Southants: the parishioners thereof having petitioned shewing that in the Dutch war their parish church being made use of by Charles II together with the Castle of Porchester for securing prisoners of war was “by them” set on fire and the greatest part thereof then ruined by which means they are greatly impoverished and not able to rebuild the same, having no consideration or allowance ever made them; which has occasioned a great decay of the other part wherein till lately with hard shift divine service has been celebrated but is now become so ruinous that the public worship of God can no longer be continued there. The Lord Treasurer agrees to your raising 3000l. on the tallies and orders for reversionary annuities which were assigned to you by Charles Fox: to be applied towards clearing the Forces in Flanders to 23 Dec. 1705. You are to sell same [the relative annuities] at the rates settled by Parliament and the purchasers are to produce to you authentic certificates that the lives in the annuities are in being. December 2. Royal warrant to the Lord Lieutenant of Ireland for an addition of 100l. a year to the salary of Joshua Dawson as Clerk or Keeper of the Paper Office in Ireland: as from Sept. 29 last: the Parliament of Ireland under Wm. III having prepared the heads of a bill for erecting a Paper Office “but it being thought most proper that such a grant should arise from the Crown the bill was dropt”: and the Queen created such an Office by patent in 1703 and appointed said Dawson to be keeper thereof and he has been at great charges in clerks and transcripts of books and papers in both Secretaries' Offices and of what was done in former Governments “that duplicates thereof may be left in the said Office for the instruction and direction of succeeding Chief Governors.” Out Letters (Ireland) VIII, p. 423.

Same to Mr. Burchet to lay before the Lord Admiral the Customs Commissioners' report touching the prosecution against Capt. Nelley, Commander of the ship Anna from India, for goods delivered thereout at Kinsale and into the boats of her Majesty's ships Burlington, Kingfisher and Dartmouth at St. Helena to the great prejudice of the Customs: all to the end admonition may be given to the Commanders of the Queen's ships to prevent the like evil practice for the future. “It is our opinion that the Commanders of the Burlington, Kingfisher and Dartmouth should bear their share of the composition by way of average for such of these goods bought by them as were not entered [at the Custom House] at their return into England.” Ibid.

December 9. Warrant by Treasurer Godolphin to the Customs Commissioners to allow Capt. Nelley, Commander of the ship Anna from India and the Commanders of her Majesty's ships Burlington, Kingfisher and Dartmouth, to compound by way of average for their transgressions in the matter of the goods delivered at St. Helena and Kinsale to them.
Prefixing: report by said Commissioners on the case. Out Letters (Customs) XVI, pp. 455–7.
William Lowndes to Mr. Brydges, Paymaster General of the Forces Abroad, for an account how the Forces in Flanders have been paid since Mr. Cartwright's being at Antwerp; what advantages the soldiers have by making the remittances thither and what has been saved thereby to the public. Out Letters (General) XVIII, p. 268.
Treasury reference to the Customs Commissioners of the petition of Joseph Byles in the Isle of Wight goldsmith shewing that in Sept. last a ship from Guinea arrived at Cowes, that he went on board her to see if they had any gold or foreign coins; that the master told him they had nothing but 80 or 90 [pound] weight of elephants' teeth which he agreed for and went accordingly to Mr. Cole the collector to enter the same but he admitted him to enter only 1000 pound-weight. The master told him he should take the whole for he must either sell it or run it for that he should want money for several necessaries; whereupon the petitioner carried the goods to the Custom House to be weighed and told the collector what the master had said: upon which the collector put 2 officers on board and said he would admit petitioner to a post entry if the Customs Commissioners agreed and in a few days told him he had a grant for a further entry of 70 pound weight or more and in taking of it by weight the entry was overdone, for which the collector admitted him to a post entry. Petitioner paid the whole Duty and had the collector's certificate to Portsmouth and from the officers of Portsmouth to London: yet the officers have seized the goods and exhibited an information against petitioner in the Exchequer: therefore praying a non pros “and is willing to give the officers reasonable satisfaction.” Reference Book VIII, p. 250.
December 9. Warrant by Treasurer Godolphin to the Auditors of Imprests to make up for declaration the account of Sir William Scawen, Henry Cornish and Francis Mollineux, clothiers and partners, of the money by them received from the Paymasters of the Army in Ireland upon account of clothing said Army in 1689 and 1690.

Followed by: (1) report by Auditor Edward Harley dated 1705–6 Feb. 4 on the said account. In 1690 the accountants contracted with the late Lieut. Gen. Talmash and Col. Charles Godfrey for clothing the army in Ireland and they accordingly provided clothing for the abovesaid Regiments answerable to the contract. The payments for the clothing were directed to be stopped out of the pay and offreckonings of the Forces in Ireland. I wrote to Mr. Pauncefort, agent to the Paymasters of the Forces in Ireland, for an account of the said deductions and received the certificate below of said deductions (except the 4 Scotch Regiments, the 3 French Regiments, the late Sir Thomas Gore's Regiment and Capt. Richards' Independent Company) but it does not appear by the said certificate that regular deductions have been made for the clothing of this year 1690.
Mr. Pauncefort certifies that the 4 Scotch Regiments were on the Establishment of Ireland dated 5 June 1690 but never went into Ireland nor came under the care of the Paymasters of the Irish Forces.
It nowhere appears by any accounts of the English Paymasters that deductions have been made for the clothing issued to the said 4 Scotch Regiments amounting to 6943l. 6s. 0d. The 3 French Regiments are certified not to have been regimentally cleared either by the Army Debts Commissioners or by the Paymasters [of the Forces in Ireland] from 1 Sept. 1689 to 31 Dec. 1691 so that the sum of 2379l. 9s. 9d. charged on each [of the said 3] Regiment does nowhere appear to have been deducted but only made a charge upon them in the states first made up and delivered to each Regiment by the [said] Paymasters.
The clothing of the late Sir Thomas Gore's Regiment (being 1735l. 16s. 6d.) and of Capt. Richards' Independent Company (being 133l. 10s. 6d.) does not appear to be deducted either by the English or Irish Paymaster.
(2) A certificate dated 30 Mar. 1704–5 by E. Pauncefort of the sums charged on the following Regiments for clothing &c. delivered to them in Ireland and deducted out of their pay when their accounts were stated for the time they continued on the Irish Establishment.

Aid anno 1705: in part of the order for extraordinaries of the war not provided for by Parliament: and is to be paid to the Troops of Hanover to complete 100,000 guilders agreed to be in lieu of horses lost, douceurs and all other extraordinaries for the campaign anno 1705. “Please to issue this out of any publique money of the year 1705, there not being sufficient of the eighth 4s.
