April 4, forenoon. Present: ut supra.
If the Bank of England will advance to John How, Paymaster of Guards and Garrisons, 26,000l. on a deposit of Land Tax tallies [anno 1709] and a further 6,000l. to James Brydges, Paymaster of the Forces Abroad, on a deposit of the like tallies, the Lord Treasurer agrees that the same shall be repaid out of the first money to be advanced of the 400,000l. on the fund of Excise or within two months which[ever of these alternatives] shall first happen, together with interest after the rate of 6 per cent. per an.
Out of the said moneys the Lord Treasurer directs as follows: viz.
that Mr. Howe do pay £ s. d.
for 84 days' pay in advance for the General and Staff Officers going on the Expedition 1,428 0 0
for three months' full pay in advance for the Officers of the Royal Regiment of Fuzileers and the Regiments of Col. Bowles, Col. Whetham, Lord Inchiquin and Col. Gore 5,677 14 0
for two months' subsistence in advance for the non-commissioned Officers and soldiers of the said Regiments from the day of embarcation 4,894 4 0
to Christopher Rhodes, Paymaster of the body of Land Forces now going on an Expedition 13,856 12 0

out of the above 13,856l. 12s. 0d. 'tis intended that the said Rhodes shall apply as follows:

Upon reading a memorial from Mr. Whitfeild for 34,373l. 17s.d. for subsistence and clearings to the Marines to the several times therein mentioned the Lord Treasurer orders that said sum shall be paid to said Whitfeild for those uses out of the tallies and orders on the Half Subsidies and other Duties anno 1708 remaining in the hands of the Navy Treasurer (being the last of the said tallies and orders in course) upon his assurance to my Lord that they shall not be disposed of but at such time and in such manner as shall not in any wise hurt the public credit. My Lord also agrees that the interest shall commence on the said orders from the day they shall be assigned to [sic ? for by] the said Mr. Whitfeild.
And out of such money as the Treasurer of the Navy can obtain [by way of loan] either from the Bank or from any others on a deposit of Land Tax tallies in his hands at an interest rate of 6 per cent. per an. my Lord Treasurer directs payments as follows: £ s. d.
to be paid over to Mr. Whitfeild upon account of subsistence and two-thirds pay to the Marines 6,000 0 0
to be paid over to Thomas Lavery, the Treasurer for Sick and Wounded, to pay a year to 30 Sept. 1707 to the great ports and two years to 30 Sept. 1708 to the lesser ports to clear the debts of sick and wounded seamen in quarters there 13,000 0 0

[The draft of a] letter to the Navy Treasurer is read and approved directing him to take up 100,000l. on Land Tax tallies in his hands anno 1709 allowing interest to commence from 28 days preceding the advance of the said money: whereof 89,934l. 15s. 10d. is to be applied to the uses ut supra, and the remainder to be reserved for such uses as my Lord shall direct. [My Lord directs the issue of] 1,000l. to Mr. Lowndes on the order in his name for secret service.
[Likewise] 3,000l to the Robes: to be issued by 1,000l. a week.
Lord Raby's letter about some clothing which was burnt as it was sending to Portugal [was read and ordered] to be transmitted to Mr. Walpole [Secretary at War]. Treasury Minute Book XVII, p. 5.

[Send] to the Agents for Taxes to be here on Monday morning.
[The draft of] a letter to Mr. Brydges for his application of 211,321l. 17s. 7d. [to uses as therein] is read and approved.
The second payment by the Bank upon account of the 400,000l. to be advanced by them is to be issued to Mr. Bridges for Sir Henry Furnese upon account of the pay of the Forces.
The Gentlemen of the Bank are called in. They are desired to lend 20,563l. 1s. 2d. to pay the interest on the General Mortgage [Amortisation or Deficiencies Sinking Fund] for the year 1707. They desire that such money as the Bank has advanced or shall advance by direction from hence [from my Lord Treasurer] to Mr. How or Mr. Bridges or otherwise, may be repaid out of the 400,000l. [Bank contribution]; which is agreed to.
They are also desired to advance 20,000l. to Mr. Bridges for recruits.
My Lord Treasurer [promises them he] will take care that the 20,563l. 1s. 2d. which the Bank will lend to pay interest ut supra shall be made good to them again (with the interest thereof) in money within two months from this day. The loan of the said 20,563l. 1s. 2d. is to be made in the name of Sir Henry Furnese.
Desire my Lord Halifax [Auditor of the Receipt] and some of the Tellers to be here on Monday morning.
[Desire the Principal] Officers of the Mint to be here at the same time.

April 16, forenoon. Present: ut supra.
The Lord Chief Baron of [the Exchequer Court] Scotland and Baron Scrope are called in. The Lord Chief Baron mentions the list of Invalids to be very clamorous, says they are half a year in arrear. My Lord Treasurer resolves that a warrant shall be prepared to authorise Mr. Howe [Paymaster General of Guards and Garrisons] to pay them what is now due and what shall grow due to them, out of the poundage for the Troops under his pay. April 18, forenoon. Present: ut supra.
The [late] Commissioners for Prizes and the Receivers General for Prizes are called in. My Lord agrees that the salaries of the [said] late Commissioners and their Sub-Commissioners and other officers shall be continued and paid to Christmas last. Ibid., p. 8.
April 20, forenoon. Present: Lord Treasurer, Chancellor of the Exchequer.
The [Gentlemen of the] Bank are called in. The Tellers of the Exchequer are to be here at 11 to-morrow morning.
My Lord Treasurer is pleased to agree that the 20,563l. 1s. 2d. which the Bank of England are willing to advance, on a deposit of tallies on the General Mortgage for paying interest of loans on that fund, shall be repaid to them within two months together with interest at the rate of 6 per cent.: and that the 12,335l. 14s. 5d. formerly lent by the Bank on a like deposit for the same service shall be repaid within one month from the date, with like interest.
My Lord also agrees that the 20,000l. which the Bank did yesterday agree to advance to Mr. Brydges, Paymaster of her Majesty's Forces Abroad, on a deposit of tallies on the twelfth 4s. Aid [or Land Tax] shall be repaid to them out of [i.e. shall be reckoned as in part of] the second payment [due to be made on the 28 June 1709] which they are to make on the 400,000l. [which by the Act 7 Anne c. 30 they are to advance into the Exchequer, secured on] the Excise Fund; with interest at 6 per cent. Treasury Minute Book XVII, p. 9.
April 21, forenoon. Present: ut supra.
[My Lord Treasurer] ordered that all the money (except 20,000l.) of the second payment [to be made] by the Bank upon account of their 400,000l. shall be issued to Mr. Brydges for the Forces, to be paid over to Sir Henry Furnese for that purpose: and that 20,000l. out of their third payment [due to be made by 25 August 1709] be issued in like manner for the said Sir Henry: and that Mr. Brydges do make a memorial [to my Lord Treasurer] for this.
[The draft of a] letter to Sir Thomas Littleton to take up [on loan] 10,065l. 4s. 2d. on Land Tax tallies is read and approved.
[My Lord directs] 657l. to Mr. Studholme and Mr. Wise for works in Windsor Great Park last summer. Ibid., p. 10.

[My Lord orders that] 74,000l. of the Land Tax tallies for this year's service which were deposited by Mr. Brydges with the Bank of England and are this day redeemed by an issue to him out of the money paid by the Bank for their purchase of the Excise Fund [is] to be assigned to Sir Henry Furnese with the interest thereon from the 1st of March last and to be applied for the pay of the Troops in Flanders to May 23 next. [Write] to the Gentlemen of the Bank to be here on Monday morning.
[Send] to the Commissioners of the Navy, Commissioners of Victualling and Commissioners of Transports to be here then.
[Send] to the Customs Commissioners to be here on Monday afternoon.
[My Lord directs] 2,000l. to the Cofferer of the Household to pay for some wines coming home for the Queen's use.
Upon reading the underwritten order of the Bank of England concerning 14,000l. to be advanced to Mr. Howe, Paymaster of Guards and Garrisons, my Lord is pleased to agree thereunto.

ordered: that 14,000l. (remainder of the 26,000l. ordered on the 5th inst. to be advanced to Mr. How on the first payment of the 400,000l.) be now advanced to him on a deposit of Land Tax tallies and [on the faith of] my Lord Treasurer's minute to repay it out of [or reckon it as a part of] the Bank's third payment on the said 400,000l.
