Farrington Roads.

A PETITION of the Inhabitants of Westbrooke, Eaton, Hastings, and Burscott, in the County of Berks, was presented to the House, and read; setting forth * * * *

Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition: And that Mr. Pye and Mr. Freeke do prepare, and bring in, the Bill.

Aldworth's Estate.

A Petition of Robert Aldworth, of Wanting, in the County of Berks, Gentleman, and Anne his Wife, was presented to the House, and read; setting forth, That Mr. Aldworth, upon his Inter-marriage with the said Anne, did settle certain Lands, near Wanting aforesaid, upon himself, for Life; and afterwards to the said Anne, for Life; and, after the Decease of the Survivor, to their Heirs Males for ever: That, by sundry unavoidable Accidents and Misfortunes, the Petitioner having contracted some Debts, and being unable to pay the same by reason of the Settlement: And praying, That Leave may be given to bring in a Bill for selling the said Estate; and that the Money arising thereby may be applied to pay off the said Debts; and, if a Remainder, towards the Purchasing of another Estate, to be settled to the same Uses.

Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition: And that Mr. Bertie and Mr. Rowny do prepare, and bring in, the Bill.

Vesey's Estate.

A Bill to enable Dudley Vesey, an Infant, to sell his Estate in Hintlesham, in the County of Suffolk, for the Payment of his Debts, was read a Second time.

Resolved, That the Bill be committed to Lord Cornbury, Mr. Hughes, Sir Samuel Barnardiston, Mr. Fortescue, Mr. Hays, Mr. Stringer, Sir Richard Cox, Mr. Lowther, Mr. Phillips, Sir Walter Young, Mr. England, Sir William Johnson, Mr. Clarke, Mr. Johnson, Mr. Hancock, Mr. Gourdon, Mr. Lewis, Mr. Yates, Mr. Rowny, Mr. Barnardiston, Major Morgan, Mr. Campion, Sir Jacob Astley, Mr. Foley, Sir Cha. Turner, Mr. Bullock, Mr. Freke, Sir Richard Farrington, Mr. Chetwynd, Mr. Ashurst, Sir Francis Blaake; and all the Members for the Counties of Norfolk and Suffolk: And they are to meet at Five a Clock this Afternoon, in the Speaker's Chamber.

Rabesniers, &c. Nat.

Ordered, That the Lord Hartington be added to the Committee, to whom the Bill for the Naturalization of Theophilus Rabesniers, and others, was committed.

Irish Arrears.

A Petition of Jacob Smith, and others, the Soldiers under the Command of the late Colonel Robert Byerly and Colonel Hugh Windham, in the Reducing of Ireland, was presented to the House, and read; setting forth, That the Report from the Commissioners of the publick Accounts having, on the 13th of March 97, been read in the House, in relation to a Petition against the said Colonel Byerly and Colonel Windham, for Arrears due to the Petitioners, in the Reducing of Ireland; wherein it did appear they had received 11,000 l. towards the clearing the said Regiments; and also, that there was due to the Petitioners 25 l. 12 s. per Man: And praying Satisfaction for their said Service, the said Colonel Windham having converted the Money above said to his own Use.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of the Soldiers of Colonel Coote's Regiment is referred: And that they do examine the Matter thereof; and report the same, with their Opinion therein, to the House.

Transport Debt.

A Petition of Samuel Bridgman, and others, on behalf of themselves, and others, Owners and Masters of Ships belonging to the Port of King's Lynn in Norfolk, was presented to the House, and read; setting forth, That his Majesty's Commissioners for the Transport-Service, in or about the Year 1693, did contract with the Petitioners for employing them, their Ships and Servants, in his Majesty's Service, and were to pay them within One Month after they were discharged, or Interest for their Money till the Time of Payment: That they accordingly served his Majesty; and have divers Sums of Money due therefore; for want whereof they are very much reduced: And praying some Course may be taken for discharging their said Debts.

Ordered, That the Consideration of the said Petition be referred to the Committee, who are to consider further of the Supply to be granted to his Majesty.

Ditto.

A Petition of John Lyndall, and others, in the Name of themselves, and several others, Masters and Owners of Ships belonging to the Port of Kingston upon Hull, was presented to the House, and read; setting forth, That the Petitioners, in or before the Year 1693, did contract with his Majesty's Transport Commissioners, to be employed, with themselves, and Ships, in his Majesty's Service; by which Contract the Petitioners were to be paid within One Month after discharged, or allowed Interest till Receipt of their respective Debts: That they were accordingly employed in such Service; and there remains considerable Sums of Money due to them; for want whereof, many of them have been ruined, and the rest very great Sufferers: And praying the Consideration of the House, and Relief in the Premises.

Ordered, That the Consideration of the said Petition be referred to the Committee, who are to consider further of the Supply to be granted to his Majesty.

Ship Charles.

An ingrossed Bill, That the Ship Charles Fly-Boat, of Exeter, may trade as a free Ship, was read the Third time.

Resolved, That the Bill do pass: And that the Title be, An Act for the Ship Charles Fly-Boat, of Exeter, to trade as a free Ship.

Ordered, That Mr. Fortescue do carry the Bill to the Lords, and desire their Concurrence thereunto.

Legg's Nat.

Major Morgan, according to Order, presented to the House a Bill to naturalize Richard Legg: And the same was received; and read the First time.

Resolved, That the Bill be read a Second time.

Jones' Estate.

A Bill for vesting the Estate late of Charles Jones Esquire, deceased, in Trustees, to be conveyed to Roynon Jones, Son of the said Charles Jones, and William Essington, and Anne his Wife, Grand-daughter of the said Charles Jones, pursuant to the Agreements made between them for that Purpose, was read the First time.

Resolved, That the Bill be read a Second time, upon Tuesday Morning next.

Children of English Parents Nat.

Ordered, That Leave be given to bring in a Bill to naturalize all Persons born of English Parents: And that Mr. How and Mr. Conyers do prepare, and bring in, the Bill.

Army Arrears.

A Petition of the several Troopers, both of Colonel Rechteren's and Count Steenbock's Regiments of Horse, disbanded the 5th of December 1697, was presented to the House, and read; setting forth, That, since the last Sessions, the Petitioners have addressed themselves to the Court Martial at the Horse-Guards, for their Arrears; but have received no Relief: And praying, That Mr. Jacob Vanderness, who hath Money sufficient in his Hands, may be compelled to account with, and pay the Petitioners their just Arrears.

Ordered, That the Consideration of the said Petition be referred to the Committee, to whom the Petition of the Soldiers of Colonel Coote's Regiment is referred: And that they do examine the Matter thereof, and report the same, with their Opinion therein to the House.

Vyner's Creditors.

Ordered, That Sir Robert Edon, Mr. Drake, Mr. Shackerly, Mr. Mostyn, be added to the Committee, to whom the Bill for the Relief of the Creditors of Sir Robert Vyner Knight and Baronet, deceased, was committed,

Supply Bill; Land Tax.

Mr. Lowndes, according to Order, presented to the House a Bill for granting to his Majesty the Sum of One million Four hundred eighty-four thousand and Fifteen Pounds One Shilling Eleven-pence Three-farthings, for disbanding the Army, providing for the Navy, and for other necessary Occasions: And the same was received; and read the First time.

And a Motion being made, and the Question being put, That the Bill be read a Second time, upon Monday next, at Ten a Clock;

Army Arrears.

A Petition of several of the General Officers of the Army, in behalf of themselves, and the rest of the Officers of the Army, was presented to the House, and read; setting forth, That the Petitioners did appear very early in the Cause of their Country; and contributed, upon his Majesty's Landing, to rescue the Nation from Popery and arbitrary Power, through great Difficulties, and at the Expence of their Youth and Blood, and the Impairing of their Fortunes; notwithstanding which Services, those that have been best paid, have an Arrear due ever since the 1st of April 1692, and many since the 1st of September 1689; That several of the Payments have been in such Tallies as they were obliged to discount at very great Loss, some at 20 and 30, and others at 40 and 50, per Cent.: That there is several Months Subsistence due to them the last Year of the War in Flanders, besides Forage-money, and their Pay, as General-Officers, for the Year 1697; all which, with the Clearings of the Year 1692, were voted by the then House of Commons to be paid the Petitioners last Year; but has not as yet been complied with; which hath occasioned them to contract many Debts: That they are the only Officers in Europe, who were engaged in the War, that are upaid, and left a Prey to their Creditors; from whom their military Employments give them no Protection: And praying the House will not let them be exposed for those Debts, which they contracted in the Service of their Country; but that they may receive their Arrears; and reap the Benefit of the Peace, as well as their Fellow-Subjects; the General-Officers, for themselves, hoping, that a Provision will be made for their Entertainment as such, to the Time they shall have Notice they are to continue in Pay no longer; and that those of them who shall have such Notice, may receive a proportionable Recompence with the rest of the Officers of the Army that are, and shall be, disbanded.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, who are to consider further of the Supply to be granted to his Majesty.

Half-Pay Officers.

The Earl of Ranelagh, according to Order, presented to the House a Warrant for Half-Pay to the Officers of Colonel Windsor's, Colonel Harvey's, the Earl of Denbigh's, and Colonel Leigh's, late Regiments: And,

An Establishment of Half-Pay for the Eight Regiments of Foot, and Two Independent Companies: And,

A Warrant for Half-Pay for the disbanded Chaplains of Colonel Seymour's, Mordant's, and Colt's Regiments: And,

A List of the Officers of the late Army disbanded, or to be disbanded, with their Half-Pay: And,

An Abstract of the several Establishments and Lists of Half-Pay to Officers disbanded, and to be disbanded.

WHEREAS Our Regiments of Horse commanded by Colonel Thomas Windsor, and Colonel Daniel Harvey, and Our Regiments of Dragoons commanded by Colonel Edward Leigh, and the Earl of Denbigh, have been lately disbanded: And We being graciously pleased to allow Half-Pay to the Officers of Our said Regiments, for their Support, until they shall be fully paid off and cleared, and be otherwise provided for; Our Will and Pleasure is, That, out of such Monies as are or shall come to your Hands, for the Use of our Forces, you pay unto the several Officers of our said Regiments the respective Allowances mentioned in the List and Establishment hereunto annexed, being the Half-Pay of themselves and Servants, respectively; to commence from the 1st Day of January last; and to be paid unto them by weekly or monthly Payments, in like manner as our Army is subsisted; and upon monthly Certificates from Our Commissary-General (fn. 1) [or Deputy Commissary General] of the Musters, of their being alive, and qualified as aforementioned: And, for so doing, This, with the Acquittances of the said Officers, or of their Assigns, shall be, from time to time, your sufficient Warrant and Discharge.

Given at Our Court at Kensington, this 23d Day of February 1697/8, in the Tenth Year of Our Reign.

Memorandum: The whole Charge of this Establishment amounts to Fifty-four Pounds Nine Shillings and Fourpence a Day.

WHEREAS, upon the Establishing of Our Regiments of Foot commanded by Colonel William Seymour, Colonel Edward Dutton Colt, and Colonel Henry Mordaunt, as Marines, the Chaplains of the said Regiments were reduced, and discontinued Our Pay: And, We being graciously inclined to allow them Half-Pay, as to the Chaplains of Our Regiments, lately disbanded; Our Will and Pleasure is, That, out of such Monies as are or shall come to your Hands for the contingent Uses of Our Forces, you pay unto Edward Joslin, Robert Cox, and Peter Rivall, the late Chaplains of Our said Regiments, the Sum of Three Shillings and Four-pence a Day to each of them, as disbanded Chaplains of Our Army; to commence from the First Day of August last, when those Regiments were formed into Marines; and to be continued and paid unto them, upon Certificate from the Commissary of the Musters, in like manner as the other disbanded Officers are paid by you: And, for so doing, This, with the Acquittances of the said Chaplains, or of their Assigns, shall be, from time to time, your Warrant and Discharge.

Ordered, That the Consideration of the said Warrants, Establishment, List, and Abstract, be referred to the Committee of the whole House, who are to consider further of the Supply to be granted to his Majesty.

Army Arrears.

A Petition of the Officers, Ministers, and Attendants on the Train of Artillery, employed in Reducing of Ireland, was presented to the House, and read; setting forth, That the Petitioners served in Ireland, at a certain Pay per Diem, until the same was reduced; for which Service there is an Arrear due to them, of 17,030 l. 14s. 2½d.; the want of which hath reduced great Numbers of them to the Height of Poverty; some languishing in Prison, and others daily expecting the same Fate: That the Office of Ordnance hath now by them 160,720 l. in Tallies: That the Debt of the Ordnance doth not amount to 100,000 l.; therefore 'tis conceived, that the ordering the Debt, due to the Petitioners, out of the remaining 60,722 l will neither prejudice the Office, nor his Majesty's Service: And praying they may be paid their Arrears out of the said remaining Tallies that have so long lain dead in that Office.

Ordered, That the Consideration of the said Petition be referred to the Committee of the whole House, who are to consider further of the Supply to be granted to his Majesty.

Trent Navigation.

Ordered, That Sir Henry Seymour, Mr. Yates, Mr. Blofeild, Mr. Lake, be added to the Committee, to whom the Bill to make the River Trent, up to Burton, navigable, was committed.

Ordered, That the ingrossed Bill, to restrain the Number of Officers sitting in the House of Commons, be read the Third time upon Wednesday Morning next.

Poor Laws.

The House, according to Order, proceeded to take into Consideration the Report, made the 1st of March instant, from the Committee, to whom it was referred to consider of Ways for the better providing for the Poor, and setting them on Work:

And the Resolutions of the said Committee being again severally read, were, upon the Question severally put thereupon, agreed unto by the House.

Ordered, That Leave be given to bring in a Bill, or Bills, pursuant to the said Resolutions: And that the same be prepared, and brought in, by the said Committee: And that Sir Bartholomew Shore, Mr. Moor, and Mr. Thursby, be added to them.

Supply.

The House, according to Order, resolved itself into a Committee of the whole House, to consider further of the Supply to be granted to his Majesty.

Mr. Cooper took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Cooper reported from the said Committee, That they had made a further Progress in the Matter to them referred; and had directed him to move, That they may have Leave to sit again.

Resolved, That this House will, upon Tuesday Morning next, resolve itself into a Committee of the whole House, to consider further of the Supply to be granted to his Majesty.

And then the House adjourned till Monday Morning, Eight a Clock.
