[? 17].		 Royal warrant dated St. James's to the Clerk of the Signet for a privy seal to authorise the Lord Treasurer to appoint Receivers General of the Land Tax anno 1713. (Privy seal dated May 22 hereon.) Out Letters (Affairs of Taxes) II, p. 133.
May 16. Money warrant for 1,104l. 2s. 2¼d. to the executors of George Lillington for 1710 May 15 to 1711 June 22 on the moiety of the 2,000l. per an. salary of Robert Lowther, Captain General and Governor in Chief of the island of Barbados and several other islands and places in America, being the time during which the said Lillington acted as Commander in Chief of the said Islands; he having been sworn in as President of the Council and Commander in Chief of said Islands on the 15 May 1710 and the said Lowther having arrived there on the 22 June 1711. Letter of direction for 4,360l. 13s. 9d. to Charles Eversfeild, Treasurer and Paymaster of the Ordnance: out of moneys now remaining in the Exchequer of the Contributions on the Class Lottery anno 1712: and is intended to be applied to Land Services [of the Ordnance] and to be taken as part of 589,839l. 17s. 4d. voted to make good the deficiency of the grants anno 1711 and as in full of the Ordnance proportion of that Deficiency. T. Harley to Capt. Nevill to report on the enclosed petition [missing] from Capt. Paget et al. complaining that whilst they were prisoners they received but half subsistence and that they are not paid so far as other prisoners of the same Brigade. Out Letters (General) XX, p. 422.
May 16. T. Harley to the Earl of Portmore to report on the enclosed report [missing] from the Comptrollers of Army Accounts concerning Mr. Lawrence's drugs and medicines. Ibid., p. 423.
Same to the Earl of Dartmouth enclosing the Postmaster General's state of the case relating to the correspondence between this Kingdom and France and the project of a Treaty for settling same. Please forward same “in the most authentick manner” to the Duke of Shrewsbury, her Majesty's Ambassador Extraordinary to France, to the end he may put this affair into some method by which the correspondence between both kingdoms may be speedily settled. I also enclose the Customs Commissioners’ report on the Portugal Envoy's memorial concerning Duties on wines of Portugal, which memorial you sent to my Lord Treasurer in your letter of the 11th inst. Same to the Customs Commissioners to report on the case of a vessel belonging to Calais and bound for Norway but lately seized by the Customs offices at Sole Bay. Ibid., p. 424.
Same to the Board of Ordnance. By order of Council the Queen has directed proper stores out of your Office to be sent to Virginia for defence of her subjects against the Indians. You are to take care that the time for sending them be not lost. Ibid., p. 425.
Same to the Commissioners for Trade. The Postmasters General have represented to my Lord the loss which the Post Office revenue in North America is like to suffer by the currency of Paper Bills throughout her Majesty's Dominions there. Please consider same as well with respect to her Majesty's revenues in general as to the mischief which must attend the trade of her subjects in those parts when it is carried on by a specie that has no Fond to support the same. Propose what you think fit for her Majesty to do therein. Ibid.
Treasury reference to the Taxes Commissioners of the petition of Thomas Cawthorp of London, apothecary, shewing that his father William Cawthorp of Lincoln, gent., was Receiver General for the Lindsey Division part of Co. Lincoln, for upwards of 40 years and at his death was charged with 5,008l. 18s. 8½d. arrear on the Land Tax anno 1706 and his effects were seized to the value of 700l: therefore praying leave to lay his deplorable case before the House of Commons, being unable to raise more than 100l. to meet his bond as a surety for his father. Treasurer Oxford to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Mris. Elizabeth Jones, daughter of Sir Richard Kennedy, late a Baron of the Exchequer, Ireland, praying a grant of her brother's forfeited estate, of which she has been the discoverer as she alleges. May 17. Warrant by same to the Customs Commissioners to set Thomas Hammond, merchant, at liberty from his imprisonment for tobacco Duties.
Prefixing: statement of opinion by the Attorney General and report by the Customs Commissioners on the case. In Sept. 1711 bonds of his amounting to 2,860l. 5s. 6½d. were put in suit, he being in decaying circumstances and his person and effects were seized. His share in the ship Worcester confiscated in North Britain amounted to 1,250l. and the share of Samson Mears, one of his sureties, amounted to about 1,200l. and likewise 900l. (being the share of John Glover) was found to be a debt to petitioner. These sums have been stopped at the Treasury [out of the payments made by direction of Parliament to the sufferers by the confiscation of the Worcester]. Out Letters (Customs) XVI, pp. 30–32.

May 18. T. Harley to the Secretary at War enclosing the Duke of Ormonde's reply [missing] to my Lord Treasurer's letter, supra, p. 213, about the muster rolls of the Forces in Flanders being returned complete. Out Letters (General) XX, p. 426.
Same to the Auditors of Imprests. The Navy Commissioners report the 5th inst. (on the memorial of Lord Berkeley and Lady Shovell, ut supra, p. 177) that they do not conceive how any perfect [Navy] bills can be made out by them [the Navy Commissioners] for the Marine Regiments heretofore commanded by Lord Berkeley and Sir Cloudesley Shovell: but that on the contrary the said imprests should be discharged in the proper Office in the Exchequer. My Lord Treasurer “desires to know whether the accomptants have endeavoured the passing of their accounts according to the course of the Exchequer and what are the obstructions which have hindered or delayed the same; that so in all reasonable cases where aid and assistance is wanting such orders and assistance may be given as shall be just and equitable.”
I also enclose Mr. Paul Methwyn's demands for his charges in passing his father's accounts “which he prays to be allowed inasmuch as his father never had any salary as he alleges for taking care of the public money. My Lord desires you to inspect the said accounts and observe what profit or advantage have arisen or been allowed to the petitioner or his father therein. Ibid.
Same to the Taxes Commissioners enclosing a representation [missing] from the Chamberlain of London concerning the loss happening in the revenue of House money [Duty] and the difficulties that will attend the passing of his account for want of proper assessments for the Inns of Court, there being (as he alleges) no Justices of Peace to execute the Acts there. Please consult the Attorney General for remedy thereof. Ibid., p. 427.
Same to the [Principal] Officers of the Works. Mr. Wise has represented that one Elizabeth Hounson is in possession of a house at Hampton Court which belongs to him as her Majesty's gardener, and that she refuses to quit the same though often requested so to do. Please report hereon. Ibid., p. 428.
May 18. Treasury reference to Mr. Brydges of the petition of Messrs. Vanderkaa and Castano, the undertakers for the bread and bread waggons for the Forces in Flanders anno 1712, shewing that they have prepared their accounts by which they demand fl. 173,687 19s. 0½d. for the balance thereof but there being some articles that are not within their contract and other mistakes the balance is reduced to fl. 105,559 4s. 07/8d.: therefore praying provision for their satisfaction. May 19. Warrant dormant by Treasurer Oxford to Henry Ferne, Customs Cashier, for payment of the salary of Richard Holmes as Inspector and Examiner of the several parchment Books of the patent and other officers of the Customs in all the [out] ports of England, Wales and Berwick on Tweed: as from 1712 June 24: being 300l. per an. for himself and clerks. Money order for 5,000l. to John Holbech, gent.: as imprest and upon account to be by him applied towards payment of such wages, bills and other allowances as have been usually satisfied in the Office of the Treasurer of the Chamber according to Establishments or other proper warrants signed or to be signed in that behalf. T. Harley to Mr. How. Col. Moody, who is going Lieut. Governor of Placentia, has prayed payment of 1,687l. 18s. 0d. which (with 758l. 2s. 0d.) already paid will (as he alleges) be sufficient to answer the demands of the Garrison intended for that place for one whole year. Please report thereon and on the whole affair of the said garrison with respect to provisions, clothing and money “under which last head you'll please to consider what will accrue by exchange.” Out Letters (General) XX, p. 427.
Treasurer Oxford to the Earl of Abingdon. By an Act of 9 Wm. III, c. 33, 2,000 acres, part of the waste of New Forest, were to be enclosed by navy timber and thereafter 200 acres more yearly for 20 years. How far has the said Act been complied with and what method is most proper for the effectual putting it in execution for the future? Ibid.

Treasury reference to the Leather Commissioners of the petition of the tanners and leather dressers of the West Riding of Yorkshire complaining that the officers there refuse to admit them to sell the pates or heads of hides (tanned there for bend leather) ad valorem under pretence that the said bends were shaved contrary to the intent of the late Acts of Parliament; praying “that said pates may be admitted to market only paying Duty ad valorem and to cut the said pates and bends according to the custom always in use in that country.” Reference Book IX, p. 121.

Subscription by Treasurer Oxford for the execution of a Lord Chamberlain's warrant to the Master of the Great Wardrobe to deliver to the Robes six suits for the head and eight pair of ruffles, and eight tuckers of the finest Brussels lace; 128 yards of broad Macklin [Mechlin] lace and 46 yards of narrow Macklin lace for her Majesty's royal person: to an estimate of 1,800l. My Lord has agreed to Sir Nicholas Morrice's terms for a 21 years' lease at 100l. per an. rent and 1,000l. fine for a lease of his land at Plymouth on which a dock, &c., have been erected at the public charge. Same to Sir Nathaniel Lloyd. Capt. Trevor has, by letter dated on board the Royal Ann galley in Gibraltar Bay 24 March 1712–13, given an account of a clandestine trade in contraband goods carried on between that place and Barbary. Please report thereon as to said trade and the methods proper to be taken when her Majesty's ships shall meet with any vessels carrying on the same. Ibid.

Treasury reference to the Customs Commissioners of the petition of Sir Charles Cairnes, bart., shewing that being much concerned in remitting the rents of the several estates in Ireland and it being difficult to get bills to answer his credit his correspondent at Liverpool (in order to supply that credit which was not to be done in bills) did ship on board the John and Mary the sum of 1,201l. 16s. 6d. which in under seizure: therefore praying that same may be restored to him on his satisfying the officer. Same by same to Mr. Borret to pay 160l. to Zachariah Foxall in full satisfaction of all claims and demands whatsoever for his service, fees and expenses in executing extents against George and Joseph Newells [Newell] and John Gerrard, the securities of George Dixon, late Receiver General of Taxes for Somerset and Bristol, the said Foxall being then Secondary to the sheriffs of London and Middlesex: the debt of said Dixon being 25,985l., whereof only 2,135l. has been since paid, thus leaving 23,850l. still due.

May 22. T. Harley to the Commissioners for Army Debts enclosing for their perusal a list [missing], laid before my Lord by Mr. Brydges, of the Officers en second who apply to him for their clearings upon the foot of full pay. Out Letters (General) XX, p. 429.
Same to Mr. Borrett. Mr. Norton, the warden of South Beir Forest, complains that by reason of the faint prosecution of trespassers and encroachers there formerly complained of by him the same do increase. You are to use all diligence in forwarding such prosecutions. Ibid.
Same to Sir William Wyndham. The bearer hereof, Mr. Thomas Baldwin, proposes a saving to the Government in the pay of the Flanders Troops if he had authority to inspect the muster rolls of the 24 June 1712 and since and to be present and make examinations at the next muster after his arrival there. Please prepare a royal warrant for that purpose “as soon as you can because the gentleman is forthwith repairing to Flanders.” Ibid.
Treasury reference to the Taxes Commissioners of the petition of John Gerard, a surety of Mr. Dixon, late Receiver General of Co. Somerset, shewing that the 6,000l. was put in suit and he remained failed and petitioner's bond in 6,000l. was put in suit and he remained in Newgate four years, till lately and is reduced thereby to the greatest necessity: therefore praying to be certified to the House of Commons for leave [to bring in a private Act to admit him] to compound. May 23. William Lowndes to Mr. Burchet [Secretary to the Admiralty]. My Lord Treasurer has directed 7,000l. for paying the Loo. “But his Lordship takes notice that he did formerly order money for the said service and desires you to let him know why the said ship was not then paid.” Out Letters (General) XX, p. 429.
T. Harley to the Secretary at War. My Lord Treasurer thinks it necessary that in the Extraordinaries [of the war] which are to be laid before the House a sum should be inserted in gross to answer the demands of the Contractors for bread and forage. I enclose such of their demands [missing] as they have laid before my Lord by petition. Please consult Mr. Brydges and insert such a sum as you think reasonable. Ibid., p. 430.
Same to the Victualling Commissioners to report on the enclosed proposal [missing] for supplying the Garrison of Placentia with provisions from New England at four pence per day per man. Ibid., p. 431.
Same to the Commissioners for Trade. Great expenses will arise to this kingdom by the large supplies of ordnances and other stores demanded for the service of her Majesty's Islands and Plantations abroad unless it be considered how to put the affairs of those Islands and Plantations into such a method as that they may be enabled by Ways and Means among themselves to support the whole charge of their Government. My Lord Treasurer desires you to turn this affair in your thoughts and let him have your opinion thereon as soon as convenient. Ibid.
Same to the Stamps Commissioners. My Lord agrees with your report on the petition of John Rous: viz. that the stamps fraudulently impressed with dies by Mr. Dyott, late one of the Commissioners for Stamp Duties, should be cancelled before the paper and parchment should be returned to the owners and that in lieu thereof the like number of other stamps should be impressed with the dies used in your Office and delivered gratis to the owners. May 26. T. Harley to Mr. Burchet to lay before the Admiralty Lords the Navy Commissioners' report on Mr. Edmonds' memorial complaining of the hardships he undergoes for want of having his bills of exchange accepted and paid. As Mr. Edmonds was under contract with the Admiralty Board to supply money for the service of her Majesty's ships at New England and New York at the rates agreed on, my Lord leaves it to them to give orders herein. Treasurer Oxford to the Barons of the Exchequer, Scotland. I have considered your several reports on the following memorials and petitions and they seem to me to be fit and reasonable to be granted. Nevertheless there being as yet no method established in relation to the granting any arrears of Rents, Non Entry Duties, and other Casualties; discharging of tacksmen or other accomptants before the Union upon equitable considerations, or of any annual allowances not contained in the present Establishments or of any sums in gross by way of bounty or otherwise, I desire you will advise such forms and methods of warrants or privy seals in such respective cases as shall be most fit for answering the said ends and as shall be most agreeable to the Act of Union and the Act for Establishing the Exchequer Court in Scotland.
Appending: schedule of said reports on memorials and petitions as follows:
(1) on a memorial of the Earl of Lauderdale for discharge of 284l. 0s. 8½d. due for Blench, Retour and other Duties.
(2) about a proposed composition with the late tacksmen of the Customs in Scotland on payment of 5,000l. “thought reasonable, provided they reimburse the charges her Majesty hath been at in their prosecution.”
(3) on the petition of Sir Thomas Kennedy et al., late tacksmen of the Excise in Scotland before the Union, praying to be allowed the balance of 369l. 2s. 5½d. due on the foot of their account: “thought reasonable provided they do at the same time execute a release of all farther claims from the Crown.”
(4) on the petition of James Smith for 200l. for his service in 1708 and 1709 as Surveyor of the Works in Scotland.
(5) on the petition of Robert Taylor, minister at Currie, for a grant during pleasure of 17l. per an. rents in money and victual belonging to the late bishopric of St. Andrew within the said parish.
(6) on a memorial of the Earl of Roseberry for the discharge of the rents in his hands as Chamberlain of Fife and Strath Earn not exceeding 1,000l. in lieu of all claims.
(7) on a petition of William Spence for a discharge of 310l. due [to the Queen] from his father, William Spens, deceased, late Receiver General of the Bullion in Scotland.
