

Nova Scotia.
The draught of a letter to Colonel Cornwallis, Governor of Nova Scotia, having been prepared, pursuant to yesterday's minutes, was laid before the Board, agreed to, transcribed and signed.

Read an address of the House of Commons to his Majesty, the 15th February, 1749–50, that he will be pleased to give directions that there be laid before that House a copy of a representation of the Commissioners for Trade and Plantations to the House of Lords, dated the 23rd of January, 1733–4, in obedience to his Majesty's commands, pursuant to an address of that House to his Majesty, for an account of the laws made, manufactures set up and trade carried on in any of his Majesty's colonies in America, which may have affected the trade, navigation and manufactures in this kingdom.
Ordered that a copy be made of the said representation with all possible dispatch.
